This is a Request for Quotations (RFQ) issued by the U.S. Embassy Nepal for the fabrication and installation of two shade structures (sheds) at the Sally Port Common Access Control (CAC) gates at the Phora Compound in Kathmandu, Nepal. The RFQ number is 19NP4026Q0039, with quotations due by September 8, 2026, at 1200 hours Kathmandu local time. The Government intends to award a firm fixed-price contract to the lowest-priced, technically acceptable offeror. A mandatory site visit is scheduled for August 17, 2026, at 1000 hours at the Phora Durbar, Kathmandu. Offerors must submit quotations electronically to KTMContracts@state.gov in MS-Word, MS-Excel, or Adobe Acrobat format (maximum 20MB file size), along with completed SF-1449 forms, pricing information, representations and certifications, and proof of System for Award Management (SAM) registration.

The scope of work encompasses comprehensive design-build services for metallic shade cover structures at two Sally Port CAC gate locations, with all design, fabrication, materials, labor, equipment, tools, transportation, field supervision, and incidentals to be provided by the contractor at no additional cost to the Government. The project follows strict milestone timelines: Milestone 1 requires completion of fabrication activities within one month of receiving written design approval from the Contracting Officer's Representative (COR), and Milestone 2 requires all on-site installation, structural work, painting, and final handover within 15 days. The contractor must comply with extensive safety requirements including OSHA standards (29 CFR 1926), U.S. Army Corps of Engineers safety manual (EM 385-1-1), hot work permits, fall protection protocols, and activity hazard analyses. Additional requirements include obtaining formal security clearance for site access 48 hours in advance, maintaining a one-year comprehensive warranty covering all structural materials and craftsmanship, and ensuring performance standards limiting customer complaints to no more than one per month. Offerors must demonstrate established business operations in Nepal, provide three years of relevant past performance references, submit required licenses and permits, include Defense Base Act insurance costs in pricing, and maintain SAM registration with active UEI numbers at time of quotation submission and award.

DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

STATEMENT OF WORK (SOW)

Project Title: Design, Fabrication, and Installation of Sally Port Shade Structures Location: Phora Compound – Sally Port Common Access Control (CAC) Gates (2 Sites), Kathmandu, Nepal Prepared For: Regional Security Office (RSO), Kathmandu, Nepal Date: July 31, 2026

1. PROJECT OVERVIEW

The U.S. Embassy General Services Office (GSO), on behalf of the Local Guard Force (LGF), requires a qualified contractor to provide turnkey design and build services for metallic shade cover structures at two (2) Sally Port CAC gate locations within the Phora Compound. The objective from a Facility Management perspective is to introduce assets that are highly durable, weather-resistant, and low-maintenance, improving working conditions for security personnel without introducing operational vulnerabilities or compromising structural safety.

2. CONTRACTOR RESPONSIBILITY & COST COVERAGE

This is a comprehensive design-build project. The contractor is solely responsible for ensuring that all costs related to the design and build phases—including all labor, materials, equipment, tools, transportation, field supervision, and incidentals—shall be fully covered and borne by the contractor.

3. PROJECT TIMELINE & STRICT TRACKING MILESTONES

To ensure seamless asset integration and site coordination, the project schedule is tightly controlled through consecutive milestone tracking deadlines.

3.1 Milestone 1: Fabrication Track (1 Month)

• Execution Window: 1 Months

• Requirements: Upon receiving written design approval from the COR, the contractor shall procure all primary structural steel or aluminum framing, roofing materials, and industrial components. Off-site steel preparation, component shaping, and primary raw material processing must be fully completed within this one-month window to minimize heavy material staging inside the compound.

3.2 Milestone 2: Installation & Finishing Track (15 Days)

• Execution Window: 15 days

• Requirements: All processed materials must be mobilized to the Phora Compound. The contractor has a strict 15-day window to complete all on-site foundations, structural welding, anchoring, assembly, multi-coat painting, site cleanup, and final handover. Final COR walkthrough, asset acceptance, and project sign-off must occur on or before Day 53.

4. DETAILED SAFETY & WORK PERMIT REQUIREMENTS

The contractor shall maintain a safe worksite at all times. From a Facility Management perspective, safety compliance is strict; any non-compliance or unpermitted hazardous operation will result in an immediate work stoppage to protect compound personnel and facility assets.

