SUBJECT:
Zone Program Integrity Contractor (ZPIC)
RFP-CMS-2007-0027 for Cycle One: Zones 4, 5, and 7 You are invited to submit a proposal in response to the subject Request for Proposal (RFP). CMS anticipates awarding one “single” Indefinite Delivery Indefinite Quantity (IDIQ) ZPIC Contract for each Zone (4, 5 and 7) PLUS two (2) corresponding task orders for each Zone as follows:
Zone 4:
Contract: IDIQ umbrella contract
Task Order 0001 – Medicare Parts A & B, DMEPOS, and HH+H
Task Order 0002 – Medicare-Medicaid Data Matching Program
Zone 5:
Zone 7:
Contracts for the three (3) Zones will be awarded as separate, stand-alone, IDIQ contracts, i.e., no multiple awards for each Zone, no competitions among Zones will be held for task order awards, etc. One (1) ZPIC contract will be awarded for each Zone and that same ZPIC will be awarded the corresponding two (2) task orders. Therefore, the Offeror that submits a proposal for any Single IDIQ contract must also submit proposals for the two (s) accompanying/corresponding Cost-Plus-Award-Fee task orders in order to be considered for award. If an Offeror chooses to propose on more than one Zone, you are cautioned that each Zone will be evaluated independently in accordance with the criteria outlined in Section M of this solicitation.
You are instructed to review the attached RFP Section L, Proposal Instructions, for detailed instructions as to the contents and limitations of the proposal and special contract requirements. Offerors must submit a proposal checklist with each proposal in accordance with the Business Proposal Instructions.
CMS will enable the Interested Vendors List Module (IVL) on Federal Business Opportunities (FBO) for this solicitation. The IVL Module allows vendors to register their interest in submitting proposals in response to this solicitation and allow all vendors to view other interested vendor’s contact information for teaming and subcontracting purposes.
Please be advised that this RFP does not commit the Government to pay any cost for the preparation and submission of a proposal. In addition, the Contracting Officer is the only individual with the legal authority to commit the Government to the expenditures of public funds in connection with the proposed procurement.
CMS will host a Pre-Proposal Conference on Wednesday, October 17, 2007 from 1:00 pm to 5:00 pm local prevailing time. The conference is open to all interested Offerors. Pre-Proposal Notification and Registration Instructions are incorporated as part of this solicitation as Exhibit 4 (E.4).
Thank you for your interest in this solicitation. Any questions may be directed to Gina Romano, Contract Specialist, Gina.Romano@cms.hhs.gov, 410-786-8645.
Sincerely, Theresa Schultz
