Questions and Answers Document Summary

This document is a Questions and Answers (Q&A) file for RFP AFRL-PZLEQ-2026-0002, a federal contract opportunity for STEM outreach and educational programming services. The Q&A contains 40 numbered questions and answers dated February 4-27, 2026, addressing clarifications on solicitation requirements, scope, and contracting terms.

The procurement will result in the award of a new, competitively awarded single-source IDIQ contract under FAR 15.3 to be performed over five years (base year plus four option years) under NAICS code 611710. Task Order 1 will be accomplished at Wright-Patterson Air Force Base (WPAFB), with future task orders potentially executed at other AFRL sites. The contract will employ a hybrid pricing structure with both Fixed-Price (FFP) and Time and Materials (T&M) CLINs, with prepopulated travel and materials costs representing not-to-exceed ceilings. The effort consolidates existing AFRL STEM Pipeline initiatives into an enterprise-level vehicle and encompasses multiple functional areas including informal STEM education, youth outreach programs (Wizards of Wright!, FIRST LEGO League, FIRST Tech Challenge, SEMEDS, Job Shadow Day), curriculum development, volunteer management, event coordination, and facility operations. Not all task orders will require certified teachers, and teacher certification requirements will be determined at the task order level. The competition is full and open with no small business set-aside. Key personnel working in Building 196 must maintain continuous on-site staffing during regular business hours (0730–1630) with flexibility for evening, weekend, and holiday events. Contractors are responsible for trailer acquisition, maintenance, transportation, insurance, and associated liability coverage, with annual maintenance documentation required. A data rights clause will govern treatment of proposer background intellectual property. Task Order 1 requires CMMC Level 1 compliance, with future task orders potentially requiring different levels. The Government will not furnish vehicles, facility upkeep services (security, custodial, IT, utilities, maintenance), or transition periods for new contractors. Program continuity and existing structures are priority objectives, with no plans for staff growth despite anticipated increases in program reach and volunteer participation.

Date # RFP Section Page Question Answer 4-Feb-26 1 May I ask if you happen to know whether this opportunity is expected to be released via a specific contracting vehicle (e.g., GSA MAS, OASIS+, an Air Force IDIQ/BOA, or another agency contract)?

This effort will not be released under a specific contracting vehicle, this effort will result in the award of new, competitively awarded single source IDIQ under

FAR 15.3

5-Feb-26 2 SOW Does the inclusion of multiple functional areas in the SOW indicate that these activities are authorized if required via individual task orders, rather than an expectation that all areas will be exercised? Further, can the Government provide any context regarding typical task-order cadence and expectations for execution timelines following task-order award?

The multiple functional areas in the SOW indicate that the activities may be required in one or multiple task orders. There is no further context that can be provided at this time regarding cadence and expectations for execution timelines.

5-Feb-26 3 SOW The SOW and PWS appear to clearly encompass informal STEM education and outreach;

however, the requirement for teacher certification introduces ambiguity regarding the Government’s intent to include formal classroom-based instruction. Can the Government clarify whether certified teachers are required for all educational activities, or only for specific instructional contexts, and identify those contexts?

Not all task orders will require certified teachers and qualifications will be determined at the task order.

5-Feb-26 4 SOW Is participant employment placement (e.g., hiring into AFRL, DoD, or the Defense Industrial Base) considered a programmatic outcome or informational indicator of success for the STEM pipeline activities described in the SOW, as opposed to a performance requirement under the contract?

No, it is not a performance requirement.

5-Feb-26 5 SOW How is the Government treating proposer background intellectual property (e.g., curriculum, media products, reports)? 1) Honor a data rights assertions table? 2) Require performers assign copyright to the Government pursuant to 17 USC 105 as a gratuity to the Government? 3) Compensate performers to re-create protected works?

A data rights clause will be inserted into the solicitation.

5-Feb-26 6 SOW What Cybersecurity Maturity Model Certification (CMMC) is required? What categories of Controlled Unclassified Information (CUI) are performers required to create, receive, process, or otherwise handle?

