About this file
This is a Standard Form 30 (SF 30) Amendment of Solicitation that modifies RFP-797-FSS-04-0001-R3, a General Services Administration Federal Supply Schedule (FSS) multiple award, fixed-price, indefinite delivery-indefinite quantity (IDIQ) solicitation for Medical Laboratory Testing & Analysis Services. The amendment, issued October 27, 2021, by the Department of Veterans Affairs National Acquisition Center in Hines, Illinois, incorporates Federal Acquisition Regulation (FAR) clause 52.223-99, "Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors," effective October 2021. This clause, based on Executive Order 14042 dated September 9, 2021, requires contractors to comply with all guidance published by the Safer Federal Workforce Task Force regarding workplace COVID-19 safety protocols at https://www.saferfederalworkforce.gov/contractors/. The clause applies to contractor workplace locations and requires contractors to flow down this requirement to subcontractors at any tier exceeding the simplified acquisition threshold for services performed within the United States or its outlying areas.
The underlying FSS 621II solicitation provides reference laboratory services for medical laboratory testing across multiple disciplines including anatomic pathology, clinical chemistry, cytogenetics, hematology, immunology, microbiology, serology, and urinalysis for diagnosis, prevention, or treatment of disease and patient health assessment. The solicitation is issued on an open and continuous basis with no closing date, and awards are for five-year terms commencing from the effective date of award unless canceled, terminated, or extended. Contractors must offer prices on an F.O.B. destination basis for delivery within the 48 contiguous states and Washington, D.C., with optional pricing for Alaska, Hawaii, and Puerto Rico. The FSS contract vehicle is managed by the VA under delegation from GSA for eligible federal agencies to utilize on a nonmandatory basis.
