Ammunition when fired, shall not produce any metallic debris composed of ammunition components to include copper, nickel, or brass which could interfere with the cycle of operation of the firearm.

QUESTIONS & ANSWERS

The following questions and answers are provided for informational purposes only.

Nothing contained in the below questions and answers constitutes a change to the terms and conditions of the solicitation. Any change to a term or condition will be issued through an amendment to the solicitation.

QUESTION 1:

C.4.1 - Projectile Weight - SAAMI states that tolerances regarding projectile weight for all projectiles above 100 grains is the nominal weight ±1.5%. Is the projectile weight range from paragraph C.4.1 intended to apply to the nominal projectile weight or to individual projectile weight limits? For example if a 180 grain bullet submission is made and an individual bullet is found to weigh 181.1 grains, this is well within SAAMI tolerances for a projectile listed as 180 grains. Is this acceptable or should the weight range listed in paragraph C.4.1 be interpreted as an individual weight limit? In other words, is the SAAM I definition of bullet weight tolerance acceptable for the purposes of this solicitation?

ANSWER: For the purposes of C.4.1, the SAAMI definition of bullet weight tolerance is acceptable. However, individual bullet weights will be measured and utilized in testing. Specifically, the FBI will pull three bullets from each submission.

The average weight of these three pulled bullets will be utilized in the calculation of Power Factor (Phase II, test 3) and Average Percentage of Retained Bullet Weight (Phase II, Test 6).

QUESTION 2:

C.4.3 - Test Barrel - Please specify the type of rifling in the test barrel described in paragraph C.4.3 that will be used for multiple tests during the phase II testing. Will this barrel have cut rifling (square groove) or polygonal rifling?

ANSWER: The test barrel utilized does not have polygonal rifling. It has standard rifling.

QUESTION 3:

C.4.4 - Cartridge Case - Solicitation states that Service ammunition shall be manufactured from brass and "may be" nickel plated. Is it desirable to provide nickel-plating as opposed to brass shell cases for service ammunition?

ANSWER: It is preferred service ammunition be nickel plated; however, there are no penalties for any service submission which is not nickel plated.

QUESTION 4:

M.3.5 Phase II Testing - Steel Barrier - There appears to be a discrepancy between the steel barrier described in page 100 and page 101 of the RFP. Page 100 identifies 20 gauge "cold rolled steel" which is traditionally what has been called out in previous FBI RFPs. However, page 101 identifies the barrier as "316 stainless steel", which provides substantially different results than traditional cold rolled steel when pistol bullets are fired into these barriers. Please confirm that the steel barrier to be used in this testing is the traditional cold rolled carbon steel and not stainless steel?

ANSWER: 20 gauge (.036") Cold Rolled, Steel Sheet will be utilized for this testing.

QUESTION 5:

1.8 Option to Extend the Term of the Contract- subparagraph (c) states that the total duration of this contract, including the exercise of any options under this clause shall not exceed 10 years. Is it the FBI's intent to have a 10-year contract?

Section B.2 "Type of Contract" states "one (1) base year with four (4) possible additional one-year option periods".

ANSWER: REFERENCE AMENDMENT 1

QUESTION 6:

For sample submission can properly marked temporary packaging (with labels) be utilized with the acknowledgement that, upon contract award, packaging will fully comply with the SOW?

ANSWER: Temporary packaging is permitted for test samples.

QUESTION 7:

Because the SOW dictates use of a 4.5"/1:10" Test barrel (differing from prior .40S&W solicitations), it will be necessary to procure this new equipment from an outside vendor. The minimum anticipated delivery for this item is 6 weeks. Would you consider extending the solicitation due date 6 weeks to July 31, 2017?

ANSWER: The deadline for submission of offers shall remain the same.

QUESTION 8:

Reference C.4.2 - In regards to the frangible ammunition, it states the bullet shall not exhibit a hollow point. At what depth is a divot in the top of the bullet considered a hollow point?

ANSWER: Any "divot" in the nose of a frangible projectile which resembles traditional hollow point ammunition is unacceptable.

QUESTION 9:

Reference C.4.4 Cartridge Case - Is the year of manufacture or code required for submission or just upon award? All Hornady boxes have the lot number directly reflecting production date.

ANSWER: Section C represents post award requirements; this requirement would not apply to samples for evaluation purposes unless Section L specifically states samples are to have a head stamp that includes the year of manufacture and code.

QUESTION 10:

Reference C.4.4 - Are we penalized if we do not nickel plate our service ammunition.

Example - If there is a tie score would the nickel plated ammunition take precedence?

