About this file

This is a Q&A Addendum document for RFP26006446, issued by the State of Rhode Island Department of Administration's Office of Risk Management, addressing vendor inquiries regarding the procurement of commission-based insurance broker services. The solicitation seeks a single qualified broker to manage the State's comprehensive insurance portfolio across multiple lines of coverage, including a Master Property Policy covering approximately 1,100 properties valued at $4.6 billion in Total Insured Value with a $200,000 deductible and layered coverage up to full TIV, plus Railroad, Excess Auto Liability, and Medical Malpractice policies representing an aggregate premium value of $9.2 million annually. The vendor question and answer period opened on March 23, 2026 at 9:15 AM EDT and closed on April 3, 2026 at 2:00 PM EDT, with proposals due on April 20, 2026 at 10:00 AM EDT through Ocean State Procures. The initial contract term will commence approximately July 1, 2026 for one year with options to renew for up to four additional 12-month periods based on vendor performance and fund availability. The Q&A responses clarify that no fire protection and engineering services are required, no documentation is needed for the interview/demonstration section at bid submission, and the State is consolidating business with one broker to achieve greater efficiency and effectiveness rather than responding to contract expiration.

The compensation structure is entirely commission-based with vendor-proposed capped commission rates for each insurance category and no reimbursement of ancillary expenses. The State has historically worked with multiple brokers of varying tenures and is now seeking to consolidate operations to achieve competitive commission structures and best value. Risk Management, operating as a division within the Department of Administration's Office of Accounts & Controls, works primarily through brokers and third-party administrators to support adequate coverage purchases and claims handling but has not independently conducted property inspections, valuations, loss prevention engineering, or statement of values maintenance. Vendors must submit technical proposals limited to six pages addressing staff qualifications, vendor capability and capacity with three client references, detailed work plans, and methodology. The evaluation criteria award up to 50 points for technical proposals (minimum 40 points required to advance), 20 points for interview/demonstration (combined minimum 56 points to advance to cost evaluation), 30 points for cost proposals, and 6 bonus points for ISBE participation, with a contract administrative fee of 0.33% of annual contract spend withheld from vendor invoices.

Provide a synopsis of the Risk Management organization. Does RM coordinate with Safety on property inspections, property valuations, engineering loss prevention, and maintenance of the statement of property values?

Risk Management is a Division within the

Department of Administration Office of

Accounts & Controls. Risk Management works closely with State entities to support the purchase of adequate coverages and claims handling. Risk Management also determines vendor risk for outside contracts, events, and other occasions when the State may confront liability or loss. Risk

Management primarily conducts this work by and through brokers and a third party administrator. While Risk Management strategically advises on opportunities to improve property coverages, the Division has not worked specifically to address property inspections, valuations, engineering loss prevention, or maintenance.