4.1 Framework and Safety Compliance

• The contractor must execute all construction, risk management, and hazard mitigation protocols in absolute accordance with the American Engineer Corps standards and OSHA standards. All design choices and structural execution methodologies must respect the ethical and physical safety benchmarks dictated by the American engineer code of conducts.

• Hot Work Permit Requirement: The contractor is strictly required to obtain a formally approved Hot Work Permit 24 hours prior to the start of any spark- or flame-producing activities, including structural welding, torch cutting, or grinding. No hot work will be permitted on-site without an active, validated permit verified by Facility Management.

4.2 OSHA Construction Safety Standards (29 CFR 1926)

The contractor must fully comply with the following OSHA standards:

• 29 CFR 1926.20: General Safety & Health Provisions.

• 29 CFR 1926.28: Personal Protective Equipment (PPE).

• 29 CFR 1926.100: Head Protection – Hard hats are required at all times.

• 29 CFR 1926.102: Eye and Face Protection.

• 29 CFR 1926.416: Electrical Safety.

• 29 CFR 1926.451: Scaffolding safety measures (if applicable).

• 29 CFR 1926.502 & 503: Fall Protection Systems and Fall Protection Training.

• 29 CFR 1926.651: Excavation & Trenching Safety.

• 29 CFR 1926.64: Hazardous Materials – Paint & Chemical Handling.

4.3 U.S. Army Corps of Engineers (USACE) – EM 385-1-1

Compliance with the USACE Safety and Health Requirements Manual is required, specifically including:

• Specific Safety and Work Plan: Must be submitted and approved by the Post Occupational

Safety and Health Officer (POSHO) prior to mobilization. Submit Safety and Work Plan after contract is awarded but before site mobilization. Work can only start after POSHO/POSHO- Assistant approves this Plan. This Plan must include work methodology/plan/procedure, list of tools, equipment and PPE, safety plan, work schedule, drawings, emergency contact numbers and Activity Hazard Analysis (AHA)

• Activity Hazard Analysis (AHA) or Job Hazard Analysis (JHA):: Must be submitted for each major phase of work, elevated or high-risk work, hot work, prior to commencement. Daily Safety Briefings: Must be conducted for all on-site personnel each workday.

• Site Safety Officer (SSO): A designated SSO must be present on-site during all active work phases. SSO can be the contractor’s site supervisor.

4.4 Personal Protective Equipment (PPE) & General Safety

• The Contractor shall be responsible for conducting the work in a manner that ensures the safety of its employees and USG employees/personnel at the project site during the entire project.

• The Contractor shall be responsible for any mishaps, injuries or accidents which occur during the project. Any mishaps and near misses involving the contractor’s employees must be reported to the COR, the POSHO and APOSHO at the earliest on the same day.

• Based on hazard assessments, the Contractor must provide or afford each affected employee Personal Protective Equipment (PPE) that will protect the employee from hazards. At a minimum PPE should consist of safety glasses and/or goggles for eye protection, hard hats for head protection, appropriate gloves, and closed-toe shoes. Closed shoes with steel toe are mandatory for employees using power actuated tools (e.g., a jack hammer, pick for excavation, axe for cutting trees, and for work that requires lifting heavy materials, etc.).

Sandals or athletic shoes are not acceptable. PPE such as gloves, dust masks, earplugs, hard hats, safety shoes, high-visibility safety vest, and coveralls and face shields are recommended for contracted personnel. These items must be provided at the Contractor’s expense. All contractor personnel shall wear PPEs as identified in the Safety Plan, and/or deemed necessary by the COR, FM/POSHO or A-POSHO.

• Workers may use discretion if they feel unsafe in using the equipment.

• The Contractor must not create an unsafe or hostile work environment for its personnel.

• Work Area Demarcation: Areas must be clearly demarcated with safety barriers, cones, and signage to prevent unauthorized access.

• Working at Heights: Any worker at an elevated and unprotected location above 1.8 meters (6 feet), with the exception of a portable ladder or balcony with railings, must be provided and utilize a safety harness with lanyard. These items must be in good condition and free from cuts and damages.

• Scaffoldings should be provided by Contractors for working at heights where ladder use is unsafe. Full body fall harness with lanyard should also be used by the Contractor. Bamboo scaffolding is not allowed to be used at USG properties and leased residences. The

Contractor will use only COR and/or POSHO/APOSHO approved metal scaffoldings with platforms and bracing.

