RFP No. DJF-18-2200-PR-0005401 Attachment 2 Statement of Objectives
Statement of Objectives (SOO)
For Aviation Training Services
Critical Incident Response Group
1 May 2018
1. Purpose:
The purpose of this SOO is to obtain Federal Aviation Administration- (FAA) approved Contractor support for pilot training, maintenance technician, and flight attendant emergency procedural training services relative to the operation of the Gulfstream V, Gulfstream 550, Bombardier Q400, Cessna Citation Encore 560, Beechcraft King Air 90, Cessna Caravan 208B, Cessna 182/206 and UH-60M/S70-M/S70-i aircraft. Contractor provided training shall cover normal and emergency flight procedures and successfully contribute to the pilot’s demonstration of complete control of all aircraft identified in paragraph 2. Background. This SOO describes the Objectives, Standards, and Expected Outcomes for the Contractor to provide qualified personnel and training services for aviation flight, maintenance, and emergency procedural training services necessary to achieve successful outcomes for all Performance Requirements specified herein.
2. Background:
The Federal Bureau of Investigation (FBI), Critical Incident Response Group (CIRG), Special Flight Operations Unit (SFOU) and Field Flight Operations Unit (FFOU) operates Gulfstream V, Gulfstream 550, Bombardier Q400, Cessna Citation Encore 560, Beechcraft King Air 90, Cessna Caravan 208B, Cessna 182/206 and UH-60M/S70-M/S70-i aircraft. Federal Aviation Administration (FAA) regulations require pilots to take and pass aircraft-type rating courses and pilot-in-command recurrence courses on an annual basis. FBI policy requires pilots flying these aircraft take and pass other platform-specific and non-platform-specific training courses.
Maintenance technicians who maintain these aircraft must receive initial and recurrent training in the airframe, power plant, and electrical/avionics systems of these same aircraft types. Flight attendants and other support personnel must receive training in emergency procedures.
3. Scope:
The Contractor shall provide all supervision, labor, materials, supplies, equipment, facilities, personnel and facility certifications, and other items as required to provide non-personal aviation, maintenance, and emergency procedural training using Contractor-provided instructors, facilities, and aircraft. All Contractor provided training shall meet or exceed Federal Aviation Administration (FAA) standards. The Contractor shall perform the services in accordance with the terms and conditions of the blanket purchase agreement (BPA) and all attachment thereto and all federal, state, and local laws. All changes to performance requirements herein will be executed via a written modification to the agreement. The Government will not exercise any supervision or control over Contractor personnel performing services herein. Contractor personnel shall be accountable solely to the Contractor who, in turn is responsible to the Government.
4. Contracting Officer Representative (COR):
The Contracting Officer (CO) will provide the Contractor a letter designating the Contracting Officer’s Representative (COR) to oversee the Contractor’s performance to ensure the Contractor meets all the terms and conditions as written in this SOW. The COR is responsible, as applicable, for: receiving all deliverables, inspecting and accepting the supplies or services provided hereunder in accordance with the terms and conditions of this contract; providing direction to the Contractor which clarifies the terms and conditions of the contract, fills in details or otherwise serves to accomplish the contractual scope of work; evaluating performance; and certifying all invoices/vouchers for acceptance of the supplies or services furnished for payment.
The COR does not have the authority to alter or modify the Contractor's obligations, contract terms, conditions, specifications, or cost. If as a result of technical discussions, it is in the Government’s best interest to alter/change contractual obligations or the scope of work, the CO will issue such changes via a written modification.
5. Performance Requirements:
Contractor provided training shall consist of initial/refresher/recurrent classroom and practical exercises (actual aircraft, flight simulator, or a combination of both) and shall meet or exceed all expected training outcomes. The following are Government objectives, expected training outcomes, and standards for specific aviation flight, maintenance technician, and flight attendant training.
6. Training Functions
A. Cessna 208B Initial and Recurrent Pilot Training
1. Objective: The objective of this training is for the student to become proficient in
Cessna 208B normal and emergency procedures, systems, limitations, and applicable federal aviation regulations/airman’s information manual.
2. Outcome: After the student’s successful completion of the training, the Contractor shall provide the student an endorsement for an instrument proficiency check (IPC) and/or flight review conducted in accordance with Federal Aviation Regulation 61.57 and a flight review in accordance with FAR 61.56.
3. Standards:
3.1 Up to two (2) FBI students are trained simultaneously
3.2 Simulator instructional services are associated with a Cessna Caravan 208B properly equipped with an analog instrument flight deck (non-G-1000 or EFIS).
3.3 Simulator instruction is conducted in a level C or D simulator, equipped with a King KLN 94 GPS and/or G530/430 GPS.
3.4 Instruction is focused on the pilot with no flight hours flying the Cessna 208B.
The Contractor shall rain no more than two (2) students simultaneously.
B. Cessna Caravan 208B Initial and Update Maintenance Training
1. Outcome: Upon the successful completion of the training, the students shall demonstrate proficiency in the basic maintenance practices and procedures of the Cessna Caravan 208B airframe, avionics, and power plant.
2. Standards:
3.1 Up to two (2) FBI students are trained simultaneously.
3.2 Airframe maintenance training is provided in accordance with that approved by the manufacturer, using a training device that is representative of the Cessna Caravan 208B aircraft.
C. Cessna Caravan 208B Advanced Troubleshooting
1. Outcome: Upon the successful completion of the training, the student shall demonstrate proficiency in performing advanced troubleshooting of systems of the Cessna Caravan 208B.
2. Standards:
2.1 Up to two (2) FBI students are trained simultaneously.

