All installed components must comply with Defense Information Systems Agency (DISA), Air Force, and commercial telecommunications standards (TIA/EIA). The service must be maintained and guaranteed for a minimum of one month from the formal acceptance date. The contractor shall conduct comprehensive RFC 2544 network performance testing to demonstrate symmetrical throughput of at least 1 Gbps, packet loss of less than 0.1%, and latency and jitter within standard Service Level Agreement guidelines. Test results must be documented and delivered to the Government Point of Contact for formal review and acceptance.
The Government will provide access to communications rooms, facilities, and pathways at Building 7320, furnish an operational fiber line for the contractor's equipment, supply escort services within secure areas, and provide available electrical power and rack space in designated telecommunications rooms. The contractor is responsible for obtaining all necessary base passes and security clearances for personnel and vehicles, maintaining an accurate personnel roster, and ensuring all assigned staff possess current professional credentials and technical certifications at the contractor's expense. The contractor must comply with all installation security procedures, traffic regulations, federal holidays observance (Monday-Friday, 0800-1600 local time), environmental statutes, OSHA safety requirements, and occupational health standards. The contractor shall submit a comprehensive Safety and Health Plan prior to contract award for acceptance by the Installation Safety Office, furnish all required personal protective equipment, and immediately report all incidents involving personnel injury or property damage. The contractor is strictly prohibited from possessing weapons or firearms on the installation, employing current Government employees or DoD civilians in violation of Air Force Instruction 64-106, and duplicating Government-issued keys. 1. Description of Services
1.1 Scope
This Performance Work Statement (PWS) defines the requirements for the Contractor to
Engineer, Furnish, Install, and Test (EFI&T) an enterprise-grade 1 Gigabit per second (1 Gbps) symmetrical internet connection (guaranteed 1 Gbps upload and 1 Gbps download throughput) to
Building 7320 at Dyess AFB, Texas. The Contractor shall provide this service for a minimum of one (1) month.
The Contractor shall provide all personnel, management, supervision, tools, equipment, materials, supplies, transportation, and incidental engineering necessary to fulfill the requirements specified herein. The Contractor must ensure that a minimum of a single public IP address is available and configured at Building 7320.
The Contractor shall provide and install all networking equipment necessary to deliver the required speeds and allow the customer to hook up a Government-provided fiber line to support other buildings with the necessary 1 Gbps speeds. The Contractor must permit and facilitate the customer plugging in this fiber line directly into the handoff interface. All installed electronic components, hardware, cabling, and ancillary supplies provided by the Contractor may be commercially standard new, reconditioned, or previously used equipment (acceptable if using existing provider equipment), provided it is fully operational, reliable, and capable of supporting all performance specifications herein. The entire service installation must be completed and fully operational by October 8, 2026.
1.2 Objective
The primary objective of this acquisition is to secure a highly reliable, dedicated, low-latency, and high-speed internet service to support mission-critical operations at Dyess AFB. The connection must deliver a consistent 1 Gbps throughput in both directions (symmetrical) with high uptime availability and provide a minimum consistent speed of 1 Gbps at Building 7320.
