The purpose of Amendment #1 is to amend and modify the respective solicitation:
SECTION F- DELIVERIES OR PERFORMANCE: is hereby modified as follows:
ARTICLE F.1. PERIOD OF PERFORMANCE
a. The period of performance for the Base Year of this contract shall be from December 15, 2018 through December 14, 2019.
b. If the Government exercises its option(s) pursuant to the OPTION PROVISION Article in Section H of this contract, the period of performance will be increased as listed below:

C) Community Outreach Describe the rationale, plans, and procedures for community outreach and fostering interactions with current and future NIAID programs as described in the Statement of Work.

BUSINESS QUESTIONS
1. There are “TBD”s on pages 4, 15, and 53 related to dollar amounts (p. 4) or direct labor hours. Have these been determined or are they up to the proposer to cost dollars and labor commensurate with the tasking proposed to address the SOW?
ANSWER: These hours have not been determined and it is the potential offeror(s) responsibility to propose the dollar amounts.
TECHNICAL QUESTIONS
1. Do the Outreach Workshops (item F on p. 123 of the RFP) refer to the exhibit booths at conferences that are part of the current contract’s SOW? If so, 2 days is not adequate since exhibitors must be present for 3 – 4 days, depending on the conference, and additional time must be allocated for booth set up and tear down.
ANSWER: While the meeting itself may only take 2 days, with the travel, setup and breakdown it is more likely 3-4 days total.
2. The description of the Training/User Workshops (item D on p. 123 of the RFP) differs from the Annual Workshop described on p. 106 of the RFP. Are these two separate meetings or the same? If the same, which description is more accurate? In addition, is San Diego is stated the location for these meetings? That is fine with us, but it might not be appealing to other responders.
ANSWER: These are different meetings. One is an annual workshop to solicit feedback on the IEDB and the other is the user training (where they train others). One meeting will be held in the DC area the second meeting will be outside of the DC area.
3. Annual programmatic meeting. Cover the costs of 5 WG members? Are these IEDB WG members or Discovery Contract WG members?
ANSWER: A maximum of 5 external working group members (as listed on page 123 of the solicitation) are budgeted under Discovery Contract Working Group Members.
4. Items D and E in the SOW (pp. 106-107) are not explicitly mentioned in the recommended Table of Contents. Should these be included in the Outreach section or become their own, higher level sections?
ANSWER: Items D (“Database”) and E (“Interaction with NIAID Programs”) should become their own higher-level sections in the Table of Contents.
5. On page 77 of the RFP, it states “The following Section 508 accessibility standards apply to the content or communications material identified in this Statement of Work Performance Work Statement: To be specified.” Will the standards be specified?

ANSWER: Please refer to page 76/77 which states:
“Section 508 accessibility standards for HHS Web Site Content and Communications Materials Regardless of format, all Web content or communications materials specifically produced for publication on, or delivery via, HHS Web sites, including text, audio, or video, under this contract shall conform to applicable Section 508 accessibility standards. Remediation of any materials that do not comply with the applicable accessibility standards of 36 CFR Part 1194 as set forth herein shall be the responsibility of the Contractor.