We will be Level 1 for Task Order 1. Future Task Orders may require other levels.

5-Feb-26 7 PWS How should the PWS be interpreted with respect to place of performance, including the relationship between Wright-Patterson AFB, the Greater Dayton Area, and other permissible locations, and whether place of performance is task-order specific, with future task orders potentially identifying different or broader geographic performance areas?

Task Order 1 is accomplished at WPAFB. Other taskers will be accomplished at other AFRL sites. Jessica will take another look at the IDIQ SOW to ensure it reflects an enterprise vehicle.

5-Feb-26 8 PWS How should the requirement to “operate” the STEM Outreach Facility be interpreted with respect to programmatic management versus physical facility operations, and which support services (e.g., security, custodial, IT, utilities, and maintenance) are expected to remain Government-provided?

The operation and upkeep of the facility (security, custodial, IT, Utilities, and maintenance) are performed by personnel at WPAFB. Facility upkeep will not be included in the scope of this contract.

5-Feb-26 9 PWS The PWS requires continuous on-site staffing at Building 196 during regular business hours (0730–1630) and notes the need to support occasional evening, weekend, and holiday events.

Can the Government clarify whether flexible staffing arrangements that allow for coverage during these non-standard hours—potentially leaving Building 196 unoccupied for short periods—are permissible, or whether maintaining continuous on-site staffing in Building 196 is the priority?

It is permissible to accomplish the mission.

5-Feb-26 10 PWS What is the Government’s intent regarding the PWS teaching certification requirement for the Robotics / FIRST LEGO League Project Manager role? Specifically, does the PWS allow instructional responsibilities to be performed by certified personnel while administrative or logistical program management is performed by separately qualified personnel or staff with equivalent professional experience?

There are no instructional responsibilities for the FIRST LEGO League Project Manager. The FLL program has an in-class pack that requires knowledge of grade specific curriculum in the classroom.

5-Feb-26 11 PWS How should the PWS be interpreted with respect to allowable travel costs, including the application of applicable discounts, handling costs, treatment as direct versus indirect costs, and acceptable documentation for reimbursement and audit purposes?

The contractor shall follow the Joint Travel Regulations

(JTR).

5-Feb-26 12 PWS How is the Government treating proposer background intellectual property (e.g., curriculum, media products, reports)? 1) Honor a data rights assertions table? 2) Require performers assign copyright to the Government pursuant to 17 USC 105 as a gratuity to the Government? 3) Compensate performers to re-create protected works?

A data rights clause will be inserted into the solicitation.

5-Feb-26 13 PWS For trailer-related activities identified in the PWS, including maintenance, transportation, and other tournament or event support, can the Government clarify the applicable standards and expectations regarding:

a. Maintenance schedules and required documentation;

b. Provision, storage, and upkeep of trailers and associated equipment;

c. Transportation responsibilities, including whether the Government will furnish a vehicle or whether this is a contractor-provided requirement; and

d. Required insurance or liability coverage for all trailer operations.

e. Any personnel requirements, including necessary certifications, licenses, or trainings (e.g., Class 2 CDL, road-safety training, OSHA certifications) for trailer or vehicle operators.

See 5.2.2.20.3 and 5.2.2.20.4

a. Maintenance schedules and required documentation:

A: Maintenance is accomplished annually. Maintenance records as well as AFTO244 is to be maintained.

b. Provision, storage, and upkeep of trailers and associated equipment:

A: Storage is a parking lot on WPAFB, Area B. Additional storage for materials on said trailers is building 56.

c. Transportation responsibilities, including whether the Government will furnish a vehicle or whether this is a contractor-provided requirement?

A: The government will not furnish a vehicle. This is the contractor’s responsibility.

d. Required insurance or liability coverage for all trailer operations.

A: It is the responsibility of the contractor to insure proper insurance and liability coverage.

e. Any personnel requirements, including necessary certifications, licenses, or trainings (e.g., Class 2 CDL, road-safety training, OSHA certifications) for trailer or vehicle operators.

A: No.

