AMENDMENT 0001: DESCRIPTION OF MODIFICATIONS (BLOCK 14 EQUIVALENT)
ATTENTION ALL PROSPECTIVE OFFERORS:
This public notice constitutes Amendment 0001 to the combined synopsis/solicitation for the acquisition and turn-key physical installation of a 7T Ultra-High Field MRI System or Technical Equal.
The text below represents the formal description of contractual, technical, and regulatory modifications made to the solicitation framework. Please note that the official Industry Questions and Answers (Q&A) Log has been published as a separate, independent document (Attachment 001).
CRITICAL SCHEDULE REMINDER: The proposal submission deadline is NOT extended. All complete proposal volumes (Volumes I, II, and III) must be submitted electronically to the Point of Contact, Tina Robinson (robinsti@mail.nih.gov), prior to September 18, 2026, at 5:00 PM EDT. Late submissions will be automatically disqualified.
AMENDMENT CONTENT AND DESCRIPTION OF MODIFICATIONS
1. Affirmation of FAR 52.212-5 Elimination under the FAR Overhaul
In strict compliance with the Revolutionary FAR Overhaul (RFO) streamlining guidelines, the legacy master matrix template FAR 52.212-5 remains permanently removed and excluded from this procurement. No master checklist framework will be incorporated.
Government compliance is maintained via the direct, standalone application of targeted statutory entries written directly into the solicitation text.
2. Direct Incorporation of Standalone Statutory Clauses
To establish explicit post-award compliance boundaries under RFO direct-insertion rules, Section I: Special Regulatory Contract Clauses (Subsection I.1, Page 8) is conformed to confirm that the following individual statutory clauses are inserted directly into this contract with full legal force and effect:
• FAR 52.04-25 — Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
• FAR 52.219-9 (Alternate II) — Small Business Subcontracting Plan.
• FAR 52.222-51 — Exemption from Application of the Service Contract Labor Standards to Contracts for Maintenance, Calibration, or Repair of Certain Equipment—Requirements.
• FAR 52.225-5 — Trade Agreements.
3. Resolution of Section B Unit Mismatch
The Schedule of Supplies/Services pricing table on Page 2 of the main solicitation is amended for CLIN 0001 (Core Equipment: 7T MRI System and Subsystems). The Unit of Measure is changed from "Lot" to "EA" (Each) to seamlessly conform with the standalone Section B pricing attachment. Offerors must quote CLIN 0001 as a single unit (1 EA).
4. Clarification of Disqualification Warning & Subcontractor Eligibility
With respect to Section L.1 (Mandatory Site Visit Attendance and Proposal Eligibility Gating Rule) and the accompanying Disqualification Warning text, the term "vendors" is hereby clarified to mean "Prime Contract Offerors". The penalty of automatic disqualification for non-attendance applies strictly to the Prime Contract Offerors submitting a proposal.
Prime Contract Offerors who formally registered, attended, and signed the official government attendance log on September 3, 2026, are fully eligible to partner with and propose any specialized third-party rigging and installation subcontractor (CLIN 0003), regardless of whether that subcontractor was physically present at the walkthrough. The proposed subcontractor must independently satisfy the past performance validation metrics outlined in Section L.9.