D. Cessna Caravan 208B Engine Run and Taxi
1. Objective: The objective of this training is for the student is to acquire an understanding of Cessna Caravan 208B engine run and taxi procedures for the Cessna Caravan 208B
2. Outcome: Upon successful completion of the training, the student shall demonstrate proficiency in the safe engine run and taxi normal and emergency procedures of the Cessna Caravan 208B aircraft.
3.2 Maintenance training is provided in accordance with that approved by the manufacturer, using a training device that is representative of the Cessna Caravan 208B aircraft
E. King Air 90 Initial Pilot Training
1. Objective: The objective of this training is for the student to demonstrate proficiency in King Air 90 normal and emergency procedures, systems, limitations, and applicable federal shall provide the student an endorsement for an IPC and/or flight review conducted in accordance with Federal Aviation Regulation FAR 61.57 and a flight review in accordance with
FAR 61.56.
3.2 Simulator instructional services are associated with a King Air 90, properly equipped with an analog instrument flight deck (non-EFIS).
3.3 Simulator instruction is conducted in a level C or D simulator, equipped with an analog flight deck (non-EFIS)
3.4 Instruction focuses on the pilot with no flight hours flying the King Air 90.
F. King Air 90 Recurrent Pilot Training
1. Objective: The objective of this training is for the student to demonstrate proficiency in King Air 90 normal and emergency procedures, systems, limitations, and applicable federal shall provide the student an endorsement for an IPC and/or flight review conducted in accordance with Federal Aviation Regulation 61.57 and a flight review in accordance with FAR 61.56.
3.2 Simulator instructional services are associated with a King Air 90, which is properly equipped with an analog instrument flight deck (non-EFIS).
3.3 Simulator instruction is conducted in a level C or D simulator, equipped with an analog flight deck (non-EFIS).
3.3 Instruction focuses on the pilot with more than one-thousand (1,000) flight hours flying a King Air 90 or has completed the King Air 90 initial pilot’s course.
G. Cessna 560 Citation Encore Initial Pilot’s Course
1. Objective: The objective of this training is for the student to be type rated in the Cessna 560 Citation Encore aircraft in accordance with FAR 61.58.

1. Objective: The objective for this training is for the student to maintain the student’s proficiency in the Cessna 560.
2. Outcome At the successful conclusion of the training, the student shall demonstrate proficiency in the maintenance practices and procedures of the Cessna Citation 560 airframe, avionics, and power plant.

