The prices set forth herein shall be firm-fixed and shall include all costs associated with performance under this contract, including, but not limited to, labor, materials, transportation, insurance, overhead, and profit. No additional compensation shall be authorized unless otherwise specified in writing by the Contracting Officer. The Government shall pay the Contractor a firm-fixed price for services that are performed in a satisfactory manner and in full compliance with the terms and conditions of this contract.
A.2. This is a firm fixed-price Indefinite Delivery Indefinity Quantity type of contract payable entirely in Australian dollars, as indicated in Sub-Section C. Pricing. No additional sums will be payable on account of any escalation in the cost of materials, equipment or labor, or because of the Contractor's failure to properly estimate or accurately predict the cost or difficulty of achieving the results required by this contract, nor will the contract price be adjusted on account of fluctuations in the currency exchange rates. Changes in the contract price or time to complete will be made only due to changes made by the Government in the work to be performed, or by delays caused by the Government (see FAR 52.212.4(f), Excusable Delays), as determined and approved by the Contracting Officer.
B. PERFORMANCE WORK STATEMENT
B.1. The Contractor shall provide residential furniture leasing services for the U.S. Embassy in Canberra, the U.S. Consulate General in Sydney, and the U.S. Consulate General in Melbourne, Australia, in accordance with the Statement of Work (SOW) and all attachments incorporated into this contract.

This amount reflects the contract maximum.
C.7. VALUE ADDED TAX
VALUE ADDED TAX. Goods and Services Tax (GST) is not included in the rates. Instead, it must be priced as a separate line item in the contract and on all invoices submitted under the resulting contract. Local law dictates the portion of the contract price that is subject to GST; this percentage is multiplied only against that portion. It is reflected in each performance period.
C.8. TERMINATION
In accordance with FAR 52.212.4, Contract Terms and Conditions - Commercial Products and Commercial Services (NOV 2023), an individual Task Order issued under this Contract may be terminated by the COR upon provision of sixty (60) days’ notice to the Contractor in the event of departure or transfer of the resident, unresolvable issues with the residence, or closure or drawdown of the U.S. Embassy or Consulates General (Termination for the Government’s convenience). If the Government needs to urgently vacate a residence, the COR may issue a task order for pickup of the leased furniture earlier than the conclusion of the 60 days’ termination notice period, but the Government will honor the 60 days’ termination notice period for payments.
The parties agree that the two months’ payment represents fair and reasonable compensation to the Contractor for costs, expenses, and administrative impacts associated with the termination of the applicable Task Order, and shall constitute the Contractor’s sole compensation for such termination, excluding payment for all allowable and properly performed work completed prior to the effective date of termination. This in no way limits the Government’s rights for Termination for Cause in the event of any default by the Contractor.
Note: Removal of limited items during the one-time adjustment does not constitute termination.

DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
1. GENERAL REQUIREMENTS
The Government of the United States of America (USG) requires the Contractor to furnish residential furniture for use in USG-leased and/or USG-owned residences located at the U.S.
Embassy in Canberra, the U.S. Consulate General in Sydney, and the U.S. Consulate General in Melbourne, Australia. All furniture provided under this contract shall be supplied strictly on a rental basis and shall remain the property of the Contractor for the full duration of the contract. Under no circumstances shall the USG purchase or assume ownership of any furniture supplied.
The Contractor shall maintain sufficient inventory levels and supply chain capacity to meet USG requirements in accordance with the estimated quantities identified in Attachment 1 – Schedule of Items and the projected schedule of incoming personnel and new arrivals. The Contractor shall be capable of fulfilling each issued task order and delivering the required furnishings within fifteen (15) calendar days following receipt of the task order. The Government will endeavor to provide more advance notice whenever practicable; however, the Contractor’s obligation to meet the required fifteen calendar days delivery timeframe shall remain in effect regardless of such notice.
The contractor shall be responsible for the acquisition, storage, insurance, maintenance, transportation, delivery, pick-up, packing, installation and installation materials of all furniture and items leased under this contract and for the provision and removal of all packing materials from the residence after delivery / adjustment / pick-up.
The contractor shall also be responsible for obtaining the necessary parking permits and for paying any parking fees for its vehicles when required by local authorities.
The USG shall use all furniture only for purposes of furnishing leased / owned residences.
The USG shall not remove any of the rented furniture or permit any of the rented furniture to be removed from the premises in which it was delivered without the contractor’s permission (except for accidents / emergency situations requiring immediate reaction, e.g. a broken water main). The USG shall not lend any of the rented furniture to any third party or allow any third party to use the rented furniture.
The Contracting Officer’s Representative (COR) will submit a list of items as a task order to the Contractor to furnish a residence. Generally, the COR will aim to furnish the residence sparingly on the initial task order. The Contractor shall fulfill the task order at a delivery time coordinated with the COR. The Contractor may commence invoicing after the COR accepts delivery of the initial task order. Approximately two to six months after the initial delivery and after the incoming resident receives their overseas shipments, the COR will provide a “one-time adjustment” task order to the Contractor to add and/or remove furniture items. Items added should be of the same furniture line/style to visually match other furniture items already supplied on the original task order. The Contractor will revise invoicing based on the item list retained in the residence after the one-time adjustment, based on the unit prices in the Schedule of Items and Furniture Adjustments tabs of Attachment 1, pro-rated as necessary. Unless the contract is superseded by a larger continuing contract with the same Contractor, at the end of the lease period for each task order, the COR will coordinate pickup of all furniture items for return to the Contractor.
2. NUMBER OF RESIDENCES
The Contractor shall furnish all U.S. Government-owned or leased residences requiring furnishings in Canberra, Sydney, and Melbourne, Australia. Current estimated requirements are as follows:
• Canberra: Five (5) three-bedroom apartments
• Sydney: One (1) two-bedroom apartment
• Melbourne: Three (3) three-bedroom apartments, One (1) four-bedroom apartment, and
Two (2) four-bedroom houses
All residences shall be furnished with new or like-new furniture and furnishings. All items provided shall be free from scratches, dents, stains, excessive wear, discoloration, marks, or other visible signs of prior use. Any items removed from one residence during the one-time adjustment may be reused in another residence unless removed for the reasons outlined in Section 2. Maintenance.
The quantities identified above are estimates only and are subject to change. The number of residences in each location may fluctuate (estimated by plus or minus one-to-two (±1–2) residences), and both the type of residences (apartment or houses) and number of bedrooms may change during the period of performance as well. Changes in the number and type of residences may change the estimated quantities of items listed in Attachment 1 Schedule of Items.
3. FURNITURE DESCRIPTION
All furniture shall comply with specifications within Australian Standards and have a guarantee against defects in manufacturing. The contractor shall replace any defective pieces of furniture at no additional cost to the USG. Replacement or repairs shall be completed within five (5) working days from the time the COR notifies the contractor by e-mail.
The Contractor shall submit a comprehensive price list identifying the unit price for all furniture items provided under this Contract. The price list shall serve as the official reference for pricing, invoicing, and determination of reimbursement amounts owed to the Contractor in the event that the final inventory conducted at the conclusion of the lease period identifies missing items, shortages, or damages exceeding normal wear and tear.
All furniture items shall be appropriate for household use and made from a variety of materials, including solid wood, metal, stone, fabric, and / or glass. Wood pieces must be made from solid or thick veneer hardwoods with strong joinery rather than flat-pack assembly from MDF/particleboard with laminate finishes.
Aesthetics and styling should be neutral and understated to appeal to the broadest possible audience. Furnishings should avoid bold patterns, bright colors, and trendy finishes that may date quickly or limit general appeal. All furniture should prioritize comfort, ergonomics, and quality alongside aesthetic considerations. Furniture should be designed for everyday use rather than staging, with emphasis on durability and ease of maintenance.
All furniture pieces intended for any given room should coordinate within their style category and maintain visual cohesion. Bedroom furniture may but does not need to coordinate with lounge and dining room furniture. Kitchen, living room/lounge, and dining areas are typically open-plan, and furnishings for kitchen, lounge, and dining rooms shall be visually coordinated with respect to wood tone, finish family, design language, and overall aesthetic character. Pieces shall appear intentionally coordinated rather than mixed from unrelated styles or finish categories.
The furniture style or styles we are seeking could be termed as “Modern,” “Scandinavian,” and/or “Coastal.” Furniture should embody modern principles with clean, functional aesthetics that remain accessible and comfortable.
• Lines and Shapes: Clean, straight lines with occasional organic curves; geometric forms; streamlined silhouettes. Furniture should look and feel “solid.”
• Materials: Mostly natural materials such as wood, leather, and metal. Mixed materials acceptable (wood, metal, glass)
• Details: Minimal ornamentation; simple hardware or handleless designs; emphasis on function and form
• Finishes: Preferred finishes include matte, satin, brushed, wire-brushed, or natural wood finishes in neutral and muted earth tones (natural wood tones, tan/beige, gray, black). No high-gloss finishes, mirrored surfaces, shiny chrome, gold-tone metals, or highly decorative hardware; avoid “bling.”
• Overall Aesthetic: Minimalist and uncluttered without being stark or industrial;
timeless rather than trendy.
• Color Palette: Warm neutrals such as earth and natural wood tones, gray, beige, tan, and black; upholstery in solid, muted earth tones
See Attachment 3 – Examples of Furniture for a visual guide to the appropriate style. The reference images included in this solicitation are intended to communicate the desired overall design direction and level of quality only. Offerors are not required to provide identical furnishings. Proposed items should reflect comparable styling, materials, color palette, durability, and overall aesthetic cohesion consistent with the specifications herein. The Government allows reasonable interpretation of the design intent so long as proposed furnishings maintain a cohesive, neutral, modern aesthetic suitable for long-term residential use.

• Manufacturing flaw

• Failure of the furniture to withstand normal wear and tear.
The Contractor shall replace any mattress that exhibits visible sagging, structural failure, persistent odor, staining, hygiene concerns, or material deterioration beyond normal wear and tear during the lease period. The Government reserves the right to require replacement of mattresses that generate repeated occupant complaints regarding support, comfort, hygiene, excessive sagging, or sleep quality.
5. INVENTORIES OF LEASED FURNITURE
