Bidders must submit a capped commission rate for specific insurance categories: Master Property Policy, Railroad, Excess Auto Liability, and Medical Malpractice, with the State calculating a blended average to assess relative rates. Commissions exceeding agreed-upon percentages must be refunded or credited to premiums. The evaluation process awards up to 50 points for technical proposals (with a minimum 40 points required to advance), 20 points for interview/demonstration (combined minimum 56 points to advance to cost evaluation), 30 points for cost proposals, and 6 bonus points for Minority/Women Business Enterprise (ISBE) participation, totaling 106 possible points. Technical proposals scoring below 40 points will not be evaluated further, and those below 56 points combined with interview scores will not advance to cost or ISBE proposal evaluation phases.