K. Cessna 560 Advanced Troubleshooting
1. Objective: The objective for this training is for the student to become proficient in advanced diagnostics for the Cessna 560.
2. Outcome: At the successful conclusion of the training, the students shall demonstrate proficiency in the advanced troubleshooting techniques and practices dealing with the Cessna Citation 560 airframe, avionics, and power plant.

L. Cessna Citation 560 Engine Run and Taxi
1. Objective: The objective of this training is for the student to become familiar with

U. Gulfstream G550 Initial Pilot’s
1. Objective: The objective of this training is to provide simulator instruction for the pilot who is not already type rated in the Gulfstream G550
2. Outcome: At the conclusion of the training course, the student shall receive an FAA Type Rating in the Gulfstream G550 IAC FAR 61.58.
3.1 All training is conducted in an FAA-approved level “D” simulator representative of the Gulfstream G550 aircraft, certified for conducting type ratings and pilot-in-command proficiency checks in accordance with FAR 61.58
V. Gulfstream G550 Recurrent Pilot’s Training
1. Objective: The objective of this training is to provide simulator instruction for the pilot who is already type rated in the Gulfstream G550
2. Outcome: At the conclusion of the training course, the student shall receive a pilot-in-command proficiency check in the Gulfstream G550 IAC FAR 61.58.
3.1 All training is conducted in a FAA-approved level “D” simulator representative of the Gulfstream G550 aircraft, certified for conducting type ratings and pilot-in-command proficiency checks in accordance with FAR 61.58

2. Outcome: At the conclusion of the training course, the student shall be awarded a certificate of graduation allowing him/her eligibility to apply for the Airline Transport Pilot (ATP) certificate with an airplane category multiengine class rating as outlined in FAR 61.153 and 61.156.

RR. International Flight Scenario
2. Outcome: At the conclusion of the training course, the student shall a) have experienced a realistic international flight scenario in a simulator with special emphasis on flight planning and contingency procedures, to include training options for Atlantic, Europe, Pacific, Latin America, and Polar operations, and b) be able to demonstrate proficiency in international procedures in a simulated line-oriented flight environment.
SS. International Procedures Recurrent
2. Outcome: At the conclusion of the training course, the pilot who has taken international procedures in the past, but is in need of a recurrent training shall demonstrate proficiency in aircraft operations conducted in an international environment, based upon the prescriptions of FAA Handbook 8900.1, Volume 4 and Advisory Circular 91-70B, and ICAO Annexes 1, 2 and 6, Documents 7030, 8168, 9613, 9869, the GOLD Document along with Contingency Procedures from ICAO Document 4444.
TT. Cold Weather Operations Computer Based Training
2. Outcome: At the conclusion of the training course, the student shall demonstrate proficiency with cold weather hazards for flight department personnel.
UU. Simulator Based Upset Prevention and Recovery proficiency flight control and motion models developed and incorporated into Gulfstream G550 and GV simulators, including a) aircraft-specific ground school in advanced topics such as aerodynamics, performance, stability and control, and recovery techniques, b) simulator training ranging from low altitude full aerodynamic stall to high-speed flight envelope and extreme jet upset, and c) key tools to prevent in-flight loss of control and to recover from upset when prevention is not possible.
VV. Rejected takeoff, Go/No-Go Simulator Based Training proficiency in making decisions to either continue the takeoff or abort, based upon a two-pilot flight crew working through a challenging series of numerous different V1 decision scenarios that will allow them to become proficient in their flight department’s takeoff briefings and the go/no-go decision.
WW. Advanced Energy Management proficiency in the physics of operating Gulfstream aircraft during the descent phase of flight, based upon exposure to numerous different simulator scenarios that a) present tools available to understand their “energy state” at any given point on the descent, b) enable the prediction of whether stabilized approach criteria will be met, and, c) allow flight crews to act earlier in resolving any high energy problems affecting stabilized approaches.

