The contract will be a hybrid containing Firm-Fixed-Price, Cost, and Time & Materials components with a 1-month phase-in period, 8-month base period, and four 12-month option years for a total of 57 months. The source selection will use a best value trade-off process evaluating Technical Approach, Past Performance, and Price factors.

L.4.3.1. The past performance evaluation factor assesses the degree of confidence the Government has in an offeror's ability to supply the services that meet the users' needs based on a demonstrated record of performance. The past performance evaluation will be accomplished by reviewing aspects of an offeror's recent and relevant past performance, focusing on, and targeting performance which is relevant to the effort as it directly relates to the work being procured under this solicitation and as defined in Section M - Evaluation Factors for Award. The offeror shall organize Volume III according to Table 1. above, and further defined below.

Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant present or past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. To facilitate this relevancy determination, the offeror shall include in offeror's Proposal Volume III, TAB D - Organizational Structure Change History, a chart or schedule describing all such changes in the organization of the offeror (when applicable, joint venture partners, subcontractors, and/or teaming partners) over the past three (3) years from the date of issuance of this solicitation. As part of this explanation, the offeror shall show how these changes impact the relevance of any identified past performance efforts. Since the Government intends to consider present and past performance information provided by other sources, as well as that provided by the offeror(s), Organization Structure Change History must be both specifically applicable to the efforts identified by the offeror in its proposal, and general enough to apply to efforts on which the Government receives information from other sources.
L.4.3.1.5. . In Volume III, TAB E of its proposal, the offeror shall TAB E - Past Performance References identify up to three (3) recent and relevant past performance references for the offeror (when applicable, all joint venture partners, subcontractors, and/or teaming partners) performed as a prime or as a subcontractor. The offeror shall include documentation regarding its relevant past performance as it directly relates to the work being procured under this solicitation. The offeror SHALL NOT go back any farther than three (3) years from the date of issuance of this solicitation. The past performance data shall document a successful history of past contract performance.
L.4.3.1.6. For each past performance reference, the offeror shall provide the following information:
Name of effort, contract and/or task order number, period of performance (PoP), Government point of contact responsible for monitoring performance under the contract (name, phone, email, address), Administrative Contracting Officer (name, phone, email, address), dollar value of work actually performed during the three (3) year prior to the date of issuance of this solicitation, and the specific primary task area(s) for which the offeror believes the reference demonstrates relevancy and quality of services performed under the reference.
L.4.3.1.7. The offeror shall demonstrate why each past performance reference is recent and relevant.
L.4.3.1.7.1. To be recent, the reference must have been performed for at least six (6) months within three
(3) years from the date of initial issuance of this solicitation (not including subsequently issued amendments). Yet-to-be performed work, experience prior to the last three (3) years, and work performed for less than six (6) months will not be considered.
L.4.3.1.7.2. To be relevant, the effort must be similar in scope and magnitude to the services being procured under this solicitation. Scope is the measure of the services similarity to the requirements identified in the PWS. Magnitude is the measure of the similarity of the dollar value that exists between the current requirement and the past performance reference. Magnitude will be evaluated using the dollar amount of work actually performed on the past performance reference during the three (3) years prior to the of initial issuance of this solicitation (not including subsequently issued amendments). For references with performance periods that exceed one year in length, the dollar value of the reference will be divided by the total performance period to determine if it meets the required magnitude. Magnitude will be evaluated using the dollar amount of work performed during the recent time period established by the solicitation. References with a dollar value of at least dollars per year/PoP) are $16 $7 million considered of essentially the same magnitude to the current requirement. When determining magnitude, the following table will be used by the Government:
Table 2. - Magnitude Rating Scale
Essentially the Same $16M $7M
Similar $10M to < $16M $6M to < $7M
Some of the Same $5M to < $10M $5M to < $6M
Little to None of the Same <$5M
L.4.3.1.8. The offeror shall demonstrate the quality of work performed by the offeror (when applicable, all joint venture partners, subcontractors, and/or teaming partners) for each past performance reference by providing a completed CPARS, if available, or a completed Past Performance Questionnaire (PPQ) if a completed CPARS is not available.
L.4.3.1.8.1. For all contracts identified by the offeror as a past performance reference that do not have a completed CPARS, the offeror shall forward a copy of the and Cover Letter (Attachment 4) to the points of contact responsible for monitoring performance under such contracts. The PPQ cover letter includes instructions to return completed PPQs by electronic mail to the points of contact responsible for receiving proposal submissions identified in paragraph L.1.4. of this solicitation no later than the closing date and time identified in block 9 of the SF 33. The offeror shall identify when, and to whom (with contact information), each PPQ and Cover Letter were sent.
L.4.3.1.8.2. For all contracts identified by the offeror as past performance references, the offeror shall provide a copy of all completed performance assessment reports from CPARS if available. When applicable, joint venture partners, subcontractors, and/or teaming partners may submit completed performance assessment reports directly to the points of contact responsible for receiving proposal submissions identified in paragraph L.1.4. of this solicitation no later than the closing date and time identified in block 9 of the SF 33. Submission requirements of paragraph L.1, (including subparagraphs within), of this solicitation apply to the submission of CPARs information from joint venture partners, subcontractors, and/or teaming partners. The offeror shall identify in its proposal whether CPARS for a past performance reference will be separately submitted by joint venture partners, subcontractors, and/or teaming partners as described above. The CPARS shall be completed and signed by all parties but may be an interim report. For clarification, an interim report means the CPARS report is complete but is not the "Final" CPARS report for the last option period available for the referenced contract.
L.4.4. . Volume IV: Price (Factor 3)
L.4.4.1. This Volume shall consist of all required and necessary information to support proposed prices.