• Welders must have proper PPE: welding goggles/mask, leather gloves, apron or welding jacket that is fire rated. Fire Watch with dedicated fire extinguisher should be on the vicinity of work site. Fire curtain should be used not to expose welding sparks to others. Contractor must obtain Embassy’s Hot Work Permit (see attachment) daily before commencing any hot work (cutting, grinding, welding). Hot work equipment must be in good condition. Fire safe materials will be placed under any welding or hot work to protect the surface under the work and prevent ignition of surfaces.

• Safe Electrical Work Practices: The Contractor must follow safe electrical work practices to prevent electric shock, arc flash, or other injuries resulting from either direct or indirect contact with electrical circuits or equipment which are or may be energized.

• Work de-energized. Use Lock-Out/Tag-Out (LO/TO) while working on energized equipment/circuit. Inform all other affected personnel.

• All electrical equipment such as drilling machines, welding machines, portable grinders, power strips, and electrical extension cords must be in good working condition, properly grounded, and be free from any cuts/defects on/in the insulation cover. Three pin plugs shall be used instead of live wires when plugging into any power outlets.

• Correctly connect electrical wires with the wire caps (also known as wire nuts) and do not use only electrical tape to make electrical bonds.

• Use 10mA Ground Fault Circuit Breakers (GFCIs) on power outlets/extension cable drums while working outdoors or in wet areas.

• Use wooden or fiber ladders instead of metal ladders while working on electrical circuits.

• Respiratory Protection: Approved respirator mask (half face/full face) shall be used while performing work that produces toxic organic vapors. For example: epoxy or spray-painting work, using adhesives, using coil cleaners, using Hydrochloric acid (HCl) for cleaning, etc.

The Contractor must provide respirator(s) with the correct type of cartridge to every employee (respirator should not be shared between employees); and masks/ respirators must pass the fit test for workers using them. The room/area where vaporous work is being conducted shall be well ventilated to prevent excess and prolonged exposure to vapors. Dust masks are not an acceptable replacement for respirators.

• Chemicals and paint: The Contract shall submit Safety Data Sheets (SDSs) of any/all chemicals and paints to be used in this project. Proper PPE should be selected and used as required by the SDS.

• Housekeeping: The Contractor shall keep the site clean and organized on a daily basis to prevent slip, trip, and fall hazards.

• Emergency Equipment: A fully stocked first aid kit and a fire extinguisher must be maintained on-site at all times.

• Work may be stopped at any time by any US Embassy employee for unsafe work practices.

• The COR, GTM, SME, POSHO or APOSHO can stop work at any time if unsafe working conditions are observed or encountered. The Embassy Monitor (Escort) can also temporarily stop work for any unsafe action while one of the above responds to the worksite to examine the situation and make a final determination as to the safety of contracted personnel.

• The Contractor’s and its employees shall attend mandatory safety briefings and training provided by the US Embassy Safety team before the start of, or any phase thereof, the project.

• The Contactor must have a competent person on-site for inspection of equipment, training workers in the safe use of equipment and the recognition of hazards related to their use, supervision, and identifying and correcting unsafe work practices for high hazard work.

5. SITE CONSTRAINTS & SECURITY PROTOCOLS

The Phora Compound Sally Port gates are active, high-security common access control points.

The contractor must strictly adhere to all Regional Security Office (RSO) and Facility Management security parameters:

• Access Requests: Full access clearance requests for all working professionals, field laborers, and project vehicles must be submitted and granted 48 hours prior to the scheduled start of any on-site work.

• Identification Requirements: All personnel must physically bring and present a hard copy of their valid, government-issued identification (e.g., National ID, Passport, or Citizenship Certificate) at the gate to gain entry to the compound. Digital copies or photocopies will not be accepted.

• Unobstructed Operations: Structural fabrication and installation methodologies must be carefully engineered so they never block, restrict, or compromise the flow of personnel or vehicles through the gates. Total operational coordination with the COR and the LGF Team Lead is required daily.

6. WARRANTY & ACCEPTANCE

• Facility Inspection: Work will be deemed acceptable once the structures are physically verified as sound, paint finishes are smooth and defect-free, and as-built drawings are delivered.

• Warranty: The contractor shall provide a comprehensive one (1) year warranty covering all structural materials, fabrication craftsmanship, and paint finishes from the date of final signature acceptance. Any failures during this period must be fixed at no extra cost to the Government.