Outcome: At the conclusion of this training, the student will have a thorough understanding of CRM as it pertains to aspects of a flight crew’s performance during a long-range international flight, to include a) simulation involving 2 pilots, b) aircraft issues encountered that significantly impact the passengers and require complex crew decision-making to respond, and c) the consequences of weaknesses in communication.

BBB. Initial Pilot Training UH60M
1. Objective: The objective of this training is for the student to become familiar and proficient in the operations of the UH-60M/S70-M/S70-i aircraft.
2. Outcome: At the conclusion of the classroom and simulator training, the student shall demonstrate familiarity and proficiency in normal and emergency procedures, aircraft systems, limitations, instrument flying, and applicable federal aviation regulations/airman’s information manual.
3.1 Classroom instruction should include the use of high quality motion graphics presentation of how systems work.
3.2 Classroom training shall be augmented by an interactive Graphical Flight-deck Simulator (GFS) for systems integration training, which students have access to during their training. This device should allow students to practice start up and shut down procedures, to include systems malfunctions and emergency procedures. (An example would be the GFS indicating a hydraulic malfunction, where in the student can select the appropriate switchology and on another screen see how the systems are actually working in relation to the malfunction and to the procedures implemented by the pilot
3.3 Flight training shall be conducted in a full motion Level D or equivalent simulator.
3.4 Training shall be conducted under the assumption that the pilot has no experience in the UH-60M aircraft.
3.5 The vendor should be able to accommodate up to four students annually. The students shall be able to fly in the simulator together so that crew coordination can be practiced and evaluated throughout all simulator flights.
3.6 All training shall be conducted at a facility that is solely owned by the vendor to include; the classrooms, GFS, and the full motion Level D or equivalent simulator.
The FBI’s requirement for training its pilot is critical and cannot rely on the unpredictability of third party companies that lease from other vendors.
3.7 Due to the inherent unpredictability of the FBI’s mission, the vendor should have a flexible cancellation policy that will not penalize the FBI for short notice course cancelations.
3.8 The student shall receive a certificate of training within five calendar days of the completion of the training.
CCC. Transition Pilot Training
1. Objective: The objective of this training is for the student to become familiar and proficient in the operations of the UH-60M/S70-M/S70-i aircraft.
2. Outcome: At the conclusion of the classroom and simulator training, the student shall demonstrate familiarity and proficiency in normal and emergency procedures, aircraft systems, limitations, instrument flying, and applicable federal aviation regulations/airman’s information manual.
3. Standards:
3.1 Classroom instruction should include the use of high quality motion graphics presentation of how systems work.

The FBI’s requirement for training its pilot is critical and cannot rely on the unpredictability of third party companies that lease from other vendors.
3.7 Due to the inherent unpredictability of the FBI’s mission, the vendor should have a flexible cancellation policy that will not penalize the FBI for short notice course cancelations.

DDD. Recurrent Pilot Training
1. Objective: The objective of this training is for the student to maintain proficiency in the operations of the UH-60M/S70-M/S70-i aircraft.
2. Outcome: At the conclusion of the classroom and simulator training, the student shall demonstrate proficiency in normal and emergency procedures, aircraft systems, limitations, instrument flying, applicable federal aviation regulations/airman’s information manual, and special mission tasks to include but not limited to, high altitude performance flying and shipboard operations.
3. Standards:
3.1 Classroom instruction should include the use of high quality motion graphics presentation of how systems work.
3.2 Classroom training shall be augmented by an interactive Graphical Flight-deck Simulator (GFS) for systems integration training, which students have access to during their training. This device should allow students to practice start up and shut down procedures, to include systems malfunctions and emergency procedures. (An example would be the GFS indicating a hydraulic malfunction, where in the student can select the appropriate switchology and on another screen see how the systems are actually working in relation to the malfunction and to the procedures implemented by the pilot.
3.3 Flight training shall be conducted in a full motion Level D or equivalent simulator.
3.4 Training will focus on certified helicopter pilots who have already successfully completed the UH-60M vendor initial training.
3.5 The vendor should be able to accommodate up to 24 students annually. The students shall be able to fly in the simulator together so that crew coordination can be practiced and evaluated throughout all simulator flights.
3.6 All training shall be conducted at a facility that is solely owned by the vendor to include the classrooms, GFS, and the full motion Level D or equivalent simulator. The FBI’s requirement for training its pilot is critical and cannot rely on the unpredictability of third party companies that lease from other vendors.
3.7 Due to the inherent unpredictability of the FBI’s mission, the vendor should have a flexible cancellation policy that will not penalize the FBI for short notice course cancelations.

