WATER BYPASS AND DRAINAGE FOR MANOR HOUSE
Facility Management
U.S. Embassy
LISBON, PORTUGAL
STATEMENT OF WORK Page 4 of 59
The U.S. Embassy in Lisbon makes public its intention to hire a specialized and certified company to perform the necessary work to have the implementation of the water bypass and drainage for Manor House according to this Scope of Work. The US Embassy Campus is located at Forças Armadas 1600, in Lisbon. All site visits shall be requested through the Embassy’s Facility Manager [FM], Contracting Officer Representative [COR], or Procurement office.
Work shall be completed as expeditiously as possible. Contractor shall coordinate with Contracting Officer Representative for work phasing and job sequencing with work commencing and completing in each part in a sequential manner. Contractor must submit a construction schedule for review and approval by COR prior to commencement of work at the site.
1- Summary of Existing Deficiencies and Project Goals
- Deficiency: Temporary Water Bypass
The U.S. Embassy in Lisbon has a unique water reservoir responsible to provide potable water for the fire sprinkler system and water potable system. The water potable system is responsible to provide water for all Compound’s buildings respecting the following diagram:
The current distribution system doesn’t have an option or bypass from the city water source to the buildings, and in case of water reservoir maintenance or failure of the water treatment system, the Compound site will not have potable water in any area, due this reason, it was implemented a temporary water bypass as the following pictures shows:
STATEMENT OF WORK Page 5 of 59
- Project Goals
The goal of this project is to have a specialized and certified Company capable to perform the definitive installation of the water bypass following the current standards and the requirements of this Scope of Work.
2- Service Summary
The Water bypass and drainage for Manor House project is divided in 3 phases: phase 1- Kickoff meeting and walkthrough, phase 2 – Work field performance, phase 3 - Final Report containing the final results and the performed work.
2.1 Kickoff Meeting – Phase 1
- Kickoff Meeting - FAC / Contractor
Preparation for the Water bypass and drainage for Manor House project, including discussions regarding specific efforts, review of the existing documentation and prospective schedule for field activities on site according to this SOW.
STATEMENT OF WORK Page 6 of 59
- Walkthrough at Compound
A survey on the existing onsite conditions has already been done internally, and the small strip of dirt between the pavers and the wall (Picture 1), cannot be used to bury the water bypass pipe. There are already too many layers of conduits in that area, (e.g., electricity, telecommunication and drainage). The best solution is therefore removing the pavers and bury the pipe underneath. Moreover, some electrical conduits (identified by the red plastic signaling mesh) are just about 22cm (8.6”) below ground (Picture 2)
Survey:

STATEMENT OF WORK Page 7 of 59
Best route for the water pipe in red.

Substantial completion means that the property may be occupied or used for the purpose for which it is intended, and only minor items such as touch-up, adjustments, and minor replacements or installations remain to be completed or corrected which:

The certificate will be accompanied by a Schedule of Defects listing items of work remaining to be performed, completed, or corrected before final completion and acceptance. Failure of the Contracting Officer to list any item of work shall not relieve the Contractor of responsibility for complying with the terms of the contract. The Government's possession or use upon substantial completion shall not be deemed an acceptance of any work under the contract.
D.2 FINAL COMPLETION AND ACCEPTANCE
D.2.1 "Final completion and acceptance" means the stage in the progress of the work as determined by the Contracting Officer and confirmed in writing to the Contractor, at which all work required under the contract has been completed in a satisfactory manner, subject to the discovery of defects after final completion, and except for items specifically excluded in the notice of final acceptance.

Final inspection and tests will be started not later than the date specified in the notice unless the Contracting Officer determines that the work is not ready for final inspection and so informs the Contractor.
D.2.4 FINAL ACCEPTANCE. If the Contracting Officer is satisfied that the work under the contract is complete (with the exception of continuing obligations), the Contracting Officer shall issue to the Contractor a notice of final acceptance and make final payment upon:
• Satisfactory completion of all required tests,
• A final inspection that all items by the Contracting Officer listed in the Schedule of Defects have been completed or corrected and that the work is finally complete (subject to the discovery of defects after final completion), and
• Submittal by the Contractor of all documents and other items required upon completion of the work, including a final request for payment (Request for Final Acceptance).

The Contractor’s notice shall state the effect, if any, of such change or other conditions upon the approved schedule, and shall state in what respects, if any, the relevant schedule, or the completion date should be revised. The Contractor shall give such notice promptly, not more than three (3) days after the first event giving rise to the delay or prospective delay. Only the Contracting Officer may revise the approved time schedule.

(b) It is possible that the Contracting Officer may elect to issue the Notice to Proceed before receipt and acceptance of any bonds or evidence of insurance.
