Project director is not mentioned, is the project director also considered key personnel? | no | |
| Paragraph F.2 states “The period of performance for completion of all work under this contract shall be five (5) months from the award date”. Does this mean that each task order will be 5 months in duration? Is the entire effort 5 months in duration? | The IDIQ POP is 5 years. Each task's POP is TBD. | |

| General – For each Demonstration Project, does CMS envision multiple awards to different vendors to perform different service offerings, such as one task order award for Project and System Management Services, another for Security Services, and another for IT Development Services, or will CMS expect to make a single task order award and require the awardee to perform all of the services? | Multiple awards are an option or a single award may be made depending on the nature of the work and the vendor's proposal. Each proposal shall be evaluated to determine what is the best means for achieving the required work. | |

| SOW - Page 13 of 64, Para 1.5: The last Sub-paragraph in Paragraph 1.5 states: “The period of performance for this contract is five years;” Other sections of the RFP, i.e., SOW Paragraph 2.3.27 on Page 20 of 64, states: “The duration of the contract is an initial one year base period with an optional one year extension (up to 4 extensions) for a maximum contract length of y years.”. See also SOW Paragraph 11, Page 63 of 64. Question: Will this contract be for a Base Period of 5 Years, or a One Year Base Period with Four One Year Options? | The IDIQ is for 5 years (no option years). | |
| RFP – Section F, Page 10, Para F.2: This Paragraph states: “The period of performance for completion of all work under this contract shall be five (5) months from the award date. Question: To which “award date” is the government referring? The ID/IQ or the Task Order? The last Sub-Paragraph of SOW Paragraph 1.5 on Page 13 of 64 states: “..individual Task Orders will be issued during the five years from the effective date of award and may continue to be effective for five years after the Task Order’s effective date.” | The IDIQ is for 5 years (no option years). | |
| RFP – Section F, Page 10, Para F.2: This Paragraph states: “The period of performance for completion of all work under this contract shall be five (5) months from the award date. The last Sub-Paragraph of SOW Paragraph 1.5 on Page 13 of 64 states: “... individual Task Orders will be issued during the five years from the effective date of award and may continue to be effective for five years after the Task Order’s effective date.” Question: These two paragraphs seem to contradict each other. Is the duration 5 months or a maximum of 5 years? | The IDIQ is for 5 years (no option years). | |
| RFP – Section L, Page 44, Para L.2: Just prior to Paragraph L.2.A, it states: “The technical proposal is limited to 25 pages for all sections listed in Subsection L-4.1…”. It is assumed the reference was meant to be to Subsection L.4, and more specifically the Chapters 1 through 5 listed on Page 44. Question: Is this a correct assumption? | 75 pages max, cover page and table of contents counts. | |
| RFP – Section L, Page 44, Para L.2: Just prior to Paragraph L.2.A, it states: “The technical proposal is limited to 25 pages for all sections listed in Subsection L-4.1…”. In Subsection L.4, on Page 45, it states: “These five chapters combined are not to total more than 75 single-spaced (one sided) pages. It is assumed what is meant is that the maximum page count for any of the Five Chapters, excluding Chapter 1 which is limited to 2 Pages, is 25 Pages, but the total page count for all Five Chapters combined cannot exceed 75 Pages. Question: Is this a correct assumption? | 75 pages max, cover page and table of contents counts. | |
| RFP – Section L, Page 44, Para L.4: The first sentence of this Paragraph states: “The offeror must respond to all aspects of the scope of work that are relevant to the specific services the offeror wishes to undertake.” Question: Does the above statement mean that the Offeror may choose and propose the offerors choice of the eight Services, and the Offeror does not necessarily need to propose all eight Services? | You are required to submit technical proposals for tasks referenced in table 1 and business proposals for tasks referenced in tables 2, 3, and 4. | |
| RFP - Section F.2, Page 8: This section states, “The period of performance for completion of all work under this contract shall be five (5) months from the award date.” Question: Can the period of performance and the anticipated award date be confirmed? | The POP for the IDIQ is 5 years. The award date will be before the end of the fiscal year. | |
| RFP – Section G.12, Page 12: This section discusses, “Service of Consultants”, The FAR defines consultant as a person that is not an officer or employee of the company. DOL defines employee as a person that gets a W2 at the end of the year. If a person is not issued a W2 at the end of the year but rather gets a 1099 but in all other respects performs like an W2 employee (fills out time cards, works under company supervision and uses company facilities) is that person a consultant? Question: Is it the government’s intent that this section be filled in as part of our response? | We only anticipate this to be filled out for each task order. | |
| RFP – Section G.12b, Page 12: This section states,”… the contractor shall be reimbursed in accordance with the rate(s) set forth below.” Question: Are the rates in this section the direct cost of the consultant or loaded rates inclusive of indirect and fee? | These will be loaded rates but they may be TBD for each task order. | |
