Offerors must acknowledge receipt of this amendment by identifying this amendment number and date of the amendment on each copy of the proposal submitted. Failure to receive your acknowledgement may result in the rejection of your proposal. Except as provided herein, all terms and conditions of the solicitation remain unchanged and in full force and effect.

BUSINESS QUESTIONS
1. Please advise as to the cut-off date for submission of questions to the contracting office. We recommend that the cut off be at least one month prior to proposal submission deadline in order to give the Government sufficient time to respond and potential bidders and bidders to incorporate changes into their proposals.
ANSWER: As part of this Amendment, we request that all questions be submitted to the Government no later than January 16, 2018, 3:00pm Eastern Standard Time.
2. Regarding Past Performance: Is there a limit on the number of references from major subcontractors? Is there a page limit on the content of past performance references?
ANSWER: Please refer to Attachment 1, B. Page Limitations. There is no limit. It is at the discretion of offerors to decide what number of references they will use within the page limitation guidelines. The page limitation requirement is only for the Technical proposal. There is not a page limitation for the business proposal section that is referenced on page 59 of the solicitation document.
3. Regarding Past Performance: The RFP specifies “A list of the last 5 contracts completed during the past three years, and THE LAST 3 CONTRACTS AWARDED currently being performed that are similar in nature to the solicitation.” Does this requirement specifically relate only to the prime contractor, or is this inclusive of prime, subcontractors, and personnel?
ANSWER: This requirement is inclusive of all prime, subcontractors and personnel.
As stated in the solicitation, “Contracts listed may include those entered into by the Federal Government, agencies of state and local governments and commercial concerns. Offerors may also submit past performance information regarding predecessor companies, key personnel who have relevant experience or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition.”
4. The RFP specifies “A complete cost proposal in the same format as the offeror's cost proposal.” Please advise if this requirement is to be understood that subcontractor(s) need to provide all of the information detailed under Business Proposal Instructions on pages 77 to 86. If not, please specify the subsections of L.2.c that must be addressed by the subcontractor(s). If subcontractors are required to provide all of this information, does this imply that they must submit a cost proposal in PDF format separate from the prime’s submission.
ANSWER: Offerors are to ensure that subcontractor(s) provide all the information detailed under Business Proposal Instructions on pages 77 to 86. The same applies to the prime, in the same format.

5. Will the Government be providing an estimate of labor hours to serve as guidance for bidders? Current information provided in RFP reads “TBD.”
ANSWER: Please see Attachment 4 and Attachment 3, under the section identified as Option(s).
