About this file

This is a Cost Proposal Form for Owner's Program Management (OPM) services for the University of Rhode Island's Biomedical Sciences Building project located in Kingston, Rhode Island. The University of Rhode Island is requesting an Owner's Project Manager and Owner's Progress Inspector (OPI) to provide project oversight throughout the anticipated 30-month construction phase beginning upon issuance of the construction contract. The OPM services are structured as part-time engagement, with reduced hours during an initial pre-construction transition period in Contract Year 1 (700 evaluation hours), followed by approximately 20 hours per week during the full construction phases in Years 2 and 3 (1,040 and 860 evaluation hours respectively). The OPI services, offered as an add alternate, consist of part-time on-site field observation and reporting at approximately 10 hours per week, with evaluation hours of 350 in Year 1, 520 in Year 2, and 430 in Year 3, running from construction mobilization through completion.

Offerors must provide fully burdened hourly rates for both the OPM and OPI positions, with all costs including salary, benefits, overhead, profit, administrative support, equipment, communications, and routine travel incorporated into a single rate with no additional markups permitted. The University has established fixed allowances totaling $45,000 for contract services, including $20,000 for third-party estimating services, $15,000 for additional third-party services, and $10,000 for authorized reimbursable expenses. All allowance expenditures require prior University authorization and supporting documentation, with unused balances retained by the University. A single qualified individual may be proposed to fulfill both OPM and OPI roles provided qualifications are met and pricing is clearly delineated. The cost proposal must be certified by an authorized representative confirming that proposed rates are fully burdened and that the proposed personnel match those identified in the technical proposal.

PRICING INSTRUCTIONS
Provide fully burdened hourly rates for the individuals proposed as the assigned Owner’s Project Manager (OPM) and Owner’s Progress Inspector (OPI). The fully burdened rates shall include all salary, benefits, overhead, profit, administrative and clerical support, office and management support, computers, software, equipment, communications, routine local travel, and other normal or incidental costs required to perform the services. No separate markup, multiplier, overhead, profit, or administrative charge will be permitted.

URI anticipates part-time OPM services beginning upon issuance of the construction contract or purchase order to the Construction Contractor, with a reduced level of effort during the initial pre-construction transition period and an average level of effort of approximately twenty (20) hours per week during the anticipated thirty (30) month construction phase.

OPI services, if authorized, are anticipated to consist of part-time on-site field observation and reporting services averaging approximately ten (10) hours per week during the anticipated thirty (30) month construction phase, beginning at construction mobilization and continuing through Construction Completion, in accordance with the evaluation assumptions identified in the Cost Proposal Section of the RFP Scope of Work and Requirements.

The Offeror may propose a single individual to provide both OPM and OPI services, provided that the individual satisfies the qualifications required for each role and the Cost Proposal clearly delineates the separate OPM and OPI services and pricing for evaluation purposes.
