Description of Requirement
This solicitation is for the purchase and delivery of one dovetail trailer with a minimum Gross Trailer Weight Rating (GTWR) of 30,000 pounds. This trailer must comply with all applicable Department of Transportation (DOT) regulations. Used or rebuilt trailer will NOT be acceptable. Trailer must include all required documentation (warranty information, manuals, etc). The dovetail trailer must meet the following specification:

Transport Dovetail Trailer Specification
Main purpose is to haul a 309 Mini Excavators with mulching head attachments. The truck that is designated to pull this trailer has a higher bed. The tongue on trailer needs to be 6 inches taller than a standard 12 inch neck. For a total of 18-inch gooseneck hitch. Used or Rebuilt trailer will NOT be acceptable.

(d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

FAR 52.212-1 Instructions to Offerors – Commercial Products and Commercial Services (SEP 2023) (Provision)
Addenda to provision FAR 52.212-1:
For simplified acquisitions, the word quote or quoter is substituted in provision FAR 52.212-1 for the word offer or offeror.
Addenda to Provision FAR 52.212-1 paragraph (b) Submission of Offers:
1) Offerors must have an active entity registration in the System for Award Management to submit an offer. https://www.sam.gov/SAM/
2) Offers submitted in response to this solicitation shall include a technical proposal, a price proposal, and contractor representations and certifications.
a) Technical Proposal – The technical proposal shall address the evaluation factors in FAR 52.212-2. At a minimum technical proposal shall include:
i. Technical Capability – Provide a detailed description of the proposed trailer that meets the Government provided specifications in Section B of this solicitation. Vendor must confirm if the product meets or does not meet the specifications in the table located in Section B of the solicitation.
Include a product brochure with your offer or a website to where the government may find the specifications of the proposed trailer. Vendor must also confirm their ability to meet the delivery requirements.
ii. Delivery Requirement – Provide a proposed delivery date.
b) Price Proposal – Include the following:
i. Completed Schedule of Items from Section B of this solicitation.
ii. Complete the SF-1449 as follows: Blocks 17a (with Company name and address, UEI SAM ID, POC name, email and phone) and 30a-c (with signature of authorized representative).
iii. Acknowledgement of any amendments to this solicitation by following the instructions that accompany the amendment(s).

c) Representations and Certifications - Fill in the check boxes for provisions FAR 52.204- 26, FAR 52.204-24, and FAR 52.212-3, found in Section E of this solicitation and include a copy with your offer.

FAR 52.212-2 Evaluation – Commercial Products and Commercial Services (NOV 2021) (Provision)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Addenda to provision FAR 52.212-2:
BASIS OF AWARD: Evaluation of quotes/offers will be conducted in accordance with FAR 13.106-2. The Government will issue a contract as a result of this solicitation to the responsible offeror whose quote/offer is determined to provide the “best value” to the Government considering both price and other factors listed below. Award will be made to the single offeror whose quote/offer meet the requirements stated in the solicitation and are determined to provide the greatest overall value to the Government.
The Government reserves the right to award a contract to other than the lowest priced offer if a higher priced offer is judged to have a higher performance/qualification confidence rating. In that event, the contracting officer shall make an integrated assessment best value award decision.

The Government may reject any or all offers if such action is determined to be in the best interest of the Government.
Factor 1 – Technical Capability:
Technical capability will be evaluated on an acceptable or unacceptable basis. All offerors must provide the following minimum information and documentation with their quotations:
− Provide a detailed description of the proposed trailer that meets the Government provided specifications in Section B of this solicitation. Vendor must confirm if the product meets or does not meet the specifications in the table located in Section B of the solicitation. Include a product brochure with your offer or a website to where the government may find the specifications of the proposed trailer. Vendor must also confirm their ability to meet the delivery requirements.
− In section B of this solicitation, offeror must confirm the proposed delivery date. The delivery requirement will be evaluated based on the offeror's ability to meet or exceed the Government stated delivery date.
Factor 2 – Price:
− Quotes will be evaluated based on the offeror’s completion of the Schedule of Items/Price Schedule.