| RFP – Section G.12b, Page 12: This section states,”… the contractor shall be reimbursed in accordance with the rate(s) set forth below.” Question: Given that the contract type is CPFF, will we be reimbursed at what our actual costs are or will the rates in G.12 prevail? | yes, but only for allowable and reasonable costs. | |
| RFP – Section L, Page 41: This section discusses the proposal instructions. Question: There is no mention of the cost detail required for sub contractor, was this intentional? (Or is this detail to be incorporated into the main cost proposal) | All cost and pricing data, including for subcontractors, to allow the should be included in the proposal. | |
| RFP – Section L.4, Page 44: This section discusses the proposal instructions and states, ….”The technical proposal is limited to 25 pages for all sections listed in Subsection L-4,” however further in the section it states,” These five chapters combined are not to total more than 75 single-spaced (one-sided) pages. Question: Which page limit applies to the five chapters, which also comprise L.4? | 75 | |
| RFP - Section L.4, Page 44: This section discusses the proposal instructions and references, “RDIS Components”, but the term is not defined. Questions: Can the term RDIS Components be defined? (Should we assume the components are the enterprise services we believe would be necessary to support the Future Scenarios described in Section 5 of the SOW) | You're assumptions are correct. | |
| Full RFP – General Question: The RFP solicits innovation and new approaches that reflect industry best-practices. Question: Can our technical approach include recommendations that fall in this category but may not be fully supported by the current CMS IT environment? | yes | |
| RFP – Section B.3 Page 6: This section discusses the schedule, Question: Does the Government intend for offerors to price sample tasks. If the Government’s intent is for offeror to price sample task, when will the government provide the SOW for the sample task(s) to be priced? | The tasks referenced in tables 2,3, and 4 should be priced out. | |
| RFP – Section C.3 Page 7: This section discusses “Incorporations, Representations, and Certifications.” Question: Will The Contracting Officer accept a printout copy of the Representations and Certifications from the ORCA Database? | yes | |
| RFP – Section F.2 SOW, Section F.2 – Page 10, SOW Page 10 of 13: Question: Which period of performance is correct? | The IDIQ's POP is for 5 years. | |
| CMS envisions multiple awards to different vendors to perform different service offerings. | |
| General – The RFP Package appears to indicate that CMS seeks to obtain many different types of services under this procurement. For example, IT Project and System Management Services, Requirements Development Services, Development Services, etc. Will , or will CMS be seeking teams that can address each of these Service Areas as a whole? Information in the Business Proposal Instructions appears to indicate that some Service Areas may be optional (see the information in Tables 2, 3 and 4). | CMS will be selecting and evaluating proposals against each of the areas (tasks) separately. | |
| Proposal Instructions/SOW General Question Regarding Sample Tasks – For each of the sample task orders that offerors are required to price, can you please provide more details regarding the projected number of users for each system, the estimated number of JAD Sessions, Requirements, Design Meetings, and time frames for development and the estimated level of effort? Providing these additional data will allow offerors to more accurately price the tasks and provide CMS with more robust proposals in the same competitive range. | This information is not available at this time. | |
| SOW Section 9 – Deliverables – D Are the deliverables listed in Section 9 provided as examples that would be due for a given Task Order or does CMS envision these would be due with the award of the IDIQ? | The list of deliverables would be required for each task order awarded. | |
| SOW Section 8.2 – The Key Personnel listed appear to be specific to individual task orders rather than for the management of the overall IDIQ. If an award is made for the overall IDIQ but no specific task orders at the time of award, then it will be challenging for bidders to provide 5 key individuals without task orders for them to charge to. Does CMS require key personnel for the overall IDIQ and specific individuals, such as those listed in 8.2, on a task order basis? | CMS only requires key personnel on a task order basis. | |
| Will the Chronic Conditions Warehouse (CCW) vendor be conflicted out of participating in this procurement? | no | |
| Will vendors performing ST&E services on behalf of CMS be conflicted out of development activities under this procurement? | Yes, but only if a vendor is doing development on the same system they are performing ST&Es. | |
| General - Can you please clarify whether CMS requires a 25 page (listed in L.2) or 75 page (listed in L.4) response? Both page counts are listed at various locations in the RFP Package. | 75 | |
| General - Does CMS require a full technical proposal for each of the sample task orders, or simply pricing for each? | There should be 1 technical proposal and 3 business proposals delivered. | |
| Evaluation Criteria B – This criteria states CMS will assess the background and experience of the Key staff including the Project Director, however, this position is not listed as a Key Resource in other sections of the proposal. Can you please clarify the number of key staff for this opportunity? | Project Director is not a key resource. Key Contractor Personnel is listed in section 8.2 of the Statement of Work. |
