About this file
This document contains an Amendment of Solicitation (Standard Form 30) and accompanying Questions and Answers for the Stephan Booster Station & Water Main Replacement project (Solicitation RFP75H70125R00046) by the Indian Health Service. The amendment, dated 05/08/2025 with an effective date of 06/04/2025, provides clarifications on technical specifications, project requirements, and addresses potential contractor inquiries. Key details include confirmation that the project involves removing and replacing the existing Stephan Booster Station and approximately 9,900 linear feet of ductile iron pipe within the Crow Creek Reservation.
The questions and answers cover critical technical aspects such as SCADA system integration (IHS will not allow alternative integrators), water main pipe specifications (6" SDR-21 and 6" DR-14 C900), service line connections, air release valve installations, and project logistics. The solicitation is set aside for Indian Small Business Economic Enterprises (ISBEE) and will be awarded as a Firm Fixed-Price contract using Lowest Price Technically Acceptable (LPTA) evaluation criteria. The period of performance is 365 calendar days, with potential flexibility for winter shutdowns and delayed Notice to Proceed due to material lead times. Contractors are advised to carefully review technical requirements, as this is a strict LPTA procurement with no trade-offs allowed.

Questions and Answers 06/03/2025
Project Title : Stephan Booster Station & WM Replace, GP-21-Z28, and GP-23-T29
1. The spec references an existing SCADA package at the WTP. If there is one there, is the engineer open to a different integrator working on the system?
The following questions assume a secondary integrator is allowed:
a. What is their current WTP Software system based on? (i.e. Aveva, FactoryTalk View, VTSCADA, ect.)
b. Confirming that only the RTU panel being installed is the one at Stephan booster?
c. The communication through the Ft Thompson Water Tower Radio, is the radio already setup as a Repeater?
d. Will the existing SCADA provider provide all of the password information required to complete the project?
i. Will that be done through the project engineer, or the owner?
- Answer : IHS will not allow other integrators to work on the system. Allowing other integrators to work on the system hasn’t ended well on past projects.
2. We would like to be an approved manufacturer (Brand Name) for this project.
- Answer : Additional equipment manufacturer’s list will not be added via addendum. If vendors have an alternate product they would like to include, it must meet minimum specification. Minimum specification requirements will be handled through the submittal process. If vendors are concerned their product doesn’t meet the minimum specification, bidders should err on the side of caution that the product will not be approved and adjust bid accordingly to provide what was specified.
3. I don’t see a bid form, but the Price and Payment section seems as though there is one. Is there any domestic funding/requirements for this job?
Answers :
- Section L.8 has the proposal preparation instructions with Factor 4: Price covered starting on page 61 and the specifics for submitting your price covered on item 2. I think you are referring to the following:
(a) The Proposal Form (Standard Form 1442), Page 2, Blocks 14‐20c, is to be filled out and executed fully. Any and all solicitation amendments require acknowledgement in Block 19 of the SF1442.
(b) Offerors shall complete Section B, B.1 Price Schedule for CLIN 0001, CLIN 0002, and CLIN 0003.
All proposal pricing information submitted by Offerors is for the exclusive use of the Government.
Section M.3 M.3. VOLUME II: PRICE covers how the offered price will be evaluated:
Factor 4 Price. The Government will evaluate the price based on the amount included in block 17 of the SF‐1442. In accordance with FAR 15.402(a), the Contracting Officer must be able to determine the price as fair and reasonable to issue the award.
Failure to address any of the VOLUME II (Price Proposal) Submittal Requirements may result in an “UNACCEPTABLE” rating and the proposal may not be considered for further evaluation.
- Block 17 of the SF-1442 is located on page 4 of the RFP.
- B.1. Price Schedule is located on page 5 of the RFP.
- There are no foreign funding requirements for this job.
4. The plan page 4 has a detail showing SDR21 water main pipe, but the other pipe is shown as being DR—14 C900. Which one am I supposed to be using?
- Answer : The water main piping prior to booster station (Sta. 0+00 – 2+26) is 6” SDR-21 and piping after booster station installed at Sta. 2+30 is 6” DR-14 C900 (305 psi).
5. Where is the water service line (which page?) In “bid item” 0002 – Water Service Line Construction Do you want the C900 DR14 pipe to be restrained? (Certalok) Some of the ways the pipe is laying look like it might have to be bored.
- Answer : Known service line connection locations have been identified on the plans.
Some aren't known.
Provide the bid as plans show. Areas to be bored (if any) will be identified on the plans. It is the Contractor’s responsibility to ensure pipe is installed per plans/specs and manufacturer’s deflection allowance.
6. In the plans the air release valve pits look like they are on the WM Line, however the detail shows a saddle coming off the line. Is the detail correct and we need a saddle to go to the air release valve?
- Answer : Yes, detail is correct. Saddle required.
7. We would like to get a list of the prime contractors bidding it. Would you have a list of the prime contractors for the STEPHAN BOOSTER STATION & WM REPLACE, SD.
- Answer : Sorry but I don’t have that information. We are in the solicitation phase and do not have a contract or potential contractors yet.
8. Solicitation F.2 state that the Period of Performance will be 365 calendar days. With long lead times for the booster station and skid mounted generator, would a delayed construction NTP be issued?
- Answer : Yes. Typically, we don’t like to delay NTP much over 60 days of awarding the contract. Due to circumstances outside of Contractor’s control (including material lead times), we may provide some leniency in issuing the NTP if this information is made known early and can be confirmed.
9. Solicitation F.2; Will a winter exclusionary period be issued once winter conditions set in and work can no longer be performed?
- Answer : Yes, it is anticipated that a winter shutdown would be agreed upon for this project. This shall be requested by the Contractor.
10. Solicitation G.7; Will the NOAA 10-year average of anticipated adverse days per month, in whole days, be issued as part of an upcoming amendment?
- Answer : No. Construction inspection will occur daily and make note of weather conditions within the construction log. Additional days due to weather will be considered towards the end of the performance period (if needed), if requested by the Contractor.
Number of days requested will be compared to the construction log.
11. Specification 01100; Will IHS please provide Geotechnical reports?
- Answer : There wasn’t a geotechnical investigation that took place.
12. Specification 01430-1.3; Who has jurisdiction for this project?
- Answer : Project is being completed within the boundaries of the Crow Creek
Reservation. All Federal, State, and local laws, taxes, and fees apply.
13. Specification 02315-3.1.D states “obtain all permits from appropriate road agency for construction within road right of way.” Who is the contact for the road agency?
- Answer : Depends on which road you are referring to. Some roads are State, some County and some are Tribal.
14. Specification 02315-3.1.H state “Comply with all construction and material requirements of roadway authorities having jurisdiction.” Who are the roadway authorities having jurisdiction for this project?
- Answer : Depends on which road you are referring to. Some roads are State, some County and some are Tribal.
15. Specification 02316 Rock Excavation does not state if rock excavation is to be included or excluded from the bid schedule. If rock excavation is to be included in the proposal, what is the estimated quantity that is to be included.
- Answer : Rock excavation is not anticipated, so was excluded from the bid schedule.
Spec was included for a definition and determination of rock excavation.
16. Specification 02920-3.1.A states the satisfactory periods are for planting. Will a winter exclusionary period be issued for this portion of work if late fall seeding is not acceptable?
- Answer : This responsibility will be left up to the Contractor. If seeding is completed outside this window the Contractor assumes all risk if the seed doesn’t germinate. We can work with the Contractor if the situation of late fall seeding arises. It may be possible to delay seeding until the Spring seeding window.
