QUESTION / ANSWER LOG
Ames National Laboratory - AIM RFP SC-25-637 Addendum 06 11/20/2024
QUESTION ANSWER
1 It was noticed that no line drawings are available for the fiber optic runs. Could the specs and drawings for each building be provided?
Please provide a unit price per lineal foot to run 48 strand fiber in 1 1/2" innerduct. There is approximately 600 lineal feet between each technology room. Lines will need to drop to basement level and then run horizontally through tunnels. In some places the innerduct is surface mounted and in some locations it is behind removable metal panels.
Price fusion splice terminations with pigtails at each end.
2 Does the wall mounted tray need to have a closed bottom and sides as shown in the drawing or can this be a regular wire mesh tray with a liner in the bottom?
Provide wall mounted tray where shown on prints with closed sides and bottom for aesthetics.
3 Can you confirm the size of the cable tray on sheets W.T1.02 & W.T1.03 is supposed to be 18x4 the rest of the floors are 12x4?
Contractor should calculate tray sizes and fill ratios and allow for 25% growth for future cabling.
4 Referencing the matrix of RFP submittal requirements in Section 5. Submission of proposals. The fourth item in the PRICE section requests “a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation.
This may include product literature, or other documents, if necessary.” Please clarify expectations of this requirement. Item 3 had indicated technical and price proposals are to be submitted independently of one another. We understand that technical information is not to be included in the price, or price in technical.
Based on this, our technical description/approach should be discussed solely in the Technical proposal.
Please identify the expectation of what offerors are to submit in this section 4 item of the Price Proposal.
In order to determine if the priced items or services are valid or compliant to the RFP we would need some technical description attached to the pricing. This would require a technical description “...sufficient in detail to evaluation the compliance with the requirements in the solicitation.” We may also folllow-up with questions for clarification if we feel we need more info.
5 We respectfully request that the government eliminate the requirement to submit contractor trade discipline resumes and name the lower-tier subcontractors. As a design-bid-build project, the industry norm is for contractors to hold pricing until late stage. Requiring contractors to lock down trade partners this early in the procurement process will limit competition and result in higher pricing. As a federal government contractor that holds the direct contract, the GC is responsible for assessing the qualifications, capabilities and experience of its subcontractors, and absorbs all of the risk. The GC undergoes a full qualifications evaluation to assess past performance.
This is a “Best Value” proposal so consideration will be given to the relationship between the GC and the subcontractors and their confidence in the subcontractor's ability to perform (see section D.1.(d) Technical Evaluation Criteria, Factor 1.3 of the RFP). It is correct that the GC is ultimately responsible to do absorb the risk. This requirement is to help Ames Lab assess the history and the relationship beteen GC and subcontractors when evaluating proposals. If a change to a sub is made prior to an award or by the awarded GC then the GC would be expected to provide the reason for the change and provide the same documentation required in the RFP for Ames National Laboratory to review for approval or disapproval.
6 Can you please include Caterpillar and States as approved switchgear manufacturers for the Department of Energy Project in Ames, IA? (See attachments)
Caterpillar is an approved manufacturer for switchgear and the specifications will be updated in later revisions.
7 For your consideration, please find attached Membrane Roofing and Vapor Barrier substitution request form and product data. (See attachments)
Submitted manufacturer is acceptable if they are capable of providing an 80 mil fleece-backed system with a 30 yr.
warranty. Submitted information does not reflect that a 30
yr. warranty is possible.
8 Substitution request submitted for IEC – Internation Environmental Corp Fan Coil Units manufactured out of OKC, OK. (See Attachment)
Yes, IEC fan coil units are an acceptable substitution.
Performance not reviewed at this time.
9 We'd like to submit some specs for pre-approval on this project. (Lighting, see attachment)
Light fixtures submitted in this prior approval submittal are preliminary approved for usage. Prior approval does not alleviate the contractor from formal shop drawing review process and light fixtures are not approved for ordering until the shop drawing process has been completed.
10 I would like to respectfully request your consideration of S327 80mil roofing membrane, as a substitution for the Ames National Laboratory Infrastructure Modernization (AIM) Project. Sika Sarnafil manufactures thermoplastic PVC membranes that are energy-efficient and meet Energy Star and LEED criteria for low slope and steep slope applications. (See Attachment)
Sarnafil is an acceptable manufacturer, however the proposed product must meet the specification (80 mil.
fleece-backed with 30-yr warranty). Product submitted does not appear to meet this criteria. The Sarnafil G410 product is more comprable to the specified product.
11 For the 1000kw NG generator are we able to substitute 2 500kw generators in parallel?
Basis of design is (1) 1mW NG and (1) 1mW Diesel.
12 For the 1000kw NG generator would another 1000kw diesel generator option be accepted?
Basis of design is (1) 1mW NG and (1) 1mW Diesel.
Diversified fuel sources are desired.
13 The 1000kw diesel generator shows a walk in enclosure but doesn’t have anything showing the NEC code clearance requirements. Would a skin tight enclosure with room to service the generator be accepted?
Drawings during latest addendum have been updated to show no more walk-in enclosures and all enclosures are to be skintight manufacturer enclosures.
14 Is the switchgear existing or does it need to be provided? Exterior PDC switchgear is new.
15 Metalux and Sure-Lites submittal request for approval.
(See Attachment)
Light fixtures submitted in this prior approval submittal are preliminary approved for usage. Prior approval does not alleviate the contractor from formal shop drawing review process and light fixtures are not approved for ordering until the shop drawing process has been completed.
