About this file
This is an RFP Addendum #1 issued by the Minnesota Department of Natural Resources, Division of Fish and Wildlife, for the Full Design of the Hartley Pond/Tischer Creek Project in Duluth, Minnesota. The addendum, dated June 11, 2026, addresses vendor inquiries and provides supplementary documentation. The primary service requested is consulting services to complete the final design process for the Hartley Pond/Tischer Creek Project, which will be led by MNDNR in coordination with the City of Duluth, Hartley Nature Center, and multiple municipal, county, state, and federal partners. The scope of work includes quality assurance project plan completion, steering committee support, additional data collection and physical sampling, and completion of design documents at 30%, 60%, 90%, and final stages, along with environmental review advancement and community outreach. Proposals were due June 29, 2026, at 2:00 p.m., with submission required through the SWIFT eSupplier portal.
The addendum clarifies that the current phase covers only final design of the preferred alternative generated by a feasibility study, with construction contingent upon City of Duluth Commission and City Council approval. While strong support exists for advancing the project into construction, no guarantee has been provided. The project is funded in part by the U.S. Environmental Protection Agency under the Great Lakes Restoration Initiative and is subject to federal compliance requirements. Contractors must maintain Commercial General Liability insurance of $2 million per occurrence, Commercial Automobile Liability of $2 million combined single limit, Professional Liability of $2 million per claim, and Workers' Compensation insurance. Contracts exceeding $100,000 require Workforce and Equal Pay Certificates. A master thesis from the University of Minnesota, Duluth, describing the water budget for Hartley Pond, has been added to the SharePoint site as supporting documentation. The primary contact is Monica Hanson at 507/233-1240 or monica.hanson@state.mn.us.
