STATEMENT OF WORK
Statement of Work (SOW) MCRD PI/ G6/ Telecommunications Department Nortel/ Meridian Switch Extended Service Plan MCRD Parris Island, SC
1.0 INTRODUCTION- The Telecommunications Department, Computer Information Services Department (CISD) G6, Marine Corps Recruit Depot Parris Island (MCRD PI) is looking to purchase an Extended Service Plan (ESP) in support of the four Nortel/Meridian Telecommunication switches aboard MCRD PI. MCRD PI currently has a contract in place to support four (4), Nortel/Meridian switches located within buildings 1050, 670, 700, and 864, along with two (2) remotes, located in buildings 699 and 455. This contract, M00263-18-P0076, expires 28 August 2020. All maintenance conducted on the switches is provided locally by Telephone Department personnel within the G6. Do to fast pace growth in the telecommunications market and technologies the personnel providing local maintenance actions are not trained or equipped to deal with all technical issues that may arise. The ESP must provide remote maintenance and restoration services as well as access to equipment, upgrades, software, and licenses through the Avaya PASS BASIC service contract which is provided by the Original Equipment Manufacturer (OEM) which is Avaya. The ESP will be a base year contract with four (4) option years. MCRD PI will initially purchase the base year ESP for the period of 29 August 2020 to 28 August 2021. The option years will be renewed as necessary. Due to future plans by Base Telecommunications Infrastructure (BTI), a program under C4 along with MCI East G6 to provide funding for an enterprise wide Telephone Switch Upgrade, an ESP solution is projected that will cover the costs for all Base/Post/stations.
1.1 MCRD PI/ G-6 Mission- The focus of the G6 is to "plan, facilitate, and coordinate" Command and Control (C2) information for personnel assigned to MCRD Parris Island and all tenant organizations. Foremost consideration should be the impact upon communication services required to support Recruit Training aboard the Depot. By providing sustained C2 through redundant voice and data capability, our Department's mission will maintain its outstanding level of operational excellence in our current support role in building a better Marine Corps. The G-6 will provide reliable and sustainable information services in a timely and expedient manner that is committed to meeting the needs of all Staff supporting the Commanding General, RTR, and ERR by equipping and supporting each command with quality resources in technology.
1.2 Overview- The effort set forth in this SOW will provide the MCRD PI/ G6/ Telecommunications Department with an ESP supported by an Avaya PASS BASIC service contract for the four (4) telephone switches and two (2) switch remotes currently in use aboard MCRD PI. This ESP will provide the telecommunications department with priority maintenance and restoration services as needed for the in the period of performance. The ESP contract SHALL be coordinated and managed by the G6, Telecommunications Department, MCRD, Parris Island, SC.
1.3 General Requirements- The work shall be prosecuted in such a manner as to cause the least interference with the normal functions of the Government activity. The Contractor SHALL provide a manufacturer trained, technical expert, with a minimum of seven years’ experience in Nortel- Meridian switching platform to act as a lead and to serve as the subject matter expert on this contract.
2.0 OBJECTIVES– G6, Telecommunications Department, MCRD, Parris Island, SC. plans to purchase an ESP with Avaya PASS BASIC service that will provide the services listed throughout this Statement of Work (SOW). The ESP will be written to provide a base year and four (4) optional services years. The ESP base year will be implemented NLT 29 August 2020. The option years will be renewed annually covering the corresponding twelve (12) month period as required by MCRD PI/ G6/ Base Telephone Department.
3.0 BACKGROUND– Four Nortel/ Meridian Telecommunication Switches and two Telephone Switch remotes are currently in use aboard MCRD PI. . All maintenance and restoration services are currently provided by the MCRD PI, G6 telephone department staff. The continuation of an ESP will allow G6, Telecommunications Department, MCRD, Parris Island, SC access to critical equipment, software, patches, upgrades, or licenses provided by Avaya.