5-Feb-26 14 PWS The PWS references the requirement to provide event insurance for tournament and other program activities. Can the Government clarify the specific coverage requirements, limits, and any applicable standards or documentation that contractors must meet to comply with this obligation?

Insurance is identified in sections 5.2.20.2, 5.2.22.1, 5.2.9.13.1, and 5.2.9.1.15.2

5-Feb-26 15 TEPS The Total Evaluated Price Spreadsheet includes separate sections for labor costs under CLIN X001 and CLIN X002. Can the Government clarify which specific programs or labor categories, as identified in the PWS, should be reported under each CLIN?

CLIN 1 in the total evauluated price spreadsheet reflects the price to accomplish PWS (Task Order 1 SOW) TO1.

CLIN 2 is for travel and expenses to accomplish TO1.

6-Feb-26 16 Based on the scope of work, staffing model, and historical workload data, can the Government clarify whether a small business or socioeconomic set-aside was considered for this requirement?

Given that the work emphasizes program management, education-aligned outreach, youth engagement, curriculum coordination, volunteer management, and reporting—capabilities frequently performed by qualified small businesses—additional insight into the Government’s acquisition strategy would be appreciated.

Based on the Market Research it was determined that this will be a full and open competition.

6-Feb-26 17 Can the Government confirm whether continuity of existing outreach programs (e.g., Wizards of Wright!, FIRST LEGO League, FIRST Tech Challenge, SEMEDS, Job Shadow Day) is a primary objective during transition?

This is an objective; the continuity of existing outreach programs is important.

6-Feb-26 18 Should offerors assume retention of existing program structures and delivery cadence during the base year to mitigate transition risk?

Yes. This is a year-round office, so existing program structures and delivery are expected. 10-day window as the projects and activities will be starting as the local schools start. The office cannot be down more than 10 days.

6-Feb-26 19 PWS Does the Government anticipate that all project managers and outreach leads will be treated as key personnel, or only the primary on-site point of contact identified in the PWS?

For task order 1, those working in the office (building

196) are treated as key personnel.

6-Feb-26 20 Are resumes or letters of commitment required at proposal submission, or only upon request during evaluation or post-award?

No.

6-Feb-26 21 PWS While the PWS emphasizes in-person performance centered at Wright-Patterson Air Force Base and the Greater Dayton area, can the Government confirm whether limited virtual support (e.g., volunteer coordination, curriculum updates, reporting, and stakeholder engagement) is acceptable when mission-aligned?

No.

6-Feb-26 22 For activities beyond the 35-mile radius, should offerors plan for routine COR approvals or treat such travel as an exception?

Going outside the 35-mile radius will need the COR approval.

6-Feb-26 23 Historical data reflects significant year-over-year growth in student reach, volunteer participation, and program activity. Should offerors assume continued growth when proposing staffing and management approaches for the base and option years?

While growth in program reach and volunteers is expected, there is no plans to grow staff.

6-Feb-26 24 Does the Government anticipate expansion of youth workforce pathways or increased alignment with Department of the Air Force STEM and talent-pipeline priorities?

The focus of the IDIQ is for the Air Force Research Laboratory STEM outreach effort. This supports the enterprise STEM pipeline.

6-Feb-26 25 Clarification on RFP-AFRL-PZLEQ-2026-0002’s actual proposal submission due date

When the RFP is posted it will have a due date.

6-Feb-26 26 SOW This is a detailed and thorough statement of work. Is there an overarching Career-Connected Learning framework guiding these efforts? Is the contractor expected to carry insurance for participants or do individual bases carry this?

No, there is no overarching career-connected learning framework, the efforts are at the government’s direction.

No, the individual bases do not carry insurance. The contractor is expected to execute event insurance, not individual participants per the PWS. When/If the successor of the LEGACY program is brought onto the contract, it will be part of that Task Order's PWS.

6-Feb-26 27 Section M Technical Subfactors 2.1, 2.2, 2.4, and 2.5:

For these programs, it would be useful to understand the current or expected scope of the programming (how many events, how many participants, frequency of engagement, compensation for apprentices, etc.).

