About this file

This is Amendment 1 to Request for Qualifications (RFQ) 32701-26-152 issued by the State of Tennessee, Department of Environment and Conservation, for museum exhibit updates at Tennessee State Parks. The RFQ seeks qualified vendors to design, fabricate, and install updated interpretive exhibits with the goal of modernizing and improving accessibility throughout the park system. The amendment updates the schedule of events with a pre-response conference scheduled for February 27, 2026, at 10:00 a.m. Central Time; a Notice of Intent to Respond deadline of March 2, 2026, at 2:00 p.m.; a written questions deadline of March 5, 2026, at 2:00 p.m.; and an RFQ response deadline of April 1, 2026, at 2:00 p.m. The State will release its Notice of Intent to Award on April 15, 2026, with a protest period ending April 22, 2026, and a contractor signature deadline of April 28, 2026, at 2:00 p.m. The contract will be structured as an Indefinite Delivery Indefinite Quantity (IDIQ) agreement with a five-year term, where individual exhibit projects will be awarded through competitive task order processes as projects are identified and funded.

The amendment clarifies key RFQ requirements and contractor qualifications through responses to ten questions and comments submitted by potential respondents. Respondents may provide generalized approaches for methodology questions, as individual task orders will have unique scopes and timelines. Design firms may serve as consultants to multiple prime contractors, and vendors selected under the IDIQ can compete for multiple projects released during the five-year period. The Tennessee Contractor's License Number required under section A.4 may be held by either the prime contractor or a listed subcontractor. The State declined a request to extend the proposal submission deadline and confirmed that the pre-proposal conference attendance sheet will be included in the open file released with the Notice of Intent to Award. The estimated total budget for exhibit projects over the five-year contract period is $5 million, distributed among up to three selected contractors through individual task orders, with no minimum contract volume guaranteed to any selected vendor.

Yes, a design firm can be a consultant for multiple primary contractors.

6. Is it anticipated that a vendor will be able to contracted for more than one of the projects that are released in the 5-year period?

Yes. Each project during the 5-year period will be awarded through a competitive task order process described in section A.8. of the pro forma contract.