EEE. Cessna 182/206 Pilot Training
1. Objective: The objective of this training is for the student to maintain proficiency in the operations of the Cessna 182/206 aircraft.
2. Outcome: The outcome of this training is the student’s proficiency in a Cessna 182 or 206 aircraft produced by Cessna/Textron Aviation, which is properly equipped with a Model G-1000 Integrated Flight Deck that is produced by Garmin, Ltd.
3.1 Simulator or Flight Training Device (FTD) training will be conducted in a simulator or FTD which is representative of a Cessna 182 or 206, properly equipped with a Model G-1000 Integrated Flight Deck that is produced by Garmin, Ltd.
3.2 At the conclusion of the classroom and simulator/FTD training, the students shall be proficient in normal and emergency procedures, instrument procedures, aircraft systems, limitations, and applicable federal aviation regulations/airman’s information manual.
3.3 Up to four (4) FBI students are trained simultaneously and up to one-hundred fifty (150) students trained annually.
7. General Requirements
This Section describes the general requirements for this effort. Each sub-sections provides details of relevant circumstances that the offeror shall consider in formulating its approach for supporting the government’s achievement of each Objective.
8. Place of performance
Training is to be conducted during normal business hours. Training of FBI’s pilots is not to be conducted between the hours of midnight and 6:00 a.m., including flight, pre, and post-flight briefings. A maximum of three hours of flight instruction per day or eight hours of ground school per day per student is permitted. If ground and flight instruction are combined in a single day then a maximum of ten hours of training per day is permitted. To maintain continuity between flight training sessions, the contractor is requested to minimize the switching of flight instructors between sessions.
9. Contractor Course Materials
Within the first two weeks after contract award, the contractor will forward a copy of the contractor’s syllabus and courseware for each class to the COR and the CO.
10. Course Scheduling
Classes shall be scheduled by direct contact between the COR or a designated flying unit scheduling point of contact and the contractor. Scheduling shall be accomplished after issuance of a funded task order by the Contracting Officer (CO) in accordance with the ordering clause Federal Acquisition Regulation 52.216-18 – Ordering. In the event agreement cannot be reached on scheduling of a class or classes, the matter shall referred to the CO for resolution.
11. Course Cancellation
The Government shall notify the contractor in writing of any class cancellation in accordance with the contractor’s cancellation policy, or 15 calendar days prior to the class start date, whichever is closest to the scheduled start date. In the case of an emergency (i.e. death, injury, illness, mission essential task, or an emergency which requires the scheduled training to be cancelled in the best interest of the Government), the Government will not be liable for payment.
12. Unsatisfactory Academic Performance
Students whose academic progress does not meet the standards established for the course will continue in training and will be reported within 24 hours to the COR, and the student’s unit of assignment. The student will remain in class until disposition instructions are received from the COR. If a pilot has not met required proficiency standards after completion of the training, the contractor shall promptly notify the COR.

Forward to COR, unit of assignment, and the Contracting Officer when student receives an unsatisfactory course grade.
15. QUALITY ASSURANCE
In accordance with the Federal Acquisition Regulation 37.6, 46.4, and clause 52.212-4, Contract Terms and Conditions – Commercial Items, (Jan 2017), the Government will evaluate the contractor’s performance under the contract. To that end, a Quality Assurance Surveillance Plan (QASP) detailing quality assurance/surveillance responsibilities, methods, procedures, and performance thresholds shall be issued with the contract.
