QUOTATION SUBMISSION INSTRUCTIONS

AND BASIS FOR AWARD

Forklift-Movable Aviation Fuel Storage and Dispensing System

1. Quotation Submission Instructions

15F06726Q0000353 Page 4 of 31

Submit the quotation by email to mgolicz@fbi.gov no later than 1:00 p.m. ET on August 7, 2026. The quoter may submit its quotation on its standard commercial quote paperwork. No separate technical proposal is required.

The quotation must include:

1. Company name and address, point of contact, telephone number, email address, Unique Entity ID, and

CAGE Code.

2. Manufacturer and exact model or product designation.

3. Separate firm-fixed prices for CLINs 0001, 0002, and 0003. Each price must include all packaging, freight, and FOB Destination delivery charges to the delivery location identified for the applicable CLIN. The exact delivery address for CLIN 0001 will be provided at award. The exact delivery address for each option CLIN will be provided in the written notice exercising that option.

4. The earliest available delivery lead time, in calendar days, for each CLIN. For CLIN 0001, the lead time shall be stated from receipt of order. For CLINs 0002 and 0003, the lead time shall be stated from written notice exercising the applicable option.

5. Manufacturer warranty information.

6. Product literature, specifications, drawings, or other information showing that the offered product meets each salient characteristic in Attachment 1 - Salient Characteristics.

7. A clear description of any exception or deviation from Attachment 1 - Salient Characteristics. If none are identified, the Government will understand that no exceptions are taken.

8. The date through which the quotation remains valid.

A quotation may be found technically unacceptable if it does not contain enough information for the Government to verify compliance with the salient characteristics.

Delivery Requirements

Delivery Lead Time: The quoter shall state its earliest available delivery lead time, in calendar days, for each

CLIN.

For CLIN 0001, the delivery lead time shall be measured from the date of receipt of order. For CLINs 0002 and 0003, the delivery lead time shall be measured from the date of written notice exercising the applicable option.

The Government desires delivery within 60 calendar days. Delivery must occur no later than 90 calendar days after receipt of order for CLIN 0001 or after written notice exercising the applicable option for CLINs 0002 and 0003.

A quotation proposing a delivery lead time longer than 90 calendar days for any CLIN will be technically unacceptable.

Delivery earlier than 90 calendar days will not receive additional evaluation credit. The delivery lead time stated for each CLIN in the successful quotation will be incorporated into the resulting purchase order as a binding delivery requirement.

The Government will be responsible for unloading the tank from the delivery vehicle. The Contractor is responsible for packaging, transportation, and FOB Destination delivery to the designated delivery point but is not responsible for final placement or installation.

The exact delivery address for CLIN 0001 will be provided at award. The exact delivery address for each option CLIN will be provided in the written notice exercising the applicable option.

2. Evaluation and Basis for Award

15F06726Q0000353 Page 5 of 31

Technical acceptability. The Government will evaluate whether the offered product meets every salient characteristic in Attachment 1 - Salient Characteristics on a pass/fail basis. No tradeoffs will be made, and no additional evaluation credit will be given for features exceeding the stated requirements.

Price. The total evaluated price will be the sum of the prices quoted for CLINs 0001, 0002, and 0003, including all packaging, freight, and FOB Destination delivery charges. Evaluation of the option quantities does not obligate the Government to exercise the options.

Award. The Government intends to award a firm-fixed-price purchase order to the responsible quoter submitting the lowest total evaluated price whose offered product meets all salient characteristics and delivery requirements and whose price is determined fair and reasonable.

The Government may evaluate quotations beginning with the lowest-priced quotation. If that quotation is technically acceptable, the Government may make award without evaluating the technical acceptability of higher-priced quotations. The Government may request clarification but is not required to allow a quoter to revise an incomplete quotation.

Delivery Acceptability. The Government will evaluate the proposed delivery lead time on a pass/fail basis. A quotation will be acceptable under this requirement when it proposes delivery within the maximum 90-calendar-day period for each CLIN. Delivery lead times will not be comparatively evaluated, and shorter delivery will not offset a higher price.

3. System for Award Management

The quoter must be registered and active in SAM.gov when submitting its quotation and at the time of award.

FBI-0023 Federal Bureau of Investigation Electronic Invoicing Requirement (JUL 2024)

The Federal Bureau of Investigation (FBI) requires vendors to submit a proper invoice and supporting documentation electronically through the Invoice Processing Platform (IPP). IPP is a secure, web-based electronic invoicing system provided by the U.S. Department of the Treasury’s Bureau of the Fiscal Service (Treasury) in partnership with the Federal Reserve Bank of St. Louis (FRSTL). IPP is available at no cost to any commercial vendor or independent contractor doing business with a participating government agency.

Invoice Submission

Vendors are required to create and submit electronic invoices using the IPP system. All supporting documentation shall be uploaded into the IPP system.

Invoices must be submitted at least monthly but no more than bi-weekly. Final invoices must be submitted 30 days after the end date of the period of performance.

Invoices submitted by email will not be accepted. This requirement applies immediately upon contract award. For contract-specific questions, please contact the contracting officer.

Obtaining IPP Access

If your company has already enrolled in IPP: You will not be required to re-register. Please contact your company's IPP account administrator so that he/she may add you as an additional user to your company's IPP collector account.

15F06726Q0000353 Page 14 of 31

If your company has NOT enrolled in IPP: Your company will be auto enrolled for IPP using information from your SAM account. Your company's Primary Electronic Business Point of Contact (POC) will be designated as an IPP administrator.

This POC will be contacted by email to register when the FBI initiates the enrollment process through IPP. To prevent enrollment delays, please ensure your designated Electronic Business POC in sam.gov is up to date. Your company's IPP administrator will be responsible for initial account registration as well as creating and managing your company's IPP users and permissions. Please note that due to U.S. Department of the Treasury guidelines, IPP cannot set up User IDs using a shared email address.

How to register for IPP:

1. Once FBI Initiates the enrollment process, your company's designated Electronic Business POC in sam.gov will receive two emails from IPP Customer Support (noreply@mail.eroc.twai.gov). The first email contains the initial administrative IPP User ID. The second email, sent with 24 hours of receipt of the first email, contains a temporary password. You must log in with the temporary password within 30 days.

2. Registration is complete when the initial administrative user logs into the IPP web site with the User ID and password provided and accepts the IPP rules of behavior. Additional user accounts, including administrators, can be created after initial login.

Training

Vendor training materials, including a first-time login tutorial, are available on the IPP.gov website. Once you have logged in to the IPP application, you will have access to user guides that provide step-by-step instructions for all IPP capabilities ranging from creating and submitting an invoice to setting up email notifications.

Additional Support

IPP Customer Support Team is available Monday through Friday from 8:00 am to 6:00 pm EST. Phone: (866) 973-3131 or email: IPPCustomerSupport@fiscal.treasury.gov For answers to frequently asked questions, visit the Vendor FAQ page on the gov web site.
