RFP2502EvaluationSheets.pdf

The document contains Selection Committee Scoring and Overall Ranking of Submittals for the Downtown Support Historic Resource Survey (RFP-25-02), evaluating proposals from multiple environmental and consulting firms for the City of DeLand, Florida. The RFP seeks a historic preservation consultant to conduct a comprehensive historic resource survey of the Garden District, requiring the creation of a survey report compliant with Chapter 1A-46 of the Florida Administrative Code and the development of at least 200 new or updated Florida Master Site File (FMSF) forms. The evaluation sheets, completed by three different evaluators (Carol Kuhn, Emily Kunkel, and Deborah Glide), assess each consulting firm across three key criteria: Project Approach (30 points), Qualifications & Experience (30 points), and Price/Cost Proposal (40 points).

The scoring reveals that Terracon Consultants, Inc. received the highest overall score across multiple evaluations, with total points ranging from 91.6 to 95.6. Other top-performing firms include Dalton Studio, LLC and Downtown Redevelopment Services, LLC, both scoring around 95.2 points. The Price/Cost Proposal scores varied, with Ardurra Group, Inc. receiving a perfect 40-point score in one evaluation, while other firms scored between 35.2 and 36. The evaluation also includes a ranking column (R.A.N.K.) that appears to provide an additional sorting mechanism for the proposals. The comprehensive scoring approach demonstrates a thorough and systematic method for selecting the most qualified consultant for the historic resource survey project.
