Enclosed is a Request for Quota�ons (RFQ) for the purchase of Chocolate Gratuities.
If you would like to submit a quota�on, follow the instruc�ons in Sec�on 3 of the solicita�on, complete the required por�ons of the atached document, and submit it to the address shown on the Standard Form that follows this leter.
The U.S. Government intends to award a contract/purchase order to the responsible company submi�ng an acceptable offer at the lowest price. We intend to award a contract/purchase order based on ini�al proposals, without holding discussions, although we may hold discussions with companies in the compe��ve range if there is a need to do so.
Your quota�on must be submited electronically to ParisContrac�ng@state.gov on or before 11:00 am (French �me) on September 19, 2024. No quota�ons will be accepted a�er this �me. Proposals must be in English and incomplete proposals will not be accepted.

I. SCOPE OF SERVICES
The Contractor shall provide and deliver chocolates as described below to the U.S. Embassy Paris at 2, avenue Gabriel, 75008 Paris.
This is a firm-fixed price type of purchase order/contract.
The exact delivery address will be provided upon award of the contract/purchase order.
All prices are in EURO.
II. PRICING
VALUE ADDED TAX.
Value Added Tax (VAT) is not included in the CLIN rates. Instead, it will be priced as a separate Line Item in the contract and on Invoices. Local law dictates the por�on of the contract price that is subject to VAT and this percentage is mul�plied only against that por�on. It is reflected for each performance period.
The por�ons of the solicita�on subject to VAT are all the CLIN’S references and the VAT applicable to this contract is 20%.

DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
1. GENERAL REQUIREMENTS
The US Embassy Paris is looking for a Contractor to provide chocolate boxes for gratui�es. The quan��es are es�mates and the final confirmed quan��es may change slightly upon award of contract. The chocolate boxes must be delivered on December 4, 2024.
The chocolates shall be made from fresh ingredients, with litle or no preserva�ves and shall have a minimum expira�on date of 6 months, and a maximum expira�on date of 12 months from the date of fabrica�on. No chocolates shall contain alcohol.
All chocolates shall have been fabricated within 14 days prior to the date delivered. Expira�on dates for all chocolates shall be a minimum of 3 months, and no more than 12 months, from the date delivered.
All boxes shall be personalized in accordance with the following descrip�ons and diagrams. Each box type shall prominently present:
-Wooden box with the Department of State Eagle Emblem engraved.
- Metallic box with the libera�on 80 logo printed.
The metallic libera�on 80 box shall come with a card provided by the embassy briefly explaining the libera�on 80 program. Poten�al vendors shall include an image of their proposal including an actual box size.
2. SPECIFICATIONS
T1 – SMALL size chocolate boxes
The box dimensions shall be roughly 145 x 105 x 65 mm.
The box shall contain a minimum of 200gr and a maximum of 300gr of assorted chocolates as follows:
- a mix of chocolate squares (including fruit paste and pistachio chocolate squares)
- Calisson customized with French and American flags
- Sablés dipped in dark chocolate stars (the star must have five points)
- Chocolate Croquants

T1 – SMALL size chocolate box layout
The box shall contain six callisons, three French and three American flags, widely printed on them. The sablé shall be dipped in dark, milk and white chocolate.
T1 SMALL size chocolate box design
The DOS* Emblem shall be engraved (at the most visible color, dark brown or black) on the top of the wooden box.
Depending on requirements, one of the following phrases shall be printed on the box. The exact number of boxes with the specific wording shall be provided to the vendor upon award of contract. The phrases are as follows:

T2 – MEDIUM size metallic chocolate boxes
The box shall be metal and the color grey. The dimensions shall be roughly 307 x 216 x 39 mm. The box shall contain a minimum of 350gr and a maximum of 515gr of assorted chocolates as follows:
• Airplane with white chocolate at the botom and dark chocolate on the top. Blue, white and red color lines must be printed on each wing of the airplane.
• Calissons with the American and French flags.
• A mix of chocolate squares (pistachio, nougat, almond, salted buter caramel)
• Fruit pastes/jellies
• Croquants
• Caramels
• Sablé stars (five points)
• Chocolate Dragées
T2. MEDIUM size chocolate box layout
Vendor has the op�on to add two calissons with French and American flags if this fits in the box, or one calisson with the French and American flag both widely printed.
The airplane shall be composed of white chocolate at the botom and dark chocolate on the top. Blue, white, and red color lines must be drawn on each wing.

QUALITY ASSURANCE AND SURVEILLANCE PLAN (QASP)
This plan provides an effec�ve method to promote sa�sfactory contractor performance. The QASP provides a method for the Contrac�ng Officer's Representa�ve (COR) to monitor Contractor performance, advise the Contractor of unsa�sfactory performance, and no�fy the Contrac�ng Officer of con�nued unsa�sfactory performance. The Contractor, not the Government, is responsible for management and quality control to meet the terms of the contract. The role of the Government is to monitor quality to ensure that contract standards are achieved.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisi�on threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Nego�a�on.
(1) The Comptroller General of the United States, or an authorized representa�ve of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly per�nent records involving transac�ons related to this contract.
(2) The Contractor shall make available at its offices at all reasonable �mes the records, materials, and other evidence for examina�on, audit, or reproduc�on, un�l 3 years a�er final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Reten�on, of the other clauses of this contract. If this contract is completely or par�ally terminated, the records rela�ng to the work terminated shall be made available for 3 years a�er any resul�ng final termina�on setlement. Records rela�ng to appeals under the disputes clause or to li�ga�on or the setlement of claims arising under or rela�ng to this contract shall be made available un�l such appeals, li�ga�on, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accoun�ng procedures and prac�ces, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
