About this file

This document is a Salient Characteristics specification issued by the Federal Bureau of Investigation's Finance and Facilities Division Procurement Section for a forklift-movable aviation fuel storage and dispensing system.

The requirement is for one new, complete, factory-assembled aboveground aviation fuel storage and dispensing system for 100LL aviation gasoline, with two options for one additional unit each. The system must have a nominal capacity of at least 2,000 U.S. gallons and feature double-wall construction with interstitial leak monitoring compliant with UL 2085 or equivalent standards. All wetted components must be compatible with 100LL AVGAS. The system shall include an integral structural base with manufacturer-designed forklift pockets rated to safely lift and reposition the complete system while empty, exterior corrosion and weather-resistant finish suitable for permanent outdoor use, normal and emergency venting, overfill protection, spill containment, tank level indication, and lockable valves. The contractor must provide an integrated electric fuel-transfer pump, fuel meter, aviation fuel filter with water-control capability, emergency shutoff, fuel-sampling capability, aviation-rated hose reel with at least 50 feet of compatible hose with breakaway and swivel, aircraft fueling nozzle suitable for 100LL AVGAS, and a grounding or bonding reel with at least 50 feet of cable and clamp. The system shall be configured for 208/230-volt, single-phase, 60 Hz electrical service with a clearly identified field-connection point. Delivery is FOB Destination complete and protected from contamination. The contractor must provide manufacturer operating and maintenance manual, parts information, applicable tank listing or certification documentation, forklift instructions, and a standard commercial warranty of not less than one year for the complete system. Government inspection and acceptance will occur at destination after verification of completeness, conformance, proper documentation, and absence of visible leaks or defects.

Quantity: One (1) each, with two (2) options for one (1) additional unit each

1. Requirement

The Contractor shall furnish and deliver one new, complete, factory-assembled, aboveground aviation fuel storage and dispensing system for 100LL aviation gasoline (AVGAS). The system shall be a commercial product and shall not require a proprietary welding or fabrication process.

2. Minimum Requirements

• Nominal capacity of at least 2,000 U.S. gallons.

• Double-wall construction with interstitial leak monitoring and protected-tank construction listed to UL 2085, or an equivalent nationally recognized standard.

• All tank surfaces, piping, valves, seals, coatings, hoses, and other wetted components shall be compatible with

100LL AVGAS.

• Integral structural base with manufacturer-designed forklift pockets or channels rated to safely lift and reposition the complete system while empty. Movement while containing fuel is not required.

• Suitable for permanent outdoor use, with a durable corrosion- and weather-resistant exterior finish.

• Normal and emergency venting, overfill protection, spill containment at the fill point, tank level indication, and lockable valves.

• Integrated electric fuel-transfer pump, fuel meter, aviation fuel filter/water-control system, emergency shutoff, and fuel-sampling capability.

• Aviation-rated hose reel with at least 50 feet of compatible hose, breakaway, swivel, and an aircraft fueling nozzle suitable for 100LL AVGAS.

• Grounding or bonding reel with at least 50 feet of cable and clamp.

• Permanent markings identifying the fuel type, tank capacity, empty weight, forklift-entry locations, and safe lifting orientation.

3. Electrical Power

The system shall be configured for [208/230-volt, single-phase, 60 Hz] electrical service and shall include a clearly identified field-connection point. The Contractor shall provide the electrical load and connection requirements with the product documentation.

4. Delivery

Delivery shall be FOB Destination to the location identified in the contract. The system shall be delivered complete and protected from contamination and shipping damage. Installation, site preparation, permitting, utility connections, fuel, commissioning, and operator training are not included.
