About this file
This document contains a set of Questions and Answers related to a Request for Proposal (RFP) for the Department of Justice Federal Bureau of Investigation's General Agent Population (GAP) Individual First Aid Kit (IFAK). The RFP seeks to procure approximately 12,000 GAP IFAKs over the life of the contract, which will be issued to personnel and mounted on body armor or belts. Key details include:
The GAP IFAK must meet specific requirements for components, colors, and visibility features outlined in the RFP. Vendors asked for clarification on terminology used to describe IFAK components like the "shingle/sub-load/plate", "carrier pouch/sleeve", and the required tourniquet mounting solution. The RFP also specifies requirements for the white cross identification marking, handle colors, and other design elements. No extensions to the July 8th proposal due date were granted. The procurement is being conducted by the Department of Justice Federal Bureau of Investigation Headquarters Division.

| Questions for GAP IFAK: | Answers for GAP IFAK | |
| 1 | Is there any previous purchase history you can share regarding quantities? This will help us plan inventory and quoting | Approximately/ Potentially 12,000 kits over the life of the contract. Note this does not obligate the Government or guarantee a minimum quanity. This information is also stated in the attached J&A Document. |
2 Is there a previous purchase price available? No
3 Would you have some time this week to talk for a few minutes? All questions must be submitted in writing via email per the instructions in the RFP.
4 There is brand name justification for the NAR CAT NSN# 6515-01-521-7976 and the specs indicate Gen7 or Newer. Would a Gen7 or newer CAT be considered, or only the NAR CAT 6515-01-521-7976? We have an almost identical CAT to the NAR brand but do not want to risk being eliminated if we include it. Please see attached J&A Document.
5 My question pertains to Section J. I’m a little confused on the instructions. Do I send you the names and contact info of references and you email them the form to complete or am I responsible for that? If I’m responsible for that, do you have a file that’s just that form for them to complete? There wasn’t one in the files listed on sam as an attachment. You are responsible to email the Past Performance Questionaiire (pages 39-44)to Organizations / Respondents for completion. The Organization/ Respondent should then email the completed form directly to Holly Cloud per page 44 PART III Return Information instructions.
6 IN the description the word shingle is used several times. Can you give a more detailed description of what you mean by SHINGLE per the requirements and what components would be installed on that piece? The term shingle/sub-load/plate may be used interchangably to describe the piece of the IFAK to/on which are attached pockets/sleeves/retention which hold/retain the prescribed medical treatment components called for in the RFP. To access these medical components (except the tourniquet), the shingle is removed from the sleeve using the pull handles.
7 Page 10, Section C.4.4 Specifications for Kit Contents & Refills: Line 4 Item "Crush Resistant pre-lubricated nasopharyngeal airways 28 fr." Please confirm correct quantity is 2? The correct quantity for this item is two (2) as stated in Section C.4.4 in the column titled quanity.
8 Page 10, Section C.4.4 Specifications for Kit Contents & Refills: Line 5 Item "Mini Vented Chest Seals." Quantity is indicated as "2". These chest seals generally come in a package as a PAIR. Please specify if "Quantity 2" means ONE PAIR or TWO PAIRS? This requirement is for one (1) pair of mini vented chest seals either packaged independently or as a pair within the same packaging.
This is part of questions 9-15 Regarding Section C.3.1of the section entitled GENERAL REQUIREMENTS, the header on the page states Specifications for GAP IFAK Bag. Then in section C.3.1 there is terminology referencing “SHINGLE” and “KIT”. Then in Section C.3.2 there is terminology referencing “CARRIER POUCH”. In Section C.3.6 there is terminology referencing “PLATE”. And in Section C.3.7 there is terminology referencing “SLEEVE”. And in Section C.3.7 there is terminology referencing “SUBLOAD”. This terminology is very confusing and we kindly request clarification for:
9 What is the definition of, or function of the component referred to as BAG? The term "bag" refers to the complete system of the sleeve and sub-load plus the tourniquet and its mounting solution.
10 What is the definition of, or function of the component referred to as SHINGLE? The term shingle/sub-load/plate may be used interchangably to describe the piece of the IFAK to/on which are attached pockets/sleeves/retention which hold/retain the prescribed medical treatment components called for in the RFP. To access these medical components (except the tourniquet), the shingle is removed from the sleeve using the pull handles.
11 What is the definition of, or function of the component referred to as KIT? The term "kit" refers to the complete system of the sleeve and sub-load plus the tourniquet and its mounting solution.
12 What is the definition of, or function of the component referred to as CARRIER POUCH? The term carrier pouch/sleeve may be used interchangeably. These terms refer to the portion of the kit which is affixed to the belt or body armor and contains the shingle/plate/sub-load. The carrier pouch may incorporate the prescribed tourniquet mounting solution.
13 What is the definition of, or function of the component referred to as PLATE? The term shingle/sub-load/plate may be used interchangably to describe the piece of the IFAK to/on which are attached pockets/sleeves/retention which hold/retain the prescribed medical treatment components called for in the RFP. To access these medical components (except the tourniquet), the shingle is removed from the sleeve using the pull handles.