3.1 Existing Equipment

4.0 SCOPE – The effort set forth in this Statement of Work (SOW) will provide the Telephone Department, G6 MCRD PI with an extended service plan w/ Avaya PASS BASIC service contract for the four Nortel/ Meridian telecommunication switches and two remotes aboard the Depot. This ESP will provide the MCRD PI, G6, Telephone Department with priority maintenance and restoration services as needed for the periods covered by the ESP contract.
5.0 SITE VISIT- If required, a site visit will be held at a specified date/time to view the existing Telephone Systems. Request for system information and data can be made to Thomas Detwiler (Depot Telecommunications Officer-in-Charge) at thomas.c.detwiler@usmc.mil or (843) 228-3811. Attendance to the site visit is not mandatory, but is suggested. The site visit will offer the opportunity to entertain questions from the technical personnel who maintain and operate the telecommunication switches aboard MCRD PI. Contractors who choose not to attend will still have their quotes equally considered.
6.0 PERFORMANCE REQUIREMENTS – The Contractor SHALL provide all of the necessary labor, materials, test equipment, tools and safety devices to perform the tasks listed in this SOW in accordance to all applicable standards. As part of the Performance requirements in this SOW, the following will also be required as applicable:
(a.) Project Management, Scheduling (b.) Permits, Licenses, Inspection scheduling and Fees.
(c.) All Cable routing activities (d.) Periodic field observation reports (e.) Inspections and testing (f.) Final acceptance and work closeout (g.) Warranty for hardware and systems as provided (h.) Safety (i.) Types and locations of hazardous materials (j.) Deliverables (As-build drawings, network diagrams, test reports, schedules, project support agreements, etc.)
(k.) Integrated Product Team (IPT) weekly conference call updates (l.) Coordination with other Contractors on work site
6.0.1 Maintenance and Support- The Contractor SHALL provide MCRD PI, G6, Base Telephone Department with a contact number to place trouble tickets under the Support and Maintenance Agreement.
6.1 ESP Requirements- The Extended Service Plan with remote maintenance and restorations services will provide access to critical equipment and upgrades through Avaya PASS BASIC service contracts with the company providing the ESP. The ESP will be a base year contract with four option years to follow.
6.1.1- The ESP will provide 24x7x365 remote TAS/ETAS support to include the following:
- Unlimited remote maintenance and diagnostics (as approved by MCRD PI, G6)
- Remote testing and diagnostic fault isolation
- System restoration from provider helpdesk facilities and from Avaya Global Technical Assistance Center (GTAC) as needed. Service support from Avaya is included via PASS BASIC contracts between the ESP provider and Avaya, who is the OEM.
- Patch Administration deemed critical by OEM
- Priority restoration services for emergencies. Emergency is defined as a critical system service outage which significantly impacts the daily operations aboard MCRD PI.
- Final determination of emergency status rests with the customer.
- The ESP provider will recommend corrective actions required to restore stable operations as needed.
6.1.2- Repair and Replacement (R&R) of CS1000/M1 hardware. Turnaround time for R&R service will not exceed 20 business days. During emergency situations, necessary replacements must be shipped within 24 hours. ESP coverage will include all CS1000/M1 equipment and Option 11 equipment, rectifiers, voice mail components, attendant consoles, and digital business telephone instruments identified in the polling reports/site survey.
6.1.2.1- Repair and Replacement (R&R) of CS1000/M1 hardware, to include the following;
1. Core Processor Card 7. Disk Drives
2. CMDU 8. Tape Drives
3. Network Card
4. Controller Card
5. Power Supply Unit
6. Ringing Generator
6.2- On-Site Preventative Maintenance/ Technical Training- The Contractor SHALL provide sixteen (16), hours of on-site Preventative Maintenance/ Technical Training during the life of the existing Contract. The training will be scheduled at mutually agreed upon dates.
7.0 DELIVERY
7.1 Reporting and Approval of Timeline- Contractor shall provide time line and work schedule to the MCRD PI, G6 Telecommunications Department for approval of all work to be performed under this SOW.
8.0 GOVERNMENT FURNISHED PROPERY (GFP) –All equipment and tools SHALL be provided by the Contractor.
9.0 SECURITY CONSIDERATIONS –Classified Work SHALL not be performed under this SOW. A complete list of Contract personnel that will perform work under this SOW SHALL be provided to the MCRD PI, G6 Telecommunications Department for routing to appropriate Government entities.
