Title: First Responders, First Voices – U.S.–Nepal Crisis Tech & Media Expo
Overview
The Public Affairs Section (PAS) of U.S. Embassy Nepal seeks a qualified vendor to design, manage, and execute the First Responders, First Voices: Crisis Tech & Media Expo — a national expo and bootcamp in Nepal showcasing American emergency communications technologies while strengthening Nepal's media, disaster response, and crisis communication capabilities.
This initiative will bring together journalists, content creators, technology companies, and disaster response professionals for hands-on demonstrations, technical training, and cross-sector networking. A commercial exhibition featuring American emergency preparedness technologies will serve as a centerpiece of the event, fostering business partnerships and encouraging adoption of U.S. technology solutions across Nepal's disaster management and media ecosystems.
This effort advances U.S. economic and technological leadership by expanding market access for American companies in Nepal's emergency preparedness and crisis communications sectors, while reinforcing the United States as the partner of choice for resilience-driven innovation.
Scope of Work
The selected vendor shall oversee all program design, coordination, execution, and reporting for the following components:
1. Promotion, Marketing, Registration, and Audience Management
• Develop and implement targeted digital media outreach, promotional campaigns, and marketing strategy across digital and traditional platforms, to attract high-potential participants, including journalists, digital content creators, emergency management professionals, government officials, and technology sector representatives.
• Recruit and register approximately 150–200 participants for the conference, with representation from a range of key stakeholder groups. This should include approximately 30 journalists from national, provincial, and local media outlets; 30 digital content creators and social media influencers; and 100–150 participants from emergency management agencies, first responder organizations, government institutions, the technology sector, research organizations, and academic institutions.
• Manage participant registration using secure, user-friendly digital systems with real-time tracking and data analytics.

• Deploy high-tech audience management tools, including:
o QR-based check-in systems o Real-time attendance tracking o Audience engagement tools such as live polling and interactive feedback platforms
• Provide post-event participant data and analytics to measure engagement, reach, and commercial potential linked to U.S. emergency technology platforms.
2. Program Design and Execution
• Design and deliver a structured one-day national expo and one-day workshop hosted in Kathmandu, incorporating plenary sessions, live technical demonstrations, guided demo tracks, simulations, hands-on training, and networking opportunities.
The activities shall be held at a location approved by the U.S. Embassy.
• Design bootcamp and workshop sessions focused on:
o Hands-on use of U.S.-developed emergency communications technologies and platforms o Crisis reporting techniques and responsible media coverage of disaster events o Integration of digital tools and social media into disaster response and public communications o Best practices in early warning systems, situational awareness, and community-level crisis communication
• Identify, solicit, and confirm qualified speakers and demonstrators, including:
o U.S. emergency technology experts and company representatives, where feasible o Nepali journalists, content creators, and disaster response professionals with demonstrated field experience
• Coordinate all speaker logistics, briefing materials, and session moderation.
• Ensure all sessions are practical, skills-based, and aligned with increasing adoption of U.S. technologies and platforms across Nepal's crisis response and media sectors.
• Deliver high-quality program execution, including facilitation, time management, and audience engagement throughout the event.
3. Event Logistics, Commercial Exhibition, and Production
• Identify and secure a venue with sufficient capacity for expo participants, exhibitors, and bootcamp attendees, with appropriate technical infrastructure to support live demonstrations of emergency communications equipment.
• Manage all logistical requirements, including venue setup, audio-visual systems, staging, lighting, internet connectivity, and dedicated exhibition floor space for American technology companies.
• Design and manage a commercial exhibition hall featuring U.S. emergency preparedness technology companies, creating structured opportunities for business-to-business engagement, product demonstrations, and partnership development.
• Ensure a consistent, high-standard look and feel across all event spaces that reflects U.S.