14 What is the definition of, or function of the component referred to as SLEEVE? The term carrier pouch/sleeve may be used interchangeably. These terms refer to the portion of the kit which is affixed to the belt or body armor and contains the shingle/plate/sub-load. The carrier pouch may incorporate the prescribed tourniquet mounting solution.
15 What is the definition of, or function of the component referred to as SUBLOAD? The term shingle/sub-load/plate may be used interchangably to describe the piece of the IFAK to/on which are attached pockets/sleeves/retention which hold/retain the prescribed medical treatment components called for in the RFP. To access these medical components (except the tourniquet), the shingle is removed from the sleeve using the pull handles.
| This dialog is also part of questions 9-15 | We make IFAKs every day and think that it would be very helpful to offer information such as: | |
| A. The IFAK consists of the following individual components A, B, C, D, etc… | The term IFAK refers to the complete system which consists of the sleeve/carrier pouch, shingle/sub-load/plate, tourniquet and tourniquet mounting solution, and all additional medical treatment supplies called for in the RFP. | |
| B. The SUBLOAD consists of all items listed as KIT CONTENTS and REFILLS as defines by Section C.4.4 | The sub-load consists of the medical treatment items listed in C.4.4 in the RFP with the exception of the tourniquet which must be contained outside of the sub-load. | |
| C. Etc. | ||
| Two (2) more questions for clarification for Section 3.3, GENERAL REQUIREMENTS / Specifications for GAP IFAK BAG. Referencing Section C.3.2 states: “Molle compatible carrier pouch which also is built for belt mounted configuration utilizing a pass through tunnel for up to a 2" belt in order to minimize wearer's profile”. |
| 16 | Does the “pass through tunnel for up to a 2” belt” have to accommodate a VERTICAL or HORIZONTAL mount of the IFAK to the belt? | The pass through tunnel shall accomodate horizontal positioning of the IFAK on the belt. |
| 17 | Referencing Section C.3.15 states: “No Molle webbing sewn to the outer face of the IFAK”. |
Does this mean that the FBI wants the “outer face” of the IFAK to be completely “clean/void/absent” of other materials other than the “white cross” specified in Section C.3.16? Does the FBI need/want any other materials (i.e. Velcro, Elastic, etc…) sewn to the front of the IFAK? Our previous questions requested clarification for how the “white cross” is to be applied (i.e. permanent or detachable), so please clarify what “other” materials other than “Molle webbing” (i.e. Velcro, Elastic, etc…) would be considered unacceptable or non-compliant? There is to be nothing additional sewn to the outer face of the sleeve except for the prescribed cross.
Information for questions 16-21 This is part of questions 16-21 below: After further review of the Subject Solicitation, we have identified additional questions that we are submitting (below) for clarification for Section 3.3, GENERAL REQUIREMENTS / Specifications for GAP IFAK BAG.
Referencing Section C.3.6 states: “with high contrast color (including Red, Yellow, or Orange) pull handle(s) on both sides of kit for deployment”. We kindly ask the following questions:
| 16 | Are all three (3) colors (Red, Yellow, or Orange) required for the handles of the three (3) colors of the IFAK (i.e. Black, OD Green, & Multicam)? | These are exemplar hues and are intended to convey the need for the handles to be color differentiated from the kit itself in order to be highly visible within a field of potentially common hues. Between the variant colors of the GAP IFAK in the RFP, there does not need to be a different handle color per GAP IFAK color. |
| 17 | Is it acceptable to use Red or Yellow or Orange for all three (3) colors of the IFAK. The key word is “OR”. Can we use RED handles for BLACK, OD GREEN and MULTICAM colored IFAKs? | These are exemplar hues and are intended to convey the need for the handles to be color differentiated from the kit itself in order to be highly visible within a field of potentially common hues. Between the variant colors of the GAP IFAK in the RFP, there does not need to be a different handle color per GAP IFAK color. |
| 18 | Does the IFAK manufacturer have to inventory all three colors of handles or can they use just one (1) color for all 3 IFAKs? | These are exemplar hues and are intended to convey the need for the handles to be color differentiated from the kit itself in order to be highly visible within a field of potentially common hues. Between the variant colors of the GAP IFAK in the RFP, there does not need to be a different handle color per GAP IFAK color. |
| Information for questions 19-21 | Referencing Section C.3.16 states: “A white cross to identify this as a medical kit should be clearly visible on the outer face of the bag”. We kindly ask the following questions: | |
| 19 | Is it a requirement that the “white cross” be removable or detachable? | The white cross shall be permanently affixed to the outer face. |
| 20 | What are the most desirable dimensions of the “white cross”? (i.e. 1” x 1”, 2” x 2”, etc..) | The white cross shall be 1.75" x 1.75". |
| 21 | Does the “white cross” have to be reflective or glow in the dark | The white cross should be reflective |
22 What components need to be in each IFAK? See Section C.C4 in the RFP Specifications for Kit Contents and Refills.
23 How many are you looking for? Approximately/ Potentially 12,000 kits over the life of the contract. Note this does not obligate the Government or guarantee a minimum quanity. This information is also stated in the attached J&A Document.
24 Are we able to get a two-week extension? This would extend the due date from July 8th to July 22nd. No extensions are allowed at this time due to the strict schedule for this requirement.
