About this file

This Addendum No. 1, dated October 27, 2026, modifies the Request for Qualifications (RFQ) #2026-GS-DB-01 for Phase 1 Design-Build Services issued by the Hermansville Housing Commission in Michigan for the Golden Shores Emergency Potable Water Infrastructure Replacement & Lead Remediation project. The project is funded by a $962,000 HUD emergency grant allocation. The Phase 1 submission is a qualifications-based selection process with a deadline of Tuesday, December 1, 2026, at 2:00 PM CT. No site visits or walk-throughs will be conducted during Phase 1; however, shortlisted firms advancing to Phase 2 will be required to attend a mandatory site visit. Bidders must acknowledge receipt of this Addendum in their submission package or risk disqualification. Design-Build teams may be structured as joint ventures or with a General Contractor as Prime and an A&E firm as subcontractor; all team members, roles, and qualifications must be clearly identified in Phase 1 submissions.

The Hermansville Housing Commission's Independent Cost Estimate and detailed line-item cost breakdowns remain confidential to preserve competitive integrity for Phase 2. Phase 1 submissions must not include any pricing, fee schedules, or cost proposals; inclusion of pricing may result in immediate disqualification. Cost proposals will only be requested from shortlisted teams during Phase 2. Union affiliation is not required in compliance with 2 CFR 200.319 mandating open and free competition; however, all contractors and subcontractors must adhere to Davis-Bacon prevailing wage decision rates for Menominee County and submit certified weekly payrolls during Phase 2 construction.

ADDENDUM NO. 1

Date: October 27, 2026 Project: Golden Shores Emergency Potable Water Infrastructure Replacement & Lead Remediation Solicitation: RFQ #2026-GS-DB-01 Phase 1 Design-Build Services

This Addendum forms a part of the Contract Documents and modifies the original Request for Qualifications (RFQ) issued on October 26, 2026. Acknowledge receipt of this Addendum in your submission package. Failure to do so may subject the offeror to disqualification.

QUESTIONS AND ANSWERS

Q1: What is the estimated cost or budget for this project?

A1: The overall project is funded by a $962,000 HUD emergency grant allocation. Please note that the Hermansville Housing Commission's internal Independent Cost Estimate (ICE) and detailed line-item cost breakdowns remain confidential to preserve the integrity of the Phase 2 competitive pricing process and will not be released.

Q2: Does the Hermansville Housing Commission require union bids for this project?

A2: No. In strict compliance with 2 CFR § 200.319 mandating open and free competition, union affiliation is not required.

Both union and open-shop (non-union) contractors are encouraged to submit qualifications. However, all contractors and subcontractors will be legally required to adhere to the Davis-Bacon prevailing wage decision rates for Menominee County and submit certified weekly payrolls during the Phase 2 construction phase.

Q3: Are we required to submit a fee schedule, hourly rates, or a cost proposal with our Phase 1 submission?

A3: No. Phase 1 is strictly a qualifications-based selection process. Do not include any pricing, fee schedules, or cost data in your Phase 1 submission. Cost proposals will only be requested from the shortlisted teams during Phase 2. Inclusion of pricing in Phase 1 may result in immediate disqualification.

Q4: Can a General Contractor act as the Prime and subcontract the Architectural/Engineering (A&E) services, or must we form a formal Joint Venture?

A4: The Hermansville Housing Commission does not dictate the legal structure of the Design-Build team. You may submit as a Joint Venture, or a General Contractor may serve as the Prime with an A&E firm as a subcontractor (or vice versa).

However, the Phase 1 submission must clearly identify all team members, their roles, and provide qualifications for both the construction and design entities.

Q5: Will there be a pre-submission site visit or walk-through of the Golden Shores facility during Phase 1?

A5: No site visits or walk-throughs will be conducted during Phase 1. The shortlisted firms invited to participate in Phase 2 will be required to attend a mandatory site visit to facilitate accurate design and cost proposals.