16 Please confirm Appendix J - CONTRACTOR SAFETY &
QUALITY ASSURANCE INFORMATION QUESTIONNAIRE
is to be submitted during the project phase, not the proposal phase (as it was not requested in the RFP proposal submittal criteria.
The Appendix J – Contractor safety and QA questionnaire does need to be submitted with the technical proposal submission along with your company’s Health and Safety Manual as this will be evaluated as part of 1.4 Safety EMR, Culture and Safety Program.
17 Item C on the Representations and Certifications indicates to “SUBMIT your Representations and Certifications Supplemental to: Andrew Saxton via email at saxton@ameslab.gov.” Please confirm the intent is to submit this with our proposal to satisfy the requirement for Item 9 of the PRICE proposal.
Yes, please submit the completed Reps and Certs form as part of the price proposal which should be sent via email to Andrew Saxton.
18 Please confirm the goals listed on page 21 of the RFP under Small Business Subcontracting Plan are expressed as a percentage of subcontracted value (planned subcontracted dollars), not contract value.
The goals listed are the Ames Lab Target goals for Small Business Subcontracting which is a percentage of Ames National Labs overall actionable spend. We do not expect that the proposals submitted for this RFP necessarily meet these goals but rather provided our Lab’s goals as an example.
19 The RFP Proposal Instructions in Section B.4, b (related to Price Proposal Package instructions) indicate “DO
NOT CONVERT THE EXCEL SPREADSHEET TO PDF.”
Please provide clarification on the excel spreadsheet deliverable, or indicate if this is inapplicable, as an Excel Spreadsheet was not included in the proposal files.
If an Excel Spreadsheet is used for any of the required submission, we ask that you not convert it to a PDF so that we are able to use the Excel tools to filter or sort. If no Excel spreadsheet is used for any required submission, then please disregard this part. We did not require any particular document be submitted using Excel.
20 Please identify the prime contractor-required licenses/certifications for this contract.
All contractors should be licensed to perform their scope of work in the state and local jurisdiction where the work is being performed.
21 Please consider extending the proposal due date to 13 JAN 2025 due to the holidays and administrative requirements associated with the proposal submission.
The proposal due date will not be extended further. The current date is already an extension from the original due date.
22 Please identify any phasing restraints, including limitations on the number of lab rooms that can be occupied by construction at once, and the duration that construction can occupy each of the lab rooms.
Contractor should assume they can occupy up to one floor of a building at a time. Contractor will be working in active lab spaces that will not be vacated. Contractor is responsible to keep access clear and uncluttered and not leave materials in a room for an extended period of time.
There will be some exceptions. Once a contractor is selected, Ames Lab will work with the contractor to determine the sequence of work given the expected durations and means/methods the contractor is proposing.
Exiting and elevator access will need to be maintained during all construction phases as portions of each floor will be occupied during construction.
23 Please confirm that it is acceptable for the proposing contractor to submit their own phasing schedule with the proposal, which will be used as a basis for the project schedule following award.
The Contractor is encouraged to submit a phasing schedule which will be the basis for the project. After award, the Lab and Contractor will review the contractors phasing plan and make any minor adjustments as needed. The plan will have to be agreed upon by both the lab management and
GC.
24 Please confirm that construction can occur in multiple buildings/sites at once.
Confirmed--work can occur in multiple buildings/sites simultaneously if an appropriate number of crews are available to eliminate stalling and downtime in any specific work area.
25 Columbia and Beacon submittal request for approval.
(See Attachment) Light fixtures submitted in this prior approval submittal are preliminary approved for usage. Prior approval does not alleviate the contractor from formal shop drawing review process and light fixtures are not approved for ordering until the shop drawing process has been completed.
26 Is sustainability required for this project? If so, please provided the specification section showing the requirements.
There are no specific sustainability requirements as per DOE G 413.3-6B based on the size of the project. However, Ames National Laboratory prefers to strive towards High Performance Sustainable Building (HPSB) status and all work should aim to meet HPSB methodology if possible.
Construction waste handling will be monitored closely.
Product selection that exceeds required codes are preferred.
27 If sustainability is not required on this project is Factor No. 1.6 Sustainability applicable?
Sustainability aspects toward construction, maintenance and operations of the Laboratory is always required and considered. The Factor will remain as an evaluation step and contractors will be evaluated on the value they can bring to conduct work and help the Laboratory’s sustainability goals.
28 Is this project pursuing LEED certification? LEED Certification is NOT being pursued.
29 Per Addendum 3 Question 20 please confirm BIM is not required for this project.
Confirmed--BIM is not required on this project. AutoCAD and PDF as-built drawings are still required per the specifications.
30 Please provide updated davis bacon wages. Please use the Story County Wage Determination included in the original RFP for calculating wages/labor. The wages can change again between now and time of award so if equitable adjustment is necessary at the time of award then the awarded contractor can submit that request based on any wages that changed between the issuance of the original RFP and the Award.
31 Please advise if Appendix G is to be filled out and provided with our proposal. If so, what section is it to be provided in?
Appendix G may be signed and submitted once all subs are identified and this is not required to be included with the proposal submission but withing 10 day of receiving an award. We understand that not all subs may be identified with the submission of proposals.