In addition, will these events be held near to Wright- Patterson Air Force Base (AFB) or adjacent to other US AFBs? Are these services currently offered by subcontractors that DAF would like to continue under the new IDIQ?

For each technical subfactor the offeror shall describe the recency, relevance, and depth of their experience as described in section L. Also, the offeror shall provide substantiating documentation supporting the offeror’s narrative. This is an AFRL wide IDIQ and locations will be determined by the TOs. The location for TO1 will be WPAFB. The contractors are responsible to determine how to accomplish the work in TO1.

6-Feb-26 28 Subcontracting What tasks from the Statement of Work are currently being managed by SBs? Are there current SB subcontractors that the Air Force would like to continue leading efforts under the new IDIQ?

None. No.

6-Feb-26 29 PWS 43 On page 43, the Deliverables schedule notes a delivery of the 25th day of the month. Please confirm this refers to the 25th day of the following month of the period to which the reports cover.

Confirmed.

6-Feb-26 30 TEPS Based on the formatting of the Price Spreadsheet, funding will be issued through hybrid T&M/FP vehicles? Please confirm this is the intended contract type for resulting awards.

The contract will have FFP and T&M CLINS as laid out on the spreadsheet.

6-Feb-26 31 TEPS Are the costs prepopulated in the Price Spreadsheet for Travel and Materials not-to-exceed ceilings that Contractors will be held to?

Yes, it is not to exceed. The offerors are to input their material handling rate on the spreadsheet.

6-Feb-26 32 PWS If a non-incumbent is selected for award, is there an expectation to retain current staff working on the contract, or to retain their salary and benefits at a given level?

No.

6-Feb-26 33 PWS If a non-incumbent is selected for award, will there be a 30- or 60-day transition period to ensure continuity of operations at the site while the new team is put in place?

No.

6-Feb-26 34 PWS Will the awardee be expected to provide additional personnel besides those specifically listed in Section

1.10 (Qualifications)?

The personnel listed in the PWS is the current Government requirement. The Government has the right to add with inscope work at any time.

6-Feb-26 35 PWS & SOW Attachment 1 (AFRL STEM Pipeline IDIQ SOW) and Attachment 3 (STEM Outreach PWS) contain overlapping scope descriptions and program responsibilities. While it is understood that Attachment 3 reflects task order–level scope, please describe the intended relationship between Attachments 1 and 3 to ensure consistent offeror interpretation.

Attachment 1 is the IDIQ basic PWS to convey the intent of the entire IDIQ and Attachment 3 is TO1 PWS.

6-Feb-26 36 PWS Please clarify whether Attachment 3 is intended to be awardable as the initial task order under the new IDIQ and how offerors should treat Attachment 3 for proposal submission, pricing, award, and performance.

Not all documents were included in the Draft RFP. The final solicitation will include a complete RFP package.

Attachment 3 is for TO1.

6-Feb-26 37 SOW Please also confirm that Attachment 1 is the overarching IDIQ SOW applicable to future task orders

Yes- this is the overarching SOW.

6-Feb-26 38 Provide guidance on how offerors should distinguish IDIQ level scope from task order level requirements when developing technical approaches, staffing assumptions, and pricing - particularly where both attachments address similar activities.

There will be potentially different task orders that will be fitting into the overarching SOW throughout the five years. As far as developmenting technical approaches, staffing assumptions, and pricing, these will be worked between the government and contractor.

27-Feb-26 39 I also noted that the expectation is to procure this requirement as a single award IDIQ through a full and open competition under the 611710 NAICS code with five years of performance, and was wondering if this remains the goal here?”

Yes, the goal is to have five years of performance; base year plus 4 options.

27-Feb-26 40 I also wanted to ask if this is an entirely new requirement? or if there is a current contract supporting this requirement?

It's not a new requirement, however this is an enterprise AFRL STEM Pipeline initiatives to effectively and efficiently execute activities from a single enterprise lead consistent with the structure of the AFRL Mission Organizations.
