To All Interested Parties:
The United States Department of Justice, Federal Bureau of Prisons (BOP) is
Soliciting a Request for Proposals (RFP) for services to house a male inmate population at an existing government owned federal correctional facility in Taft, California. The facility contains one adult male low security FCI, and an adjacent adult male minimum security Camp.
The estimated Inmate population for the low security correctional institution is 1,770 inmates, and the Minimum security satellite camp is 585 inmates. The low security FCI will house a population of low security adult males consisting primarily of non-U.S.
citizens. The minimum security satellite camp will house a population consisting primarily of adult male minimum security U.S. citizens.
Services required include the management and operation of a Government owned/Contractor operated physical plant and the security & management of the inmate population at both facilities to include total operation. The contractor shall provide all necessary equipment and supplies for contract performance, with the exception of designated government furnished property. Faith-based and Community-based organizations can submit offers equally with other organizations for contracts for which they are eligible.
Following receipt of this RFP package please Complete the Offeror’s Intent to Propose located in Section J of the RFP, and forward it to the Contracting Officer at the email address provided. An opportunity for questions and clarifications will be provided at a Pre-Proposal Conference/Site Visit. The conference and the site visit will be conducted on May 09, 2017 at the Taft Facility. All questions must be submitted in writing by May 12, 2017. Answers to all questions submitted will be posted on the Federal Business Opportunities web site (www.fbo.gov) only. The conference will be located in the administration building located at 1500 Cadet Rd.
Taft, CA. 93268. If you plan to attend the conference/site visit you must give advance notification via email to j1bishop@bop.gov by May 2, 2017. Each individual attending the conference/site visit will be required to pass security requirements before entrance to the facility. Each individual that will attend the conference/site visit will be required to be associated with a company that has submitted its official intent to propose.
All potential offerors are advised that this solicitation includes the provision
52.204-7, System for Award Management (Oct 2016). This provision requires that all contractors doing business with the Federal Government be registered in the SAM database (www.sam.gov) . Offerors should include their Data Universal Numbering System
(DUNS) number in their offers on the Standard Form (SF) 33. The Contracting Officer will verify registration in the SAM database prior to award by entering the potential awardee’s DUNS number into the SAM database. Failure to complete the registration procedures outlined in this provision will result in elimination from consideration for award.

Specified on the SF 33, unless otherwise amended in writing by the Contracting
