About this file

This is a Reference Check Form attachment to RFP #S-63500-00014501 issued by the Oregon Department of Fish and Wildlife (ODFW) for aerial capture of California Bighorn Sheep for population monitoring and management. The reference check process requires proposers to submit completed forms from four professional references, with at least three references being non-ODFW entities and one reference being either from a different firm/client or from ODFW. Proposers must provide reference names and contact information on a separate Attachment D form for each reference. The ODFW will make three contact attempts to each provided reference, with failure to reach a reference resulting in a zero score for that evaluation. The reference check component is worth 40 total points in the proposal evaluation.

The reference check evaluation utilizes a 0-10 rating scale (0 = Not satisfied, 5 = Moderately satisfied, 10 = Extremely satisfied) across seven scored criteria: overall quality of services and relationship; safety performance; responsiveness to customer service issues; pilot and crew responsiveness to feedback and special requests during capture operations; experience and ability to safely capture sheep in steep rugged terrain; care and handling of captured animals with documentation of injuries, mortalities, and post-release complications attributable to capture myopathy; and likelihood of continued contractor engagement for future projects. This evaluation framework assesses technical competency, operational safety, communication effectiveness, and animal welfare outcomes critical to the success of the aerial capture operation.