10.0 TRAVEL – The Contractor will provide their own vehicles and equipment for travel on and off of MCRD Parris Island.
11.0 SPECIAL MATERIAL REQUIREMENTS AND CONDISERATIONS- N/A
12.0 OTHER REQUIREMENTS AND CONSIDERATIONS
12.1 Government and personal articles in workspace areas- Removal of personal and command items, such as plaques, pictures, tool, equipment etc., from walls and desks is imperative to their safeguarding, and SHALL be the responsibility of the Government. While taking reasonable precautions against damage to these items, the Contractor SHALL NOT be responsible for damage to any items, personal or government, not removed from work areas.
12.2 The government is responsible to specify a work and staging area at the location that is convenient to the installation area. This area SHALL be used for the staging of tools and equipment.
12.3 The Contractor SHALL observe all OSHA and MCRD Parris Island workplace safety regulations.
12.4 The Contractor SHALL conduct daily clean-ups of installation and work areas.
12.5 The Contractor SHALL provide specific timeline for project completion.

15.0 QUALITY ASSURANCE- The Contractor SHALL ensure that quality service is maintained throughout the execution of the SOW and all methods for improving the overall quality of the product and installation is employed. Visually inspecting the installation and final acceptance of the system shall be conducted by the MCRD PI/G6 Telecommunications Office/ COR. The MCRD PI/G6 Telecommunications Office / COR SHALL be notified prior to the start of any work.
16.0 OPERATING CONSTRAINTS – No special operating constraints are expected on this project.

18.0 PERIOD OF PERFORMANCE – The contract will be comprised of one (1), Base year (28 August 2020- 27 August 2021), and four (4), Option years that will be renewed annually covering the same twelve (12) month period as required by MCRD PI/G6/ Base Telephone.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (DEC 2018)
(a) Definitions. As used in this clause—
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:
(1) Document type. The Contractor shall submit payment requests using the following document type(s):
(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.
(ii) For fixed price line items—
(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within (1) day of the active period of performance.
52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within (1) day of the end of the active period of performance; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least (30) days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 months.
52.222-42 STATEMENT OF EQUIVALENT RATES FOR FEDERAL HIRES (MAY 2014)
In compliance with the Service Contract Labor Standards statute and the regulations of the Secretary of Labor (29 CFR part 4), this clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 U.S.C. 5341 or 5332.

52.237-3 CONTINUITY OF SERVICES (JAN 1991)
(a) The Contractor recognizes that the services under this contract are vital to the Government and must be continued without interruption and that, upon contract expiration, a successor, either the Government or another contractor, may continue them. The Contractor agrees to (1) furnish phase-in training and (2) exercise its best efforts and cooperation to effect an orderly and efficient transition to a successor.
(b) The Contractor shall, upon the Contracting Officer's written notice, (1) furnish phase-in, phase-out services for up to 90 days after this contract expires and (2) negotiate in good faith a plan with a successor to determine the nature and extent of phase-in, phase-out services required. The plan shall specify a training program and a date for transferring responsibilities for each division of work described in the plan, and shall be subject to the Contracting Officer's approval. The Contractor shall provide sufficient experienced personnel during the phase-in, phase-out period to ensure that the services called for by this contract are maintained at the required level of proficiency.
(c) The Contractor shall allow as many personnel as practicable to remain on the job to help the successor maintain the continuity and consistency of the services required by this contract. The Contractor also shall disclose necessary personnel records and allow the successor to conduct onsite interviews with these employees. If selected employees are agreeable to the change, the Contractor shall release them at a mutually agreeable date and negotiate transfer of their earned fringe benefits to the successor.
(d) The Contractor shall be reimbursed for all reasonable phase-in, phase-out costs (i.e., costs incurred within the agreed period after contract expiration that result from phase-in, phase-out operations) and a fee (profit) not to exceed a pro rata portion of the fee (profit) under this contract.
