AMENDMENT #4. dated 5/18/2017. shall incorporate the following changes:

Sections 8 (Phase II) and 16 (Phase Ill) are amended to reflect the requirement for offerors to submit pressure testing results conducted in-house or by a third party vendor. Of/erors shall submit a letter certifying their samples are compliant with the pressure test requirements as outlined in sections 8 and 16. This letter will include the actual test results documenting the pressures obtained during the offeror's pressure tests. In order to satisfy this requirement offerors are permitted an additional 30 days to submit the self-certifying letter, beyond the date the samples are due for testing. This does not change the due date for the cartridge samples to be delivered to the Government.

REMOVE: Section M.3.5 PHASE II (Page 105)

8. Pressure - ALL Total Possible: 90 Priority Factor: 9

Average chamber pressure will be measured by firing ten (10) rounds from each submission in accordance with recommended SAAMI voluntary performance standards based on the Piezoelectric Conformal Pressure Transducer system. The chamber pressure will be measured on the side wall of the case.

All pressure testing will be conducted utilizing a transducer which has been calibrated according to SAAM I recommendations.

Average chamber pressure for the ten (10) tested rounds will be evaluated to determine the compliance with recommended SAAMI specifications for Maximum Probable Sample Mean not to exceed 37,800 p.s.i. No single round shall exceed 42,300 p.s.i. (90% of the minimum proof loading of 4 7,000 p.s.i.).

The point value achieved for Pressure will be multiplied by the Priority Factor of 9.

ATTACHMENT 3 - MANUF ACTUER CHEKLIST

This checklist shall serve as a cover sheet to the Technical Proposal. Offers shall contain the appropriate data sheets along with all requested information in the following order:

__ Company background (i.e., capability to fulfill requirements);

__ List of key personnel and expertise;

__ Information on innovative technology;

__ List of prior experience in manufacturing a similar product of this size, scope, and complexity;

__ List of previous contracts [within the last three (3) years], not to exceed five examples;

__ Description of facility;

__ Certification that the ammunition is manufactured at the vendor's facility;

__ Copy of liability insurance;

__ Evidence of financial stability;

__ Data sheets and detailed drawings of the product;
