About this file

This specification document is issued by the City of Palo Alto Office of Transportation (Specification No. OE-12-03-3PH, dated April 21, 2026) for the procurement of traffic signal network communications switches to replace aging equipment at signalized intersections throughout the city. The City seeks to acquire approximately 105 network switches, including Ethernet edge switches, core switches, fiber transceivers, and power supplies, to replace equipment that is approximately twelve years old and has reached the end of its recommended service life. The procurement is necessary to maintain secure and stable communications between field devices and the traffic management center, support real-time operations and system monitoring, and ensure compatibility with current and emerging Intelligent Transportation System (ITS) technologies. The specification document details comprehensive technical requirements for each component, including performance standards, environmental operating conditions, management capabilities, and warranty provisions, with all equipment required to meet the strictest requirements of the latest NEMA and ANSI standards and to be independently certified by NEMA.

The specification identifies specific approved products that meet all requirements: the EtherWAN EX78934X-CIN2 for edge switches, the EtherWAN EG97023-CIN for core switches, and the EtherWAN SFPTIS10M-CIN for fiber transceivers, indicating that all hardware must be manufactured by the same company to ensure compatibility and integration. All equipment must be accompanied by comprehensive operation and maintenance manuals in PDF format, compatible external universal hardened power supplies with power over Ethernet capabilities (either 240W or 400W output), network management software for remote operation and monitoring, and complimentary firmware upgrades and remote technical support for the life of the product. Equipment is required to have a limited lifetime warranty and a minimum Mean Time Between Failures (MTBF) of 1,000,000 hours. The specification also requires that the equipment manufacturer provide technical support including infrastructure review, detailed Layer 2/3 network design, IP and VLAN addressing scheme creation, and onsite equipment configuration and testing prior to field installation. All equipment must be delivered to the City Municipal Service Center on weekdays between 8:00 a.m. and 3:30 p.m., and all equipment will be subject to inspection and testing upon receipt to verify compliance with specifications.
