About this file

This document is a presentation slide deck from the Oregon Health Authority's Office of Contracts and Procurement regarding a Request for Grant Proposals (RFGP 5916-3) for regional tobacco prevention conveners. The Oregon Health Authority is seeking to onboard six regional conveners to strengthen commercial tobacco prevention efforts across the state, with a focus on addressing inequities related to menthol and flavored tobacco use in Black, African American, rural, frontier, and youth communities. Successful proposers will serve as regional hubs to deepen relationships with community partners, support the creation of a shared vision for culturally appropriate cessation options, partner with the Health Promotion and Chronic Disease Prevention section and the Tobacco Prevention and Education Program, assess and promote new cessation resources, and support cross-sector partners in embedding these resources into community-based programming. Proposers may express interest in serving up to three regions in order of preference. The proposal submission deadline was July 10, 2024, with an official question response deadline of June 28, 2024 at 5:00 p.m., and official answers posted by approximately July 3, 2024 through the OregonBuys portal.

Required proposal components include an executive summary, administrative proposal, technical proposal, disclosure exemption affidavit, proposer information and certification sheet, reference check form, price proposal form, COBID certification or outreach plan, responsibility inquiry, key persons and resumes, work samples, and other supporting materials. The grant award process involves negotiation of final program activities, work plans, and budgets between the Oregon Health Authority and selected recipients, with all awarded proposers designated as recipients upon execution of a grant agreement. Prospective proposers were directed to submit questions and requests for clarification via email to Tammy Hurst, the sole point of contact for the procurement, or through the OregonBuys procurement portal at support.oregonbuys@das.oregon.gov. No specific pricing information, set-asides, incumbent information, or contract term details were disclosed in the presentation materials.
