Do you require two people on duty at all times? Is it okay to have less than two people working for part or all of the time? For example, while one takes a meal break or if one is sick for the day?
The hours of operation for the parking area are 6:00 am – 6:00 pm, Mon – Fri, excluding Federal Holidays. While two persons are not required to be on duty at all times, there is a period of overlap during the 12 hour work day. Reasonable flexibility toward meal breaks and sick days is accommodated under the current arrangement and will continue under a new contract.
How many vehicles park in the garage each day? Of those, how many are personal vehicles and how many are government?
Approximately 100, not more than 150 total vehicles are parked in the parking area. About 10 are Government owned.
SOW 3.5 says "the Contractor will ensure that all such keys are immediately removed from the vehicles and safely secured", but your Q&A says "the employee will leave his or her keys in the car." Please clarify which of these is the expectation.
The Q & A prevails. The employees are instructed to leave their cars unlocked, with the keys in the car. The parking areas are in a secured building, with security guard controlled access. Attendants do not control/monitor access.
When vehicles are double parked, is it acceptable to issue valet tickets and keep the keys locked in a key box rather than leaving them in the vehicles? If not, what is the contractors responsibility for ensuring the owner of the vehicle is the one claiming it?
No valet tickets are required or desired. The contractor is not responsible for security/claiming of the vehicles…entry and exit to the parking areas is strictly controlled by the agency/building security services.
Is there an incumbent contractor with employees who will be covered by the non-displacement rules?
There is an incumbent contractor, with its own employees, responsible for their own adherence to employment requirements, such as displacement, etc.
Are any District of Columbia labor laws in effect that exceed the SCA requirements for minimum wages, benefits, or other labor costs?
It is the responsibility of the offeror to verify and adhere to all applicable labor laws as applicable under a federal contract, in a federally leased building, for these services in the District of Columbia.
