SECTION C - STATEMENT OF WORK
C.1 GENERAL DESCRIPTION
The IFAK is an individual first aid kit. Its design intent is to be used by the wearer for self-aid in the event they receive an injury – or – it may be used by another responder to treat the wearer under buddy-aid.
The FBI is seeking an individual first aid kit (GAP IFAK) to be issued to personnel of the
Department of Justice. The GAP IFAK will be mounted to personally worn equipment used by personnel on a daily basis in the event of a life-threatening injury. The GAP IFAK is to be worn on the Molle system of body armor or be affixed to the wearer’s belt. Law enforcement officers frequently work in the confined spaces of vehicles and residential properties yet have no less need for rapid access to life-saving medical equipment. As such, it is critical the GAP IFAK wear as close to the body as possible while containing the items required to manage the Committee for Tactical Combat Casualty Care identified preventable causes of death.
The FBI will highlight the need for the Contractor to maintain strict quality control and adherence to the specifications of the requirement. The FBI expects the kits to be adequately durable to endure repeated wear and training use while sustaining the fidelity of the retention and material integrity, even in prolonged exposure to temperature extremes. It is of utmost importance to sustain the durability, wearability, size, and ergonomics.
The FBI is not specifying the type of IFAK. Rather, the FBI is setting design requirements to minimize the profile of the IFAK while sustaining the prescribed contents. The FBI is dictating the IFAK be accessible in a myriad of positions using either hand AND the IFAK be a two-part design: one (1) a sleeve which is affixed to the belt or body armor, and two (2) a shingle/sub-load/plate which is removed from the sleeve which contains the medical contents of the IFAK in individual pockets or sewn elastic retention bands.
All GAP IFAKs shipped under this contract will ship pre-assembled with medical contents already emplaced within the kits – not shrink wrapped as a singular entity. GAP IFAK contents may be ordered independently as part of this contract to refill or restock the GAP
IFAK.
C.2 SCOPE
C.2.1 For both the GAP IFAK and refill contents options, the Contractor(s) shall provide the items that meet the requirements outlined in section C.3.
C.2.2 Contractor shall deliver GAP IFAK and refill contents within 30 days after receipt of order. Deliveries shall be shipped FOB Destination to all FBI (and other approved Federal government) locations within the continental United States (CONUS), as well as Hawaii, Alaska, and Puerto Rico. Shipping costs are to be included in the pricing.
