About this file

This document is the third addendum to Request for Qualifications (RFQ) 2504 TCP issued by the Washington State Department of Ecology for the Monte Cristo Twin Bridge Removal project. The addendum, dated April 17, 2025, provides responses to nine questions from potential bidders, clarifies submission requirements, and modifies language in Appendix A. The RFQ seeks architectural and engineering firms to provide design and engineering services for bridge removal, with statements of qualifications due by May 1, 2025, at 3:00 PM. Key clarifications include that the A/E firm will provide the Ordinary High Water Mark (OHWM) delineation, all timber piles and waste will be moved off-site, and required forms (Appendices A, B, and C) do not count toward the 30-page submission limit.

The addendum indicates that the Forest Service will provide technical advisory support for permitting, with Ecology leading permit acquisition. No specific contract value is provided, and the optimal time for in-water work is anticipated to be late summer to fall months, subject to permit requirements. The document also revises language related to wage law violations, specifying a date of 3/6/2025 for assessing potential violations. A/E firms are encouraged to continue checking the Washington Electronic Business Solution (WEBS) for any additional addendums, highlighting the dynamic nature of the procurement process.

RESPONSES TO QUESTIONS RECEIVED BY ECOLOGY BY THE APRIL 10

DEADLINE:

Q1: Is the depth of pile known?

A1: No.

Q2: Can you elaborate on the support the Forest Service intends to provide for permitting?

A2: The Forest Service supports this project and has indicated their specialists will be available to provide technical/advisory support to make sure we meet the substantial requirements of potential permits. Ecology will have the lead on obtaining and/or meeting the substantial requirements of applicable permits.

Q3: Is the time period in which the in-water work must be accomplished identified?

A3: Currently, there is not an identified period; however, this could change depending on permit requirements. Given river conditions, we anticipate late summer to fall months optimal for in-water work.

Q4: Will DOE provide OHWM delineation, or shall the A/E firm provide that service?

A4: A/E firm will provide the Ordinary High Water Mark (OHWM) delineation.

Q5: Shall it be assumed the timber piles and all other waste will be moved off-site? Or is a near site repository for some/all of the material of potential?

A5: Yes, these will be moved off site. No near site repository exists.

Q6: Confirm required forms: Appendix A, B and C, featured in the RFQ are required to submit with SOQ, and to be completed by Prime consultant (vs. Both Prime and Sub consultant)

A6: Yes, these forms are required to be submitted with the SOQ, as noted in each appendix. Respondent is to submit these appendices for each sub consultant identified in their SOQ.

Q7: Are the above-mentioned required forms excluded from the 30-page limit?

A7: Correct, these forms do not count toward the 30 page SOQ limit.

Q8: Please confirm resumes can be included as an attachment and will be excluded from the 30-page limit.

A8: Correct, resumes are not included in the 30-page SOQ limit. In accordance with

RFQ section 3.6(1)(v), resumes should be related to pertinent information related to the work

Q9: Is there an anticipated contract value for this contract pertaining to engineering management and construction oversight?

A9: No.
