SECTION 3 – MINIMUM REQUIREMENTS: DESIGN CRITERIA
3.1 Project Discussion
This project shall be designed and constructed in general conformance with the design criteria outlined in this section. Exceptions to these criteria may be granted by the City only upon written approval by the City’s Project Manager. The City of Orlando is soliciting proposals from qualified contractors to design and build up to 12 tables of connection at different locations throughout the city. A table of connection is an outdoor table and seating, with solar panels for shading and power, battery storage to make it an off-grid power solution, capacity to charge personal devices, lighting, and the ability to add future cellular public Wi-Fi. This also includes providing a concrete pad for the table to set on. The city already created two tables of connection, as a pilot project, at Willows Park and Prince Hall Park.
The Design-Builder will be responsible for complying with the requirements of applicable Federal, State, County, and City codes, laws, ordinances, regulations, and standards. Where these rules overlap or conflict between the same requirements, the requirement which is more stringent shall govern. Any facilities, fixtures, or installation required to provide such a facility that meets these codes and standards shall be a part of these requirements regardless of whether they are specifically outlined in these criteria.
The Design-Builder is responsible for all design and installation aspects of the tables of connection, including on-site project management, permitting, start-up and is expected to maintain the system in a fully operating state from the time of activation until the end of the contract.
Respondents shall have demonstrated experience in successfully completing at least five Photovoltaic projects which included designing, planning, scheduling, permitting, constructing and commissioning complete solar electric systems. The Design-Builder must have relationships with & knowledge of local policies and interconnection procedures, support the City in filing renewable energy rebates with the Federal Inflation Reduction Act (IRA) Direct Payment process, providing system monitoring and maintenance from the time of the system’s activation until the end of the contract, and have an established OSHA compliant on-site Safety Plan.

Phase 1 of this Project is the Preconstruction/Design Phase. The selected Design-Build firm will develop the designs in close collaboration with the City, generally following the criteria and programming outlined herein.
The Design-Build firm will hold a kick-off meeting with the City stakeholders team to further develop the designs and site plans of the identified tables of connection. Following the kick-off meeting, the Design-Build Firm will schedule regular meetings with the City team to obtain input during design development. Early deliverables for review by the City, include a process design narrative, a general site plan with the selected location of the Structures, preliminary schedule and a preliminary Guaranteed Maximum Price (“GMP”) estimate. These items shall be combined in a Preliminary Design Report (90% submittal) which will outline all of the project parameters and describe the tables of connection features and shall be submitted to the City for review and comment.

The technical specifications for the project shall conform to the format of the Construction Specification Institute. The General Conditions and the General Contract Documents will conform to those used by the City of Orlando.
The Design-Build firms must submit 90%, 100% plans and specification submittals. The Design- Build firm is responsible for permit generation and submittal to applicable agencies. When the Design-Build firm’s drawings and specifications are substantially completed, the Design-Build firm will develop the GMP and construction schedule. The Design-Build firm will use an “open book” method to develop the GMP, including competitive bids solicited from qualified subcontractors and vendors.
City Staff will seek authorization from the City Council to enter into a master contract with the selected Design-Builder for both the Pre-Construction/Design phase and construction phase of the tables of connection. The City will seek authority to execute separate task orders against the master contract for the construction phase (Phase II) of each table of connection with the selected Design Builder(s). The City reserves the right to reject the GMP and may determine, in its sole discretion, that it is not in the public interest to continue with Phase I or to move forward to Phase II of the Project. In the event of a rejection, the City will be liable for costs incurred to date.
The GMP that is agreed upon by the Design-Build firm and the City at the conclusion of Phase I will serve as the basis for Phase II, the permitting and construction of the tables of connection. As part of the GMP, the Design-Build Firm shall obtain and pay for all necessary permits required by state and local agencies for the construction of the tables of connection.
Studies, investigations, designs and calculations shall be performed by responsible, licensed professionals who shall design a complete table of connection system that meets the operational needs and expectations of the City. The responsible design professionals of the successful Design- Build Firm will be required to certify, sign, and seal their respective drawings and specifications in compliance with Florida Statutes.
