About this file

This is a Request for Quote (RFQ) issued by the United States Air Force for 1 Gigabit symmetrical internet services at Dyess Air Force Base, Texas. The RFQ number is FA466126Q0112, issued on September 24, 2026, by the 7th Contracting Squadron (7 CONS/PKB), with contracting officer SrA Spikes, Way. The procurement is set aside for small businesses with a 1,500-employee size standard and falls under NAICS code 517111 (Wired Telecommunications Carriers).

Offerors must submit signed and dated quotes by September 28, 2026, at 12:00 CDT to cade.watson@us.af.mil and way.spikes@us.af.mil. The Government intends to award a firm-fixed-price contract. Quotes will be evaluated on three factors: technical acceptability (pass/fail basis), proposed delivery schedule, and price. The contractor must provide a detailed technical approach addressing hardware provisioning and demarcation at Building 7320, network configuration with public static IPv4 allocation, RFC 2544 performance testing procedures (minimum 1 Gbps speed, less than 0.1% packet loss, and latency verification), and service level agreements with equipment warranty terms. The contractor must explicitly confirm capability to meet the October 8, 2026 operational deadline and state their activation lead time. Pricing should include three line items: equipment, connection charge, and monthly service. The Government applies NET 30 payment terms unless alternative terms are proposed. The performance period begins October 8, 2026. Three attachments are included: FAR Provisions and Clauses, Performance Work Statement, and Wage Determination.

EVALUATION OF OFFERS:

The evaluation for this acquisition will be made to the offeror whose proposal represents the best value to the government. Best value means the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement. The Government reserves the right to award to other than the lowest-priced offeror if a quicker delivery schedule is proposed and is determined to represent a significant operational advantage to the Government that warrants the additional cost. Quotes will be evaluated based on the following three (3) evaluation factors:

Technical Acceptability - Quotes will be evaluated on a Pass/Fail (Acceptable/Unacceptable) basis. To be rated as "Technically

Acceptable," the offeror’s proposal must provide adequate descriptive literature and technical documentation to prove that the proposed services meet or exceed every requirement outlined in the PWS. General statements of compliance without supporting technical data are unacceptable.

Proposed Delivery Schedule - Offerors must clearly state their guaranteed delivery date.

Price - The Government will evaluate the total proposed price for completeness, accuracy, and overall price fairness and reasonableness.
