About this file

This is an Outreach Plan attachment (Attachment F) from an Oregon state RFP focused on the Administration, Maintenance, Operations, and Support of the Community Solar Program. The document is designed to collect information about proposers' relationships with and commitments to Certified Firms, which are defined as small businesses certified under ORS 200.055 by the Oregon Certification Office for Business Inclusion and Diversity (COBID) as minority-owned, woman-owned, service-disabled veteran-owned, or emerging small businesses.

The form requires proposers to disclose their own certification status, list their contractual relationships with Certified Firms over the past two years, identify potential subcontracting opportunities, and describe steps they will take to solicit Certified Firms for subcontracting opportunities. Proposers must also indicate whether they would be willing to report subcontractor identities and contract values to COBID if awarded the contract. While this information is collected as part of the procurement process, the document explicitly states that responses to these questions will not be considered in any scored evaluation.