ANSWER: There are no penalties for a service submission which is not nickel plated.

QUESTION 11:

Reference M.3.5 - As velocities decrease, this can lead to changes in terminal performance as measured by expansion, penetration, etc. What is the definition and/ or parameters of "Optimal Terminal Performance" when comparing the Glock 22 to the Glock 27? For example - 10% variance in expansion or penetration?

ANSWER: Optimal Terminal Performance, for the purposes of this solicitation, is defined as follows: Lower limit should reflect the velocity where a projectile designed to expand would fail to expand when impacting a bare block of validated ballistic gelatin. Upper limit should reflect the velocity where, for example, a projectile could suffer structural damage inhibiting the projectile from performing as designed.

QUESTION 12:

C.4.4 Cartridge Case: The cartridge case shall bear the head stamp of the manufacturer and the caliber of the round. The year of manufacture or, alternately, a code letter to indicate the year of manufacture is required.

Will FBI waive the year of manufacture head stamp requirement for the PHASE 1, 2, & 3 samples?

ANSWER: Section C represents post award requirements; this requirement would not apply to samples for evaluation purposes unless Section L specifically states samples are to have a head stamp that includes the year of manufacture.

QUESTION 13:

C.4.5 states "Primers shall be staked/crimped to ensure they remain in place when firing."

Our data indicates no issues with our products with an un-staked primer. Can this requirement be removed?

ANSWER: This requirement shall remain.

QUESTION 14:

G.4 states the invoices are required to have the delivery date. Can this be updated to state the delivery or shipping date?

ANSWER: This requirement shall remain as written.

QUESTION 15:

1.4 Please clarify if this clause applies to this solicitation, since paragraph (a) states "any replacement pistol parts".

ANSWER: REFERENCE AMENDMENT 1

QUESTION 16:

1.5 States the order is considered "issued" when it is deposited in the mail. Can this be modified to read that the issue date is the date it is received by the contractor?

ANSWER: Federal Acquisition Regulations do not permit deviations to this clause.

QUESTION 17:

1.6 Please clarify the minimum order quantity. Paragraph (a) states the minimum is two pistols or two parts.

ANSWER: REFERENCE AMENDMENT 1

QUESTION 18:

1.8 Please clarify the shall not exceed timeframe of 10 years. Historically ammunition contracts have had a do not exceed period of no more than 66 months.

ANSWER: REFERENCE AMENDMENT 1

QUESTION 19:

M.3.3 states each offeror may submit only one submission for each category. Can this be modified to allow two samples, so we may offer 1 submission from each of our independent manufacturing locations?

ANSWER: This requirement shall remain as written.

QUESTION 20:

M.3.5 /Ransom Rest states BFU will conduct "settling" shots prior to shooting for record. Can the FBI please elaborate on a "typical" or expected number of settling shots based on historical testing?

ANSWER: The Ballistic Research Facility (BRF) will fire settling shots until evaluators feel the pistol is adequately settled. This typically ranges from 20 to 30 shots.

QUESTION 21:

M.3.5 /Penetration Test Event 3 Steel: (plOO) Calls out for the penetration test barrier to be "six inch pieces of 20-gauge cold rolled steel" but on page 101 under Barrier 7 - Sheet metal, it calls out for barrier material to be "20 ga (.036") 316 Stainless steel". Please clarify if the steel is galvanized or stainless.

ANSWER: 20 gauge (.036") Cold Rolled, Steel Sheet will be utilized for this testing

QUESTION 22:

M.3.5 The Power Factor is based on Glock 22 Velocity and has a narrow window to work within(± 45 to 50 fps with most common bullet weights). This is about the same average velocity window ammunition is loaded to using SAAMI test equipment. All

SAAMI test barrel velocities are corrected to SAAMI Reference ammunition. It will be difficult, if not impossible, to load ammunition that will always stay within the allowable Power Factor ifthe test guns are not normalized to SAAMI reference. Can the requirement be updated to base the Power Factor off SAAMI P&V equipment instead of field weapons or that the Glock 22 test weapon will be corrected with SAAMI reference ammunition?

ANSWER: This requirement shall remain as written.

QUESTION 23:

M.3.5 Is the 4.5" 1-lOin twist Test Barrel chamber cut to minimum SAAMI chamber dimensions and corrected for both pressure and velocity using SAAMI reference ammunition?

ANSWER: The chamber dimensions of the 4.5" test barrel are cut to SAAMI specifications. The 4" pressure barrel is also cut to SAAMI specifications.

Corrections based on SAAMI reference ammunition will be utilized in pressure testing.
