About this file

This is a Request for Quotation (RFQ) for replacement and installation of sliding gates and drop arms at the U.S. Embassy in Oslo, Norway. The solicitation is issued by the U.S. Embassy GSO Procurement Office and assigned RFQ number 19NO6026Q0009. All quotations must be submitted in English by email to OsloGSOBids@state.gov by July 24, 2026, at 16:00 P.M. (local time). The Government intends to award a purchase order to the lowest-priced, acceptable, responsible offeror based on initial quotations without discussions, though discussions may be held if deemed necessary. Required submissions include completed SF-1449 cover page, Section 1 pricing, Section 5 representations and certifications, additional information as specified in Section 3, and proof of SAM registration. Offerors must be registered in the System for Award Management (SAM) database prior to proposal submission; failure to register may result in the proposal being deemed non-responsible.

The contract is firm fixed-price with a six-week performance period beginning from the Notice to Proceed. The scope of work requires the contractor to remove and dispose of existing drop arms and gate control systems in accordance with Norwegian environmental laws, install a new electric gate control system with a PLC and three-phase 400V/20A electric motor (no hydraulic systems permitted), replace the existing smooth rotating wheel with a teethed gear wheel and matching track, install new drop arms matching existing length with integrated lighting, ensure operability via both push buttons and remote controls (four remotes required), configure drop arms to open automatically for exiting vehicles, and perform all dismantling, cleaning, waste management, and site restoration. The contractor must provide trained personnel qualified in installation of vehicle barrier systems with both electrical and hydraulic components, maintain comprehensive general liability insurance (NOK 1,000,000 per occurrence and cumulative for bodily injury and property damage), provide workers' compensation insurance, and obtain all required local permits and licenses. Pricing includes a base service line item for replacement and installation, a Defense Base Act insurance line item (if applicable), and a 25 percent Value Added Tax line item calculated separately. The Contracting Officer's Representative is Mr. Rambod Fouladi, Facilities Building Engineer, and all work must be scheduled during normal building hours (08:00 to 16:00 Monday through Friday, excluding holidays and bank holidays) unless approved otherwise.
