Amendment 3- Q&A Department of the Treasury, Bureau of Fiscal Service

Division of Procurement RFP-ADF-OIT-17-0001 – IT Security Services

Questions and Answers (Q&A)

1. What is the anticipated Award date?

Answer: The Government is anticipating an award date in the middle of March 2017.

2. What is the Estimated Contract Start Date?

Answer: Please see response to question number 1.

3. What is the Estimated Contract Value?

Answer: The Government cannot share this information; however, please see the answer to question 3 in Amendment 2 Q & A for some information on the Government’s estimation.

4. What date can we expect a response to the questions from February 1, 2017?

Answer: They were posted to FBO on February 3, 2017.

5. How long of an evaluation period is expected?

Answer: Depending on the number of proposals received, the Government is anticipating a two week evaluation period.

6. Do you anticipate oral reviews?

Answer: No

7. Do you have a projected completion date for the whole project?

Answer: Per PWS Section 4.0, the Government at this time is anticipating a need for the services identified in the performance work statement for a base period of 12-months and four 12-month option periods.

8. Are there any criteria required by the COR for the Contractor to work from the Contractor Facility?

Answer: No but I think there is flexibility for some of the work to be done at Contractor Facility

9. What is the anticipated level of effort?

Answer: Please see answer to question number 3 in Amendment 2 – Q&A.

10. What are the labor categories?

Answer: The Government is anticipating an IT Security Analyst. Please also see the answer to question 40 in Amendment 2 Q & A. Offerors are to propose the labor category (ies) they determine are needed for this particular requirement.

11. The subject solicitation requires the assessment of some USADF cloud‐based systems. (Reference:

"USADF systems consist of the General Support Systems and a Grant Management Systems which a both SaaS and cloud‐based systems.”)

Are Contractors proposing in the subject requirements (or to be considered for contract award) required to be FedRAMP accredited as “Third Party Assessment Organizations” (3PAO)?

Answer: No

12. The PWS lists citizenship/permanent residency as requirements for staff. Is there any type of clearance required?

Answer: Please see PWS Section 11.3 of the RFP that states “the Contractor personnel performing services under this contract shall comply and complete security access requirements (i.e. Non-Disclosure Agreement, Back Ground Check through Office of Personnel Management (OPM) Electronic Questionnaire for Investigation Processing (e-QIP) portal:

http://www.opm.gov/e-qip/, Complete an OF 306 (fillable forms available at http://www.opm.gov/forms/html/of.asp), Fair Credit Reporting Release) before beginning work under this contract.”

13. I cannot find Standard Form 1449 in the proposal documents – was this inadvertently left out or is it not required in our response?

Answer: It is not required in offerors’ response.

14. Can you please provide the workload history?

Answer: This is a brand new requirement.

15. Which labor categories are key personnel?

Answer: Please see answer to question number 10 above.

16. In addition to using Attachments 1 through 6 for our response, are we required to submit any additional documentation such as cover letter, reps & cert, etc.

Answer: No cover letter is needed. In regards to the reps & certs, per the Instruction to Offerors, Item A(4), Offerors can certify their business size by completing the attached, "Offeror Representations and Certifications Commercial Items (JAN 2017)" or complete it online at https://www.sam.gov/ and then either return the manual copy or reference that the online certification has been completed in the proposal.

Please also see Instruction to Offerors Item B(1) for providing information about the organization and the key personnel either in the Volume 1 template provided or as separate documents.

17. In Amendment 2, it was mentioned in question 3 that the LOE is 0.5 to 1 FTE.

Does the government have any Level of Effort (LOE) in mind for this contract? Basically, we want to know if the government has estimated the number of people that will be supporting this effort for Tasks 6.1, 6.2 and 6.3. now (RFP PWS Section 6.2, 6.3, and 6.4, inclusive of the new 6.1) Answer: The Government anticipates that the majority of work, if not all of it, can be performed by one individual who has at least the minimum qualifications stated in PWS Section 7.0 on a less than fulltime continuous basis for each period executed under the contract. Answer: Please see response to question number 10.

Based on our experience doing similar work, it is very difficult for 1 person to meet all the requirements – project management and scheduling, continuous monitoring of 14 areas, policy develop and dissemination, vulnerability and penetration testing, etc. Would the government consider revisiting the scope and budget for this RFP to ensure that the contractors can effectively support the government and meet all the goals and objectives of the contract?

Answer: We are a small independent agency and we believe the scope and budget are appropriate for a Low moderate rated system.
