RE: Request for Proposal (RFP) No. DJF-18-2200-PR-0005401 Aviation Training Services
All Interested Parties:
This is a combined synopsis/solicitation for commercial aviation training prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The Federal Bureau of Investigation (FBI) is issuing solicitation RFP number DJF-18-2200-PR- 0005401 Aviation Training for various manufacturers’ aircraft. This solicitation utilizes policies contained in the Federal Acquisition Regulation (FAR) Part 12 in conjunction with the policies and procedures for solicitation evaluation and award prescribed in FAR Part 13.5, Simplified Acquisition Procedures, as appropriate for this acquisition. See Attachment 1 Statement of Objective (SOO).
The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97, updated 6 Nov 2017.
RFP - DJF-18-2200-PR-0005401 is issued on an unrestricted basis. The North American Industry Classification System code is 611512, Flight Training with a small business size standard of $27,500,000. Requirements under this solicitation will be awarded pursuant to Federal Acquisition Regulation (FAR) 13.5 and other specific requirements as outlined in this RFP with attachments.
The Government anticipates awarding multiple (a minimum of two) five-year, firm-fixed priced (FFP) Pre-priced Blanket Purchase Agreement(s) for Aviation Training Services. Offerors shall include a CAGE Code or DUNS number with their proposal.
Description of the Requirement:
The Contractor shall provide all supervision, labor, materials, incidentals, upgrades, and other services necessary to provide Federal Aviation Regulation certified training. The required instructional services are flight simulator services associated with a Gulfstream V, Gulfstream 550, Bombardier Q400, Cessna Citation Encore 560, Beechcraft King Air 90, Cessna Caravan 208B, Cessna 182/206 and UH-60 M/S70-M/S70-i aircraft. The Government reserves the right to revise or add additional aircraft training services as required. The Contractor shall perform these services in accordance with the terms and conditions of the resultant agreement and all attachments thereto, all Federal Aviation Administration standards, and federal, state, and local laws. See the list of attachments in the table below:
The combined ceiling of all Calls issued under the resultant BPA will not exceed $2,000,000 during the five-year period of performance.
Period of Performance:
Period of Performance: The total period of performance will be five years from the date of establishment of the BPA(s).
Commercial Clauses and Provisions:
FAR 52.212-1 Instructions to Offerors – Commercial Items (Jan 2017): This provision has been tailored to this procurement and is incorporated in full text in Attachment 3 Additional Clauses and Provisions. All terms and conditions of FAR 52.212-1 remain in effect in addition to any addendum provided via an attachment to this solicitation.
FAR 52.212-2 Evaluation – Commercial Items (Oct 2014): This provision has been tailored to this procurement and is incorporated in full text in Attachment 3 Additional Clauses and Provisions.
FAR 52.212-3 Offeror Representations and Certifications—Commercial Items (Nov 2017): Each offeror shall ensure this provision is updated at www.sam.gov. Failure to obtain SAM registration may result in submissions not being considered for award.
The Clause at FAR 52.212-4 Contract Terms and Conditions – Commercial Items (Jan 2017) is incorporated by reference in Attachment 3 Additional Clauses and Provisions and has the same force and effect as if it were given in full text.
