About this file
This document is Attachment H, a Summary of Current Platform Functionality for the Oregon Community Solar Program (CSP), dated February 2025. The document outlines the critical functionality requirements for the CSP platform, which serves as the primary data and information system for Oregon's Community Solar Program. The platform must support various actions by Project Managers (PMs) including accessing training materials, uploading pre-certification and certification applications, managing subscriber data, and generating reports. The Program Administrator (PA) must be able to review, validate, and manage program data for at least 20 years of operation, including project-specific information, subscriber data, and financial transactions.
The platform must handle complex calculations and verifications including subscribed and unsubscribed capacity, participant eligibility, bill credits, fees, and program compliance. It needs to accommodate various operational scenarios such as alternate billing cycles, off-bill billing, multiple project subscriptions, suspended participants, and different fee structures. The system must process utility data transfers via CSV files containing project generation data, customer status, energy usage, and payment information. The platform must be capable of managing thousands of participants while maintaining security and user-friendliness throughout its operation.
