SECTION 5
PROJECT DESCRIPTIONS
The following projects have been identified as having a need for Topographical and boundary survey services to complete them. Each project is currently at various stages of completion.
Bus Stop Improvement Program:
The Bus Stop Improvement Program has already completed several construction packages. The remaining stops ideally will be completed over the next two to three years.
o Conduct Topographic and boundary surveys at project locations. Topographic and boundary surveys to include:
Tie and relate existing pertinent monumentation.
Resolve rights-of-way and roadway centerline.
Ground tie and relate all above ground features (both man-made and natural), such as overhead wires with poles and anchors; business signs, roadway signs, retaining walls, trees (including DBH), driveways, mailboxes, fences, above-grand utilities structures and irrigation infrastructure, curb, gutter, sidewalk, street signs, striping.
o Ground surface shots to establish base map contours (0.5’ and 1’ contours).
o Schedule, mark and locate limits and collect utility locate markings.
o Establish datum benchmark that relates elevations of hard features, utilities, etc. Datum shall be NAVD 88.
o Topographic and Boundary Survey shall serve as the basis for the design drawings and necessary easement acquisition legal documents. Extents of the surveys are as follows:
Approximately 75” leading up to and 25” beyond the bus stop location (in the di-rection of the adjacent traveled way), or to the face of the curb on the intersecting cross-street, whichever is less.
Survey will typically extend from edge of travel lane to back of the right-of-way, including temporary and permanent easements areas.
South Salem Transit Center The South Salem Transit Center project is early in the most recent site selection process. To complete the project through construction is anticipated to take up to four years. Topographic and Boundary Survey services needed in all stages of the project including:
o Site selection evaluation o Preliminary design o Operational detailed simulation to ensure an accurate mockup of facility design for testing vehicle turning function with in the proposed facility.
o Topographic and Boundary Survey services needed during real estate acquisition pro-cess.
o Topographic and Boundary Survey services needed in all phases of construction and project close-out.
SAMTD Maintenance and Dispatch Facility Security Fence and Gates The SAMTD Maintenance and Dispatch Facility Security Fence and Gates is in the early stage of identifying the needed elements to construct an improved security perimeter around the facility and some designated areas within the campus. The project will likely be constructed in phases, with the highest priority to close off existing gaps in the perimeter fence, and improve automated gate access.
The full project could take up to two to three years to complete all phases.
o Topographic and Boundary Survey services needed for a perimeter and area security fence and automated gates project at the SAMTD Maintenance and Dispatch Center on Del Webb Avenue NE.
New SAMTD Comprehensive District Campus The New SAMTD Comprehensive District Campus is currently in the conceptual stage. The desire is to locate a property that would accommodate all of SAMTD’s operational, maintenance, and administrative space needs onto one campus. This project will likely not initially need Topographic and Boundary Services. However, at the point that the project begins moving forward each of the listed items may be needed for this project. The project is likely to last up to four years with potentially significant gaps between the need for Topographic and boundary survey work to be completed. Timing is heavily dependent on funding.
o Site selection evaluation o Operational detailed simulation to ensure an accurate mockup of facility design for testing vehicle turning function with in the proposed facility.
o Topographic and Boundary Survey services needed during real estate acquisition pro-cess.
o Topographic and Boundary Survey services needed in all phases of construction and project close-out.
East Salem / Chemeketa Community College Transit Center The East Salem / Chemeketa Community College Transit Center is currently in the conceptual phase with the need to work together with staff from Chemeketa Community College to plan a purposely designed transit center on the community college campus. This project is likely to not start for three years and could likely extend beyond the final option year of the proposed contract. Timing is heavily dependent on funding.
o Operational detailed simulation to ensure an accurate mockup of facility design for testing vehicle turning function with in the proposed facility.
o Topographic and Boundary Survey services needed during real estate acquisition pro-cess, or development of an intergovernmental agreement for the use of the area needed for the transit center.
o Topographic and Boundary Survey services needed in all phases of construction and project close-out.
Unanticipated changes that require that the performance time be extended must be documented.
These are unanticipated changes to the work schedule not caused by the Contractor. The Contractor shall request that the task order be formally amended to extend the time. The Contractor shall submit a letter to the SAMTD Project Manager detailing the reasons for the request, documenting the time lost, and asking for the amendment for a time extension.
Ancillary Survey Services During the term of the contract there may be a need for a limited number of projects that will need some level of survey work to support these identified projects moving forward. These could include the following, but are not guaranteed to be needed:
o Interior workspace planning for maximizing use of available office space.
o Consideration of real estate acquisition that may require a repartitioning of the parcel when the full parcel would not be desired for the project.
o Minor site improvements at existing district properties that would require Topographic survey to complete.
o Right-of-way verification for potential improvements along public right-of-way that are not part of the Bus Stop Improvement Program. These could include changing the corner radius at an intersection to allow for bus turns without turning into oncoming traffic.
