Questions & Answers for RFPP0700CCPNP10137 – Parking Garage Solicitation
1. Can the Company Parking Attendants park their personal vehicles in the parking garage?
No, the Parking Attendants can not park their personal vehicles in the parking garage.
2. Will the Parking Attendants be required to park all vehicles daily?
The parking attendant will be required to park all Government vehicles. Personal vehicles owned by Government employees will be parked by the employee. If the employees vehicle is at any time blocking another vehicle, the employee will leave his or her keys in the car and the parking attendant will move the vehicle only to allow the block vehicle to move out of the park. The parking attendant will immediately park the vehicle back in the parking spot.
3. Will the company be required to obtain liability insurance?
Yes, at a minimum of $1,000,000. A copy of the Certificate of Liability Insurance must be received prior to award of the contract.
4. Will the parking attendants be required to wear a uniform? Who will purchase the parking attendant uniforms?
Attendants are required to have a basic uniform which must include the following:
a. Pants - Trousers only, no jeans or cargo pants are allowed
b. Shirt – Either collard button-down shirts or pull-over collared polo style shirts are acceptable
c. Name tag & Company logo
d. Uniform color is at the discretion of the contractor **Uniforms are to be furnished through the company.
5. Is there a minimum wage that is required?
Wages must be paid in accordance with the Davis Bacon Wage Rates.
6. What is a qualified attendant?
Attendant must have a valid driver’s license without any DUI or DWI convictions in the past 5 years. License cannot be probationary for any reason.
7. What background checks are required?
A full 5 year NACI clearance with hspd-12 card is required once every 5 years for all contract employees.
8. Is the award based on price or a combination of price and technical?
The award will be based on price and technical evaluations.
9. Should staff be subcontractors of the company being paid with 1099 or actual payroll with W2? What other items (i.e. supplies, tickets, time clocks) is the contractor responsible for providing?
The salaries of all employees of the garage, together with all items of payroll or employee taxes and fringe benefits shall be deemed operating expenses of the garage and payable out of income by the Contractor. Contractor is responsible for their own timekeeping & attendance related materials. Check tickets are not used at this facility & no other vehicle related supplies are expected to be needed at this time. The BOP provides the parking placard.
