About this file

This is a Request for Qualifications (RFQ) issued by the Hermansville Housing Commission (HHC) in Michigan for Phase 1 of a two-phase design-build procurement to replace potable water infrastructure and remediate lead contamination at the 24-unit Golden Shores multi-family facility. The project, funded by a HUD Emergency Capital Grant (No. MI33E19250126), requires comprehensive Design-Build Teams comprising a licensed General Contractor and licensed Architectural & Engineering firm to execute emergency potable water infrastructure replacement, including surgical extraction of legacy lead-soldered copper joints and replacement with commercial-grade PEX-A distribution systems. Phase 1 submissions are due by December 1, 2026, at 2:00 PM CT, with the highest-ranked teams (three to five firms maximum) advancing to Phase 2 for detailed proposal submission. Submissions must be delivered either electronically via the State of Michigan SIGMA Vendor Self-Service portal or physically to the HHC administrative office. The project operates under an accelerated design-build delivery method due to strict 12-month federal obligation deadlines established by HUD.

Phase 1 evaluation criteria are weighted as follows: Specialized Experience (30 points), Past Performance (30 points), Capacity to Meet Emergency Timelines (25 points), and Key Personnel Qualifications (15 points). Submissions must include executed federal forms (HUD Form 5369-C, HUD Form 2992, and Standard Form LLL), corporate resumes using Standard Form 330, key personnel resumes, and minimum three professional references for similar public housing or public works projects. Critical compliance requirements prohibit inclusion of any fee estimates, rate sheets, or cost proposals in Phase 1 submissions, with immediate disqualification as the penalty for non-compliance. Evaluation prioritizes demonstrated cohesive team experience on multi-family plumbing retrofits, occupied facility renovations, hazardous abatement projects, and federally funded work with Davis-Bacon prevailing wage compliance. The funding source is a HUD Emergency Capital Grant, with no pricing information disclosed in Phase 1. The Hermansville Housing Commission actively encourages submissions from Minority-Owned Business Enterprises (MBE), Women-Owned Business Enterprises (WBE), and Section 3 eligible businesses.
