About this file

This is a Statement of Objectives (SOO) from the Federal Bureau of Investigation's Finance and Facilities Division for an aviation fuel storage and dispensing system to support the Aviation Support Unit (ASU) and CIRG Division.

The FBI seeks to award a Blanket Purchase Agreement (BPA) for a five-year ordering period to supply and train operators on an aviation fuel storage and dispensing system designed for 100LL aviation gasoline. The system must include a minimum 2,000-gallon usable storage capacity with double-wall construction or equivalent secondary containment, 7-gauge tank thickness, leak detection capability, fuel level indication, aviation-grade filtration and water separation, and fuel quality sampling provisions. The system shall support continuous operational flow rates of 25-50 gallons per minute, include a minimum 100-foot dispensing hose, aviation over-wing fueling nozzle, mechanical and digital fuel metering, grounding and bonding equipment, emergency shutoff capability, and lockable dispensing equipment compartment with fire extinguishers and spill response equipment. The system must be suitable for outdoor installation within active airfield environments and capable of relocation via forklift, crane, or flatbed transport vehicle, with routine public roadway transportation not required.

Power requirements include operation from solar power (preferred), 110/220-volt single-phase AC, or 208/230-volt single-phase 60 Hz AC electrical service, with the contractor responsible for providing complete electrical load specifications, solar-array capacity, battery-storage requirements, and power-conditioning components to maintain continuous 25-50 GPM pumping. The contractor must supply applicable operator, maintenance, and parts manuals; initial operator familiarization training; and a minimum one-year warranty. Optional accessories include solar panels with bracket and wiring, a refuel/defuel kit, and a trailer and mounting kit. The estimated total value of the BPA is to be determined (TBD), with prices subject to escalation at the beginning of each ordering period.

Aviation Fuel Storage and Dispensing System Version 1.0 Page 2

Statement of Objectives (SOO) for Aviation Fuel Storage and Dispensing System

1. Background

The Federal Bureau of Investigation (FBI) is tasked to protect the American people and uphold the Constitution of the United States. In support of that mission, the Aviation Support Unit (ASU) is in need of an aviation fuel storage and dispensing system for the storage, management, and dispensing of 100LL aviation gasoline. This equipment is integral to the FBI’s law enforcement and national security missions, and to maintain the operational readiness. To meet this need, the FBI intends to award a Blanket Purchase Agreement (BPA) to a vendor able to supply and train operators over a five (5) year period of performance.

2. Objective

The primary objective of this contract is to secure a reliable vendor able to supply aviation fuel storage and dispensing systems and provide familiarization training. This dispensing system will be used to support government aircraft operations at designated military installations based on missions. The system shall support direct fuel delivery from a commercial fuel supplier and provide safe, efficient fueling of government aircraft.

3. Scope of Work

Failure to meet any of these parameters impedes the overall mission of the FBI.

The following are three (3) Operational requirements:

• Fuel: Minimum usable storage capacity of 2,000 gallons of 100LL aviation gasoline and include all equipment necessary for safe fuel storage, fuel quality control, and aircraft fueling operations.

• Operation Environment: The system shall be suitable for outdoor installation and continuous operation within an active airfield environment.

• Portability: The system shall be capable of relocation within the airfield environment through the use of a forklift, crane, flatbed transport vehicle, or similar material handling equipment. Routine transportation on public roadways while loaded is not required.

4. Requirements for Aviation Fuel Unit.

The aviation fuel Unit shall meet the minimum specifications below:

Equipment:

• Tank size: 2,000 gal usable fuel capacity

• Proposed fuel system containment configuration (Rectangular or Cylindrical)

• Tank thickness: 7 gauge

• Compatible with 100LL aviation fuel

• Double-wall construction or equivalent secondary containment.

• Leak Detection Capability

• Fuel Level Indication

• Aviation-grade filtration and water separation

• Fuel Quality Sampling Provisions

Electrical

• Shall operate from any of the following power sources: solar power, 110/220-volt single-phase AC, or 208/230-volt single-phase, 60 Hz AC electrical service.

• System shall include a clearly identified field-connection point for all supported power configurations.

• The Contractor shall provide the required electrical load necessary to sustain 25–50 GPM performance, including motor/pump power ratings, startup and running amperage, inverter or charge-controller specifications (for solar configurations), and any battery-storage requirements needed to maintain uninterrupted flow at the minimum specified throughput.

• For solar operation (preferred), the Contractor shall supply minimum solar-array capacity, storage capacity, and associated power-conditioning components required to maintain continuous pumping at 25–50 GPM under expected environmental conditions.

Installation/Utility Requirements

• Minimum 100-ft dispensing hose

• Aviation over-wing fueling nozzle

• Mechanical and digital fuel metering

• Capable of supporting continuous operational flow rates of 25-50 gallons per minute

(GPM)

• Grounding and Bonding equipment

• Emergency Shutoff Capability

• Lockable dispensing equipment compartment

• Fire Extinguishers and spill response equipment

Product Requirements

• Applicable Operator, Maintenance, and parts manuals

• Initial operator familiarization training

• Minimum one-year warranty

• Complete product documentation shall include electrical load profiles, wiring diagrams, protection requirements, and all installation considerations for each supported power mode.

Optional Accessories:

• Solar Panel, Bracket and Wiring to Battery System

• Refuel/Defuel Kit: allows for the defueling of equipment using the existing pump and hose

• Trailer & Mounting Kit (structural cradle, tie-down points, and hardware for securing the fuel unit to a flatbed or utility trailer)

5. Contracting and Performance Period

The BPA will have a 5-year ordering period, with prices subject to escalation if required at the beginning of each ordering period. This structure allows the FBI to ensure continuous support while accounting for potential changes in pricing over the contract period.

6. Estimated Total Value

The total estimated value for the BPA is TBD.
