AMENDMENT #3. dated 5/10/2017. shall incorporate the following changes:
Remove: Section C.4.5 (Page 10)
For all cartridge types the primer shall be non-corrosive. Primers shall be staked/crimpled to ensure they remain in place when firing.
Replace: Section C.4.5 (Page 10)
For all cartridge types the primer shall be non-corrosive. Primers shall remain in place during the entire cycle of operation when firing.

Nothing contained in the below questions and answers constitutes a change to the terms and conditions of the solicitation. Any change to a term or condition will be issued through an amendment to the solicitation.

QUESTION 24:
Follow up question to response provided under Question 13
C.4.5 - States "Primers shall be staked/crimped to ensure they remain in place when firing." Our data indicates no issues with our products with an un-staked primer. Can this requirement be removed? The FBI answered that the requirement shall remain. We would like to respectfully request the FBI to reconsider their response. We have been successfully supplying the FBI with ammunition under contract without a staked/crimped primer for multiple decades. In our opinion, the addition of this requirement to our products would not add value or improve performance for the FBI. Thus, we would like to ask, again, if this requirement can be removed or modified to just read that the requirement is for the primer to remain in place. Historically, staking/crimping has been valuable with rifle ammunition, but is not a necessary pistol feature.

QUESTION 25:
Follow up question to response provided under Question 19
M.3.3 - States each offeror may submit only one submission for each category. Can this be modified to allow two samples, so we may offer 1 submission from each of our independent manufacturing locations? The FBI answered this that requirement shall remain as written. Again, we would like to respectfully request the FBI reconsider their response. Our contracting entity is the selling body for two distinct manufacturing locations with different ammunition technologies. Thus, in order for the FBI to get a true representation those technologies and to retain the power of evaluating and making the decision themselves (vs. industry deciding a preference), we suggest rewording to requirement to allow two submission, representing distinct products.
ANSWER: There is no requirement all of the products come from the same manufacturing location. An offor may contain multiple manufacturing locations as long as the offer contains one submission per category. Offerors are to submit their best product; therefore, the requirement shall remain.
